1 Committeee on Health Promotion and Protection Annual Report (for the period of 1 August 2012 to 31 July 2013) I. INTRODUCTION Committee on Health Promotion and Protection (CHPP) advises on health promotion and disease prevention plans, and works closely with Colleges and various units to foster health promotion practice within the university community. The emergence of the Middle East Respiratory Syndrome (MERS) in the Arabian peninsula and Influenza A (H7N9) human infections in Mainland China have raised global public health concerns. CHPP closely monitored the development of cases in affected areas, and advised the university community with updating the response measures and action plans regularly. Threee meetings were held in with discussions on improving environmental hygiene, promoting health, monitoring disease outbreak and advising measuress on preparedness for disease outbreak in campus. II. ACTIVITIES HIGHLIGHTS 1. Influenza Vaccination UHS held influenza vaccination campaign for general staff and students on a self-pay basis. Free influenza vaccination was provided for high-risk groups in October Total number of vaccinations in the campaign: General High-risk Non-students Group* Total Students Non-students Students *High-risk groups include full-time staff and students of Faculty of Medicine and School of Chinese Medicine, Estates Management Office (EMO), Security and Transport Office, Hostels, and UHS. 2. Monitoring of Bird Corpses Security Unit recorded 164 bird corpses found on campus between 1 July 2012 and 30 June The deadd birds were collected by the Agriculture, Fisheries and Conservationn Department (AFCD) for follow-up. No abnormalities, e.g. H5N1, were detected by AFCD in those bird corpses. 3. Anti-mosquito Program To prevent breeding of mosquitoes, EMO carried out mosquito control treatments once every two weeks in high season (March to September) and once a month in low season (October to February). Midge control treatments to strategic areas were conducted once every three weeks from May to September. 40 Ovitrap monitoring stations were set up on campus by the University Safety Office (USO) and the figures on Aedes larvae was recorded every month with copies sent to EMO for follow-utrends compared with the official statistics released by the mosquito eradication actions. Results in showed similar seasonal government with maximum results in May
2 4. Drinking Fountains All drinking fountains on campus are tested at least once per year. USO had conducted 102 water quality tests on all drinking fountains within the reporting period. Result from one drinking fountain was found to be deviated from the WHO standards and remedial actions had been taken to identify the causes and improvement measures were taken. The fountain was released for use after follow-up tests confirmed their suitability. 5. Testing of Surgical Masks The number of central stock of surgical masks was maintained at around 80,000. Colleges and certain administrative and support departments also kept their own stocks of surgical masks. USO conducted testing of 5 batches of total 32 samples of surgical masks from college hostels. All results were satisfactory. 6. Respirator Fit-testing Respirator fit-testing was provided to front-line staff in UHS, Security Unit, EMO and staff who were licensed P-3 laboratory users. USO conducted 12 respirator fit-testing for staff for the period of this report. 7. Stocking of Disinfectants USO maintained 4 weeks supply of bleaching solution in its dangerous goods store during Serious Response Level. The bleaching solutions in store were of industrial strength (10-12%) and were replaced every three months with the old stock transferred to departments for routine uses. 8. Stockpiling of Anti-viral drugs In view of sufficient supply of anti-viral drugs in the market, CHPP resolved to keep a reduced stock of anti-viral drugs. UHS has a centralized stock of 100 doses of Tamiflu. 9. Smoke-free Campus Security Unit recorded 138 persons found smoking on campus. The smokers were cooperative after given verbal advice to stop smoking. 10. Cervical Cancer Vaccination Campaign Cervical cancer vaccination campaigns were held in October 2012 and January 2013 at UHS, including exhibition, enquiry counter and vaccination for female students, staff and dependants aged 9-45 years old. A total of 4,510 doses were given in the two campaigns. 11. Hepatitis Awareness Campaign Two hepatitis campaigns were held in October 2012 and February 2013, including exhibition, blood checking for serological markers and vaccination for those in need. 365 persons joined the blood checking, and 630 doses hepatitis vaccine were given at the campaigns. 5 people with HBsAg positive were referred for medical attention. 12. Maintenance of Automated External Defibrillator (AED) Machines in Campus 9 AEDs were installed in the campus including UHS, sports centres, swimming pool, Area 39, Security Unit Head Office and patrol cars for emergency aid to people with sudden heart attack. UHS organized AED certificate course and refresher course regularly in cooperation with the Red Cross. Since the installation in 2011, there was no reported case to use AED. 13. Campus Health Ambassadors Programme A group of 54 students from 9 Colleges were selected into this programme in They 2
3 were given training to enhance knowledge about various health issues and learn skills in organizing public health activities. Health ambassadors took part in a series of health promotion activities to make a positive impact and promote health awareness in their colleges. Student Projects Personal Hygiene & Disease Prevention by CC Health Ambassadors Fruit Day: Promote fruit intake in eating habit by UC Health Ambassadors Safety issues about the use of common patent medicines and antibiotics by LWS+WYS Health Ambassadors Exchange Visit for Health Ambassadors 14 health ambassadors were selected to participate in the exchange visit to National University of Singapore (NUS) in May Health ambassadors attended workshops and shared their experience in health promotion with nursing students from NUS. It was a fruitful trip for the health ambassadors to gain more experience in health promotion outside Hong Kong. 14. Integrate Chinese Medicine into Our Daily Life In order to strengthen the concept in proper and safety use of Chinese medicine in daily life, a series of activities were organized by UHS, School of Chinese Medicine and Chinese Medicine Promotion Society in November This included a tour to Chinese Medicine Garden, a talk on healthy eating from the Chinese medicine point of view, and a Chinese Medicine Banquet. Participants enjoyed these activities with positive feedbacks that it helped to increase their knowledge in the use of Chinese medicine. Walking Campaign Walk for Green 大部行 was launched in March This campaign encourages staff and students to walk more in the campus and the established Route 1 between Yasumoto International Academic Park and Ho Sin-Hang Engineering Building. Two card readers were installed at Ground Floor of Yasumoto International Academic Park and Fifth Floor of Ho Sin-Hang Engineering Building (adjacent to the foot-bridge to Central Campus) respectively, so that participants can tab their CU Link Cards at both locations for counting their trips. Up to end of September, over 10,000 trips were recorded from around 1,250 participants (including over 1,100 students). One of the participants had already walked over 200 trips since the launch of the campaign in March. To extend the campaign further, two more routes have been established (one between Pommerenke Student Centre and Ho Sin-Hang Engineering Building, and the other between Wong Foo Yuan Building and Ho Sin-Hang Engineering Building) and are anticipated to be launched in November More routes will be established to cover a wider area in the campus in the coming years. 16. Healthy Campus, Prosperous Life Luncheon Seminar Series The seminars were jointly organized by UHS and the Training Division of the Personnel Office. CONCLUSION CHPP will continue to monitor the pandemic influenza development and work closely with various units of the University to promote health protection and prevention of disease.
