2 Page 2 of 6 Ocean County Mental Health Board Meeting Minutes of January 14, 2013 CALL TO ORDER/ROLL CALL Pastor Peter Hartney called the Mental Health Board meeting to order at 5:00pm. Attendance was taken by roll call and sign in sheet. Introductions were made. COMPLIANCE STATEMENT Having been published in all local newspapers, this meeting was held in compliance with the Open Public Meeting Act. Pat Greeley and seconded by DSG Denis Campbell to approve the Mental Health Board meeting minutes of October 15, 2012, with an amendment to page three (3) in the minutes stating that the S Cope program is in operation in Ocean County. All Board members were in favor of the motion. OLD BUSINESS MENTAL HEALTH BOARD COMMITTEE REPORTS Executive Committee Pastor Peter Hartney Pastor Peter Hartney stated there was no separate Executive Committee report. Pastor Hartney thanked Jamie Busch for filling in for Tracy Maksel tonight and welcomed Terri Battaglio as new support staff for the Mental Health Board. By-Laws Report DSG Denis Campbell No report was given.

3 Page 3 of 6 Nominating/Membership Committee Rev. Patricia Greeley No report was given. Budget and Program Review Committee Dennis Fleishman Dennis Fleishman reported the Team reviewed Calendar Year DMHAS contract renewals in December of A meeting was held with PESS and MHA regarding their contracts. The Team recommended DMHAS renew the CY contracts for both PESS and MHA, and a letter was sent to DMHAS expressing the Team's recommendation. The letter of support is in the Board member packets. Dennis Fleishmann made a motion to ratify the recommendation, Denis Campbell seconded the motion. All Board members were in favor of the motion. The Team Reviewed County Request for Qualifications (RFQs) for FY 2013 County funded mental health services. In October of 2012, three (3) RFQs for County Mental Health Services for CY 2013 were posted on the County Bid Portal. The three RFQs were for 1) A Full Continuum of Care/Services for Residents in Northern Ocean County, and 2) A Full Continuum of Care/Services for Residents in Southern Ocean County, and 3) For the Provision of Psychiatric Emergency Screening and Crisis Intervention Services for Residents in Ocean County with Acute and Chronic Mental Illness. Three (3) responses were received on November 15, 2012 in the County Administrator s Office as required by the RFQ: 1) Preferred Behavioral Health of NJ for the Full Continuum of Care/Services for Residents in Northern Ocean County, and 2) Ocean Mental Health Services for the Full Continuum of Care/Services for Residents in Southern Ocean County, and 3) Kimball Medical Center s Psychiatric Emergency Screening Center for the Psychiatric Emergency Screening and Crisis Intervention Services for Residents in Ocean County with Acute and Chronic Mental Illness, and The County Mental Health Board s RFQ Review Team evaluated all three (3) RFQs on December 3, All three respondents have met the criteria set forth by the respective RFQs, including credentialing and licensing standards. Therefore, the Team s recommendation is to accept the following three (3) RFQ responses: 1) Preferred Behavioral Health of NJ for the Full Continuum of Care/Services for Residents in Northern Ocean County, and; 2) Ocean Mental Health Services for the Full Continuum of Care/Services for Residents in Southern Ocean County, and; 3) Kimball Medical Center s Psychiatric Emergency Screening Center for the Psychiatric Emergency Screening and Crisis Intervention Services for Residents in Ocean County with Acute and Chronic Mental Illness. Furthermore, the Team proposes that the recommended providers (listed below) receive funding for services outlined in the RFQ to which they responded. The details of the recommendations for each RFQ are as follows; RFQ 1: Continuum of Mental Health Care/ Services for Residents of Northern Ocean County, RFQ 2: Continuum of Mental Health Care/ Services for Residents of Southern Ocean County, RFQ 3: Psychiatric Emergency Screening and Crisis Intervention Services for Residents in OC with Acute and Chronic Mental Illness. Dennis Fleishmann made a motion to ratify the recommendation; Rev. Pat Greeley seconded the motion. All Board members were in favor of the motion.

