CALL TO ORDER Ms. Frieders called the meeting to order at 5:06 p.m. Members present: Lorraine Beasley, Beckie Frieders, Larry Stefanski and Maribeth Surma. Staff present: Steve Curatti, Terri Olson, Becki Rudolph and Aaron Rybski. II. WELCOME & INTRODUCTIONS Ms. Frieders welcomed everyone III. PUBLIC COMMENT None IV. PLEDGE OF ALLEGIANCE Ms. Frieders lead the Pledge of Allegiance. V. APPROVAL OF MARCH 8, 2017 MINUTES Minutes were reviewed no changes/corrections. A quorum was not present. VI. EXECUTIVE DIRECTOR COMMENTS Mr. Curatti updated the committee on a new initiative on Lead Awareness/Exposure. Lead exposure in water has been in the news but most common exposure is lead paint/lead dust. We will be providing a test kit for homeowners to test for lead dust. Houses built prior to 1978 will be targeted. All four units will be distributing these kits. We will be adding one-page information flyers to the kits on: -Ways to reduce exposure -Safe/proper way to clean lead dust -Resources for further testing/mitigation -Effects of lead poisoning Results will be sent back to homeowner with an information sheet from form KCHD describing the results and what steps the homeowner might take to mitigate. We will only be receiving aggregate information on the tests completed. VII. HEALTHWORKS OF ILLINOIS TERRI OLSON HealthWorks is part of Family Case Management Grant provides medical case management services to children in the foster care system up to the age of five. DuPage County is the lead county for Kendall and sends information to KCHD to follow-up with foster parents Community Health Advisory Board April 12, 2017 Page 1

2 Foster parents are connected to medical care for the children with referrals. The chart is reviewed every three months and may be requested by the courts. Ms. Olson also updated the Board on the new Fluoride Varnishing Program for children ages six months to three years (see attached). VIII. ENVIRONMENTAL HEALTH IPLAN UPDATE AARON RYBSKI Power point presentation (see attached) on the IPLAN priority - Decreasing residents exposure to Lyme Disease. We have a vector control grant for West Nile Virus 20% of the grant can be used for other vector diseases. Surveillance for the deer tick was started in 2016 before the priority was approved. The objective and impact objectives were reviewed. In 2016 presentations were done at Dickson-Murst Farm Days, Natural Resources Tour at Hoover, Kellogg Farm and Safety Camp and at the Oswego Senior Center. All presentations included both West Nile Virus and Lyme Disease. Partnered with Community Health Services to visit area physicians. Environmental Health staff also met with an area vet clinic. Tick drags were done at five sites in 2016 nine deer ticks were collected and tested 33% came back positive for Lyme Disease. A tick drag was done on one of the warm days in February and nine deer ticks were collected, these will be sent in for testing later this year. The program will continue to develop and regular updates will be given to the advisory boards. IX. COMMENTS/ANNOUNCEMENTS None X. 3 Fluoride Varnishing for Children What is Fluoride Varnishing? It is a concentrated form of fluoride that is painted on the tooth surface to strengthen teeth and prevent cavities. Scientific studies have shown that fluoride varnish gives added protection to teeth against decay when used in addition to brushing teeth regularly with fluoride toothpaste. When should a child receive this treatment? All children should receive the fluoride varnish treatment after 4 teeth have erupted, receiving at least 2 applications a year- although 3 applications should be applied yearly, to be most effective in preventing caries. (Approximately every three months). How is it done and how long does it take? The varnish is applied with a small soft brush. The varnish application takes about 3-5 minutes. It also sets quickly so a child may eat and drink after application. There are a few post care instructions. Post care instructions: Varnish sets on contact of saliva. Do not feed hard food (such as chips) or hot food or drinks for 4 hours. It might take varnish off. Do not brush child s teeth tonight, but may start normal tooth brushing tomorrow. Some varnishes can color the teeth a yellow tinge, but will be removed after brushing tomorrow. Do not use any other fluoride supplement (including oral ) on day of treatment. Make sure to schedule next fluoride treatment in 3-6 months) When should a child see the dentist? By the age of 1, unless the child shows signs of decay prior to age 1. Discuss with your Primary Care Provider. When should a child begin brushing teeth? Actually at birth every time an infant feeds the parent should wipe the mouth out with a soft cloth. Once teeth erupt through the gum, a small soft tooth brush can be used. At 6 months you can use a smear of fluoride toothpaste on a soft brush. At 24 months you can increase the fluoride toothpaste to a pea size amount. Just a reminder, children should be assisted and/or supervised while brushing their teeth through 6 years of age to provide direction with proper oral care. Flossing starts when more than 2 teeth touch and should be done by the parent until the child is old enough to complete the flossing process. Are there any risk factors? Children who have allergies or are asthmatic should check with their Primary Care Provider. Children who swallow too much fluoride over long periods of time can develop white spots on their teeth. However, the risk of developing white spots as a result of fluoride varnish is very small. Community Health Advisory Board April 12, 2017 Page 3

4 The proper brushing technique is to: Place your toothbrush at a 45-degree angle to the gums. Gently move the brush back and forth in short (tooth-wide) circular movements. Brush the outer surfaces, the inner surfaces, and then back and forth on the chewing surfaces of the teeth. Health works Division: Health works is a division of the Family Case Management Program here at KCHD. The program is funded through the State of Illinois as part of DCFS. It provides Medical Case management services (Immunizations, PCP visits) to children in the foster care system residing in Kendall County through the age of five. Health works maintains a network of physicians, dentists, and specialty care doctors who provide medical care for these vulnerable children. Each county is assigned to a lead agency. Dupage County Health Department has been our lead agency for the last 3 years. They are the lead agency for Aunt Martha s and Kane County also. Once DCHD receives the child, within 45 days they are required to prepare the history( previous doctor, etc ) and then send the child s information to a case manager from the county of which they will reside in while in foster care.. Kendall County Case manager then steps in connecting with the foster parents to provide referrals and make sure that the care needed is provided. (Doctors, dentists, speech, physical and/or occupational therapy, vision and hearing). The case manager is required to review the chart every three months and update information, requesting information from all care provided. The chart is requested by the court also known as an Administrative court review or ACR. We do not follow anything related to mental health. This is set up by the foster parent and the court system. The child will stay in our care until the age of 5. Once they turn 6, we will close them out of our care and they return to the Lead agency to be followed until their case is defined/released from the court.
