3 Purpose of Today s Call Review the President s FY 2015 Budget proposal Solicit input on the elements of the proposed Parts C and D consolidation FY 2015 Funding Opportunity Announcement (FOA) due for release in fall 2014

5 Overview of Proposal The President s Budget for FY 2015 proposes a new effort to help improve care for people living with HIV, including the most vulnerable populations In order to better target resources to improve patient outcomes, the President s budget consolidates Part D funding within the Part C program and increases the overall investment more than previously invested into Part C and D combined into Part C services The FY 2015 Presidential Budget for the consolidated Part C Program of the Ryan White HIV/AIDS Program will be $280.2 million. This funding is $4 million above FY 2014 investments in both Part C and D combined

6 Benefits of the Consolidation Proposal The expansion of the Part C program to include Part D geographic service areas will allow resources to assist the most critically affected populations in the areas of greatest need. o As the number of children born with HIV in this country decreases, women and youth continue to be disproportionately affected by HIV. o The consolidation will provide expanded points of access across the country to HIV care and treatment for the most vulnerable populations, including women, children and youth. o The consolidation of the Part C and Part D programs will also increase the number of grantees across the country focused on the needs of this important population.

7 Benefits of the Consolidation Proposal In 2014, 67% of Part D programs funded by the Ryan White HIV/AIDS Program are dually-funded by Part C o As a result, these co-funded grantees face increased reporting burden and administrative efforts to manage their grants By consolidating the Part D program within the Part C program, the goal will be increased efficiencies, more streamlined grants administration, and less reporting burden, which will allow more funding to be made available for direct patient care services Through greater efficiencies, such as reduced administrative burden, even greater resources could be made available to grantees

8 Overview of Funding Opportunity Who May Apply? Announcement (FOA) Any organization that is an eligible applicant including: Current Part D grantees Current Part D grantees who are also Part C grantees Current Part C grantees who are not Part D grantees Other eligible applicants who are not currently Part C or Part D funded

9 Overview of Funding Opportunity Announcement (FOA) HRSA will notify the Ryan White HIV/AIDS Program community, including current Part C and Part D grantees, when the Funding Opportunity Announcement is posted: o A video will be developed and posted online outlining the FOA s highlights as well as the full FOA text o Grantees may visit: and sign up for from HRSA, which will alert you when FOAs are posted online and other agency information o A technical assistance pre-application webinar will be presented by HAB to discuss the FOA requirements
