Interim rule published Feb 2016: Self-certify that biosecurity procedures were in place and followed in order to receive future indemnity. First step of stronger accountability: input requested on developing a system of oversight and verification. 6

7 NPIP Biosecurity Proposal Principle #14 provides for OSA verification of biosecurity plans and activities by NPIP participants, with reports to VS. Failed audits followed by check audit (State/Fed/industry panel) to recommend corrective actions. This could include on site visit if needed, as determined by the panel. This is NOT a blanket, surprise, Federal on-farm auditing system. Next step if adopted: Develop auditing guideline. 7
