Olmsted and Wabasha Counties Joint Powers Board: a separate and distinct public entity to which Olmsted and Wabasha Counties have transferred specific responsibilities and control regarding the management and restoration of Lake Zumbro. The responsibilities and controls are described in the Olmsted-Wabasha Joint Powers Board Agreement last amended on April 14, Lake Zumbro Improvement District: a district whose boundaries and authorities are described in the Order establishing it. The District was established by Olmsted and Wabasha Counties and the Order establishing it was last amended April 14,
