3 Background The Caribbean Regional Strategic Framework on HIV/AIDS (CRSF) provides the platform for the coordination of activities that fall within the scope of operations of the PanCaribbean Partnership against HIV/AIDS (PANCAP). The overarching objective of the CRSF and the regional projects and plans of action that flow there from is to support national efforts to prevent and control the HIV/AIDS epidemic and to mitigate its impact. In the pursuit of this objective, the CRSF has identified seven (7) priority areas. These are set out as follows: o Advocacy, policy development and legislation o Care, treatment and support of persons living with HIV/AIDS o Prevention of transmission, with a focus on young people o Prevention of transmission, especially among vulnerable groups o Prevention of mother to child transmission of HIV o Strengthening national and regional response capacity o Resource mobilization To date, PANCAP working in collaboration with its partners has attracted funding support from several sources for projects to be implemented at a regional level. These include the following: o Strengthening Regional Institutional Response Capacity European Union ( ) o Multicountry HIV/AIDS Prevention and Control World Bank ( ) o Scaling Up the Regional Response to HIV/AIDS GFATM ( ) o HIV/AIDS Prevention in the Caribbean KFW ( ) o Strengthening PANCAP Communications and Information Sharing CIDA ( ) o Law, Ethics and Human Rights CIDA ( ) o Regional Strategic Objective Agreement No. 538o10 HIV Transmission Reduced in Target Countries in MostAtRisk Populations and Impact of HIV/AIDS Mitigated in the Region U.S. Government The following matrix is an attempt to provide a comparative content analysis of these regional projects. It is important to note that this analysis does not extend to bilateral projects between individual core implementing partners and donor agencies, except in the case of the CRN+ GFATM project. This exception was allowed in the light of the very close linkage between this project and at least three of the regional projects executed by the Coordinating Unit of PANCAP. 4 There is no doubt that tremendous benefits may be derived from a similar type of analysis of all multilateral and bilateral HIV/AIDS projects that are being executed within the framework of PANCAP. However, such an expansive exercise would require dedicated attention that cannot be provided within the current staffing arrangement of PANCAP, hence the more limited approach adopted at this time.