4 Page 4 of 6 The Team reviewed and endorsed for funding one (1) RFP Response for CEPP Enhanced Supportive Housing submitted by Triple C Housing. Dennis Fleishmann made a motion to ratify the recommendation of the RFP, Loretta DiTocco seconded the motion. All Board members were in favor of the motion. Professional Advocacy Committee Jamie Busch Jamie Busch reported the Ocean County Mental Health Plan Update 2012 is completed and copies are in the packets and up for consideration. Page 7 & 8 have the conclusions with the identified priorities of the Plan. The PAC has approved the Updated Plan. Denis Campbell moves to approve the Plan as presented, Dennis Fleishmann seconded the motion. All Board members were in favor. Emergency Response Committee Rev. Patricia Greeley Rev. Pat Greeley reported that since October through November 24th over 1300 hours have been put in. Hope and Healing started on that date. At OEM requests, township shelters were set up. Counseling and outreach were made available. Efforts are ongoing and long term. On February 2, 2013, a training process will begin for clergy with an overview as well as expectations and psychological first aid. ERC is working with the LTRC to put the training into effect. Justice Involved Services Task Force Michael Roche Michael Roche reported the next JIST meeting is scheduled for January 30, 2013 at 2:00PM here. Michael Blatt will chair the meeting. The jail visit that took place October 24, 2012 was very impressive with the facility upgrades particularly for those with serious mental illness and/or substance abuse. Michael Blatt added that the program has been going very well and by request of the Criminal Division of Superior Court and their supervisors an in-service will take place this Wednesday to speak of the collaboration of mental health and law enforcement, people on probation and the courts. Systems Review Committee Joseph Cuffari Joe Cuffari spoke on the CR Workgroup Pilot. The group met last week regarding the conditional release process whereas individuals released with conditions for 90 days if broken are subject to evaluations and possible re hospitalization. The pilot would standardize the practice. Cases had been assigned to one judge, but when that judge was reassigned, other judges were not aware of the process. An on-call judge will be used in the interim until the pilot is in place. COMMUNITY REPORTS AND UPDAES NJ Division of Mental Health & Addiction Services Josephine Moreland The process of reviewing RFPs for supportive Housing continues. There is potentially over 200 beds available. All have been received and are currently in the process of being scored. Final awards will be final by February 14, There are currently two RFPs out on the website. The NJ based Suicide Hotline, applications are due by January 18, 2013, notifications will be out by January 22 nd.

5 Page 5 of 6 The Operator Crisis Respite Program which is three programs, each with five beds. There will be a mandatory Bidders Conference on January 17 th from 1-3pm, additional information is on the website. RFPs are due February 15 th with notifications no later than March 22 nd. CIACC System of Care Jamie Busch Jamie Busch reported the RFP for Unified Care Management Organization for Ocean County has been awarded to Ocean Partnership for Children. Jim Cooney noted that the transition will take place February 28 th into March 1 st. OPC is currently working with OMHS towards a seamless transition. Jamie distributed the OC CIACC Membership Roster and the fiscal year Work Plan for consideration by the MHB. Alex Seidler will replace Judy Rogers as Director of Children s Services for OMHS. Denis Campbell made a motion to accept the Membership Roster and the 2013 Work Plan, Jeannie Greene seconded the motion. All Board members were in favor of the motion. Legislative Advocacy Committee Michael Roche Michael Roche reported the LAC will meet on January 28, 2013, 8:30am here. Legislative visits will continue since the interruption resulting from Sandy. LACADA Committee Kimberly Reilly No report given. NEW BUSINESS No new business was reported. ANNOUNCEMENTS Jim Cooney announced the Path to Renewal Program funded in part by a grant from the Robin Hood Foundation. The grant is for therapy and psycho education through Ocean Mental Health Services for individuals and groups impacted by Superstorm Sandy. OMHS is working with NJ Hope and Healing to facilitate a single point of access to both programs through the NJ Disaster Mental Health Help Line. OMHS has Save the Children training through a DCF-led Child Task Force. Four agencies in the state received facilitator training on stress relief protocol that can be provided to schools, DCP&P staff, etc. Twelve teams of two people will be available from the four agencies statewide. Bill Sette informed the Board that PBH has a pending application with the Robin Hood Foundation. Rev. Pat Greeley and Pastor Hartney announced their churches are the recipients of grants through the Robin Hood Foundation and Jersey Shore United to enhance Food Pantry services. ADJOURNMENT
