2 What is the Global Fnd Replenishment? A flly fnded Global Fnd will ensre that the responses for the three diseases are on track and for targets of the global plans of the three diseases to be achieved. At the Fifth Replenishment, donors pledged US$12.9 billion for the period of REPLENISHMENT: The Global Fnd raises fnding in three-year cycles Donors inclding governments, private sector, private fondations, High Net Worth Individal (HNWI) and commnities and civil society work collaboratively to advocate for the Global Fnd to mobilise the reqired amont of investment to realise a flly fnded Global Fnd 95% of Global Fnd fnding comes from donor governments; 5% from private sector & fondations and innovative financing initiatives 1
3 As the leading mltilateral organization that invests in the partnership of donor and implementing contries in ending the 3 epidemics, fnding for the Global Fnd in its Sixth Replenishment needs to increase by more than 22% to ensre a fnd of between $16.8 and $18 billion for 2020 and Get Back on Track To End the Epidemics Report, 2018, Global Fnd Advocates Network 2

6 The Investment Case In preparation for the Replenishment, the Global Fnd develops an Investment Case in collaboration with technical partners sch as UNAIDS, WHO, Stop TB Partnership and Roll Back Malaria Partnership The Sixth Global Fnd Replenishment Investment Case calls for at least US$14 billion which wold: Save 16 million lives and redce the mortality rate by 52% across the 3 diseases by 2023 Avert 234 million infections or cases and redce incidence rate by 42% across the 3 diseases by 2023 Redce the death toll across the three diseases to 1.3 million in 2023 down from 2.5 million in 2017 Accelerate progress toward SDG 3 and Universal Health Coverage 5
7 Two Key Events dring Replenishment Pledging Conference Lyon, France 10 October 2019 Convenes leaders from donors inclding contries, private sector & private fondations, and high net worth individals; and technical partners, commnities and civil society. Between the presentation of the investment case and p to and dring the Pledging Conference, donors from different sectors will annonce their pledges to the Global Fnd. Preparatory Meeting New Delhi, India 7 & 8 Febrary 2019 Presentation of the Investment Case of key information on the impacts to be achieved and the financial resorces needed to reach the 2030 targets 6
8 Why is the Global Fnd important in the Asia-Pacific? 19% of Global Fnd investments are in Asia- Pacific Ot of US$800 million from Catalytic Fnding, 19.4% is invested in Soth Asia, East Asia and the Pacific. There are 3 ongoing mlticontry grants covering more than 10 contries in the region YET: Only 2.7 million people ot of 5.2 million people living with HIV in AP were accessing ARVs, or only 53% [37 72%] of all people living with HIV 1/3 of of the world s brden of TB cases (4.9 million prevalent cases) are fond in SEA where ¼ of the world s poorest live 5% of the total malaria cases in 2017 are fond in SEA. Greater Mekong Sb region (GMS) is grond zero for the emergence of drg-resistant malaria 7
9 Importance of GF fnding for Commnities & CS in Asia-Pacific 13 contries* in the region which are either pper-middle income contries or lower-middle contries with low or moderate diseases brdens, spported by the Global Fnd, are expected to begin or bild pon existing sstainability and transition planning dring the period for one, tow or all three diseases. Many bilateral donors are moving away from fnding the three diseases in this region, as well as commnities & CS organisations PEPFAR which contribtes close to 80% of HIV response in Vietnam is planning to phase ot in the next 4 years DFAT (Department of Foreign Affairs and Trade) of Astralia significantly redced its HIV fnding to AP contries sch as Indonesia, PNG, and contries in the Mekong region * Contries Bangladesh (HIV, Malaria), Bhtan (HIV, Malaria), Kiribati (HIV), Lao PDR (HIV). Malaysia (HIV), Pakistan (Malaria), Philippines (Malaria), Samoa (HIV, TB), Sri Lanka (HIV, TB, Malaria), Thailand (HIV, 8 TB, Malaria), Timor-Leste (HIV), Tonga (HIV, TB) and Vanat (HIV, TB) 8
10 A flly fnded Global Fnd is needed to achieve the 2030 targets and ensres: That key poplations and vlnerable commnities are not left behind, regardless of the income classification of their contry That health and lives of people are placed ahead of profits ensring people s access to medicines and diagnostics, regardless of their ability to pay That continos investments are made towards the advance of hman rights and gender eqality for all That strengthens and the contribtions of commnities and civil society in combatting the three diseases are acknowledged and meaningflly integrated in combatting the three diseases #theglobalfndthatwewant 9
