1 EG on HIV/AIDS Sixth Meeting Berlin, Germany March, 2007 Reference HIV/AIDS 6/7/1 Title Draft Progress Report of the HIV/AIDS EG for 2006 Submitted by HIV/AIDS EG Chair and ITA Summary / Note Requested action For adoption EG on HIV/AIDS for the NDPHS Progress report for 2006 At the end of the year, in total 30 proposals, have been submitted to the Expert Group on HIV/AIDS, from which 21 are in implementation stage. (Annex 1). The group had two meetings, in Helsinki (3-4 May) and in Paris (4-5 October). Among the main topics discussed in Helsinki were following: Lithuanian Project Proposal for EU public Health Programme; NDPHS member countries national priorities; ECDC plans for HIV/AIDS; Possible sources of financing for HIV/AIDS projects; WHO project of scaling up treatment and care for HIV/AIDS and TB and accelerating treatment within the health system in the Baltic States; HIV within migration population activities implemented by IOM; EU funded LTC Project activities in Baltic countries. During that meeting the new staff of NDPHS Secretariat was also introduced to the EG (Minutes of the Helsinki meeting are in the address: The main topics of the meeting in Paris were projects under planning, country reports about the current trends and national aids-policies, links with tb-prevention (representatives from the EURO- TB and EURO-HIV reported to the meeting). Other issues discussed were possible collaboration with ESTHER, the host organisation for the meeting and HIV-prevention in connection with migrant populations presented by the Portuguese representative with special reference to the forthcoming EU-meeting in Portugal later this year. Representative of the secretariat introduced the request to prepare Terms of reference (ToR) for the EG. Also the project pipeline and database were discussed. (Minutes of the Paris meeting are in the address: During the 2006 a new member from Portugal, Henrique Barros, who is National Coordinator for HIV/AIDS infection in Portugal, was nominated to EG. In addition negotiations with Spain were continued in order to have their representation in the group.

2 The activities of EG were presented on several meetings and conferences. One of them was the meeting organized by the Ministry for Foreign Affairs of Estonia, the Ministry for Foreign Affairs of Finland and the Representation of the European Commission in Estonia The renewed Northern Dimension; A tool for enhanced regional and cross-border cooperation in Tallinn, Estonia, June 9th, The ITA for EG has made a presentation on the current situation on HIV/AIDS, which can be seen as putting of HIV/AIDS on high political agenda for the ND partnership. The activities of EG were also presented during the first East European and Central Asian AIDS Conference in Moscow, in May A meeting was attended with Chairman of NDPHS, organised in Vilnius in January, 2006, with presence of the Minister of Health of Lithuania. The chairman and ITA participated also to meetings organised for coordination, networking and information purposes. One of them was a meeting with other Partnership expert groups and the Secretariat of NDPHS in Stockholm in August, Report on EG activities in 2006 as well as plans for 2007 were presented at the meeting of Country Senior Representatives of NDPHS in Paris in October, 2006 ( The change of ITA was informed to the Expert Group and other relevant contacts in December, Members of the Expert Group are listed in the Annex 2.
