2 Mr Paul Jacobs. My career in education began as a secondary science physics teacher. Since then, I have held senior management positions in three very different secondary schools in the South West over an eleven year period. More recently, I have had experience of senior LA education leadership roles over thirteen years in two West of England Local Authorities. During this time, I have also served as an additional Inspector for Ofsted. My current role is Service Director for Education & Skills at Bristol City Council. The remit includes Early Years, Primary, Secondary, Post-16, Special Educational Needs, Adult Employment, Learning & skills and our traded services for schools. This role sits within the People Directorate which includes children and adult social care and housing services. Dr Ioan Rees BSc. PGCE. MEd. MSc. PhD. AFBPs. Ioan is available to work with your team or service to help transform outcomes and engage staff in rigorous and innovative continuous improvement. Having worked as an Educational Psychologist, Ioan has built a successful, award-winning company that delivers solutions to the education sector. Presentation - 'Building an outstanding Education Psychology Service' Creating a High-Performance Culture of Continuous Improvement and Innovation What is the culture of your team or service? What is it like to work there? Peter Drucker the leadership guru once famously said that culture eats strategy for breakfast meaning, that if you do not attend to the quality and condition of the culture within your service then, all of your best-laid plans are at risk. We also know that to build and sustain a great culture within a service requires you to make part-of your strategy, and not to leave it to chance this is why we talk about intentional culture design. This presentation shares thinking and practice about having a service culture that reflects 21 st Century design principles, including how to: 1. Build a culture that is underpinned by high-performance, expectation, trust and innovation 2. Strengthen and distribute your leadership - giving colleagues non-traditional opportunity to innovate and improve systems and practice 3. Embed continuous improvement, solutions, and lean systems as default thinking 4. Ensure a transparent and universal standard that drives consistent, high quality service The overall aim of the presentation is to support and challenge leaders in building a service that is both values-driven and commercially prepared/successful.

Dr André Imich, SEN and Disability Professional Adviser, Department for Education in England. André is a qualified teacher and educational psychologist who has held a number of practitioner and leadership roles in local authorities, and was Principal Educational Psychologist in Essex between 1996 and He then became a member of the National SEN Adviser team, providing support and challenge to local authorities in implementing the government s strategy for special educational needs. He recently worked as an adviser to the Lamb Inquiry into parental confidence. In April 2010, André joined the DfE in the role of SEN and Disability Professional Adviser, and has worked on a range of policy developments, currently being engaged on the Children and Families Bill. Mr Laurence Hime, Principal Educational Psychologist and Head of Inclusion at London Borough of Bromley has also represented the Association of London PEPs on the NAPEP Executive Committee. Dr Jane Gould. Following a first degree Psychology at Liverpool University and PGCE at Edge Hill College Jane taught in the Special Needs Department and was Head of Year in a secondary school in North Yorkshire. Jane trained as an EP at Sheffield University, worked as an EP in York and Bradford before moving to East Riding in Jane began her doctorate at Newcastle University while working in Bradford completing it while working in East Riding. As Service Manager and PEP Jane manages the EP team and a number of other teams: Autism Support, Behaviour Support, Children's Disability Team and the SEN Team. In addition Jane is SEND Lead and led the implementation of the SEND Reforms.

