2 1 Proposal for Phase Three The major goals of Phase Three are investigation and research on one of the most serious pollution events in the history----mercury pollution in Songhua River, research and promotion of health care without mercury, and analyzation on developing trend of substitutes in Chinese market, based on international information on mercury and investigations in specific fields already done in phase two. These goals can be further broken-down into 5 objectives as following. To accomplish these objectives, tangible actions are listed in the following form of Major Activities and Key Deliverables, in which, related objectives and evaluating indicators are clearly stated. Among these activities, workshop on mercury pollution, investigations in cities or villages along Songhua River, promote healthcare without mercury and mission trips will be prioritized. As a result, we envision that China s NGOs will be able to identify their focuses of work on mercury and form consensus of national and international strategy on mercury problems. Objectives 1. Maintain and expand the Chinese mercury network and improve NGOs capacity on mercury 2. Inform Chinese people and Administrations about the decisions and developments on mercury at European and Global level, especially the UNEP meeting, and influence EU/US/UNEP decision-making whenever needed 3. Let knowledge and information about mercury be disseminated to broader areas in China 4. Review mercury pollution history of Songhua River, and investigate the remaining problems in some cities and villages along Songhua River 5. Promote healthcare without mercury 6. Follow up developments in the VCM and batteries sectors. Targeted Issues/Problems Mercury pollution in Songhua river Medical mercury products, such as substitutes of thermometer, sphygmomanometer, amalgam, etc Global and EU campaigns VCM and battery Targeted Groups NGOs in the mercury network Schools and communities in Beijing and other cities Journalists Experts Governments- politicians (local, national, global levels)
3 Major Activities and Key Deliverables 1 Activities Mission trips to 3 Chinese large cities other than Beijing (Changchun, Herbin, Xiamen ) A NGO training/workshop comprised of local mercury experts, and representatives of NGOs and student green groups B GVB project officers work with local NGOs or university green groups on mercury exhibition 2 Select local partner NGO /student green group (can be more than one) to independently conduct the mercury exhibition and educational activities in those cities, after necessary training by GVB 3 Extend exhibition to communities and public buildings in Beijing 4 New materials production based on new understanding on mercury or new information 5 Investigations in cities or villages along Songhua River where local people have been suffering from mercury poisoning 6 Seminar in Beijing to review the history of mercury pollution in Songhua River, discuss the current status or remaining problems of mercury pollution, NGOs, journalists, experts, government and other persons involved will be invited 7 Collecting information on substitutes of mercury products common in use, such as thermometer, sphygmomanometer, amalgam, etc, analyzing the trend of Related Objectives 1,3 Expected results (deliverables/dates) 1 D1a: One half-day training/workshop in each city 1,3 D1b: One-day joint event (including both GVB and local NGOs or university green groups) 1,3 D2: Exhibit at 5 universities, communities or public sites in each city 1,3 D3: Exhibit at universities or communities 1,3 4 D5: More than one place 1,4 5 D7: Compile a Health Care without Mercury guide for hospitals and other interested entities substitutes in the markets 8 One workshop in Beijing 1,2,5 D8: The workshop is about global mercury strategy for UNEP meeting 9 Maintain the website and Blog better, increase the inter-links with other organizations on websites, and send newsletter containing mercury information to members every week 1,2