4 National Association Principal Educational Psychologists Chairs Report has been memorable year in which we have welcomed new PEPs or Lead PEPs and said goodbye to retiring colleagues. It has also been an eventful year in bringing the role of NAPEP to the fore. We started the new NAPEP year well with the joint publication of guidance when writing EHCP advice. The process of joint authorship has strengthened the working links with DECP and AEP which will lead to more jointly produced documents. We are also developing our working relationship with CORE (Centre of Research and Excellence) alongside the DECP. We have extended the support of NAPEP to new and aspiring PEPs through the pilot of a course, delivered by Julia and Mo to staff in Yorkshire and Humberside. This compliments the course being offered at University College London by Roger and Phil but enables PEPs across the country to benefit from similar opportunities. We have moved forward in strengthening the role of the Regional reps. It is very important that we have strong pathways of dialogue between the national executive and all PEPs. I have been grateful for the two-way flow of information, particularly when attending Joint Professional Liaison Group meetings with AEP, DECP and programme directors. Over the last year we have been looking at how we can develop the use of the website to include frequently asked questions, increase the document library/ useful links and share good practice guidance. There will be more developments in this area in After our successful conference last year, and at the point of putting the finishing touches to our workforce survey report, we were unexpectedly called to a forum to discuss the future of training for clinical and educational psychologists. I was thankful for my briefing from Ann and Hilary who had been working on this topic prior to attending the forum. I was also grateful for conference feedback and our workforce survey which provided the qualitative and quantitative information required to change the understanding of the Department for Education and also the National College of Teaching Leadership about the crisis levels of our workforce and the challenges we face to service delivery from restructures, academisation and a mixed market of local authority and private EP practice. The resulting report, published in March, is I feel,

5 fair and reflective. I feel we have been listened to but that there is now a great deal to work towards. One of the challenges will be the development of the Assistant EP role, favoured by clinical colleagues and already in place in our own services. I feel that our profession will benefit from the proposed changes but I am conscious that our clinical colleagues at the forum in September 2015 had very little understanding of what an Educational Psychologist did. Please make links with your clinical colleagues and be proactive in developing joint links and methods of working together. There are no timeframes attached to the document but there is a commitment for the Department of Health and College of Teaching & Leadership to take them forward. The consultation processes for working with NAPEP, BPS (DECP) and AEP are established. I hope to be able to contribute to further discussions on our behalf. I have now completed my term of office as Chair of NAPEP and from today will become Past Chair. I would like to thank everyone for their support in making the role manageable and in having a joint vision in taking NAPEP forward. In particular I would like to thank Mo for his advice, reflection and reminders! I am pleased to hand over to Malcolm and know that NAPEP will move forward as an organisation. 6 National Association of Principal Educational Psychologists Secretary s Report 2016 I have very much enjoyed my role of supporting the NAPEP Executive Committee as Secretary over the last twelve months. Executive Committee Meetings The Committee has met in London on 5 occasions since the last NAPEP conference on the 8 th May in London last year. The dates of these meetings were 12 th June, 2 nd October and 4 th December 2015, and the 5 th February, and 11 th March Attendance has been very good with a number of changes in membership, and the English and Welsh regions have been consistently represented. There have been some further changes to the Committee. Laurence Hime is retiring as PEP in Bromley and Fiona Law in Wakefield. New members have included Carol Watterson, PEP in Darlington, Charles Savage, PEP Nottinghamshire, Andi Henderson, Lead EP in North Yorkshire and Carolyn Lamb, PEP in Gateshead. There have been many changes to those who are holding PEP posts over the last year and we are trying to ensure that our contact list is continually updated. We are grateful for information on changes whenever these are provided. We have continued to provide information for our colleagues in Northern Ireland and Scotland via the NAPEP website and NAPEP-L, although we appreciate it is not practical for representatives to attend. NAPEP-L We have continued to use Groupspaces as a provider for NAPEP-L and this has generally proved to be effective and good value for money. The list of participants is continually being updated and we are grateful for information about changes that are needed on a regular basis. We had a thorough review of the mailing list at the last executive committee meeting in order to ensure that it is kept up to date. Each month, retired PEPs are removed from the list, and new PEPs are given access to what we hope represents a valuable source of support and information. Please let me know if you would like to be added simply by ing me a request at nigel.pattinson@flintshire.gov.uk. You should then receive an automatic to say that you have been added to the mailing list. NAPEP-L currently has 196 members, covering the English, Welsh, Scottish and Northern Ireland Authorities. There has been an increase in turnover since last year.

7 There have been a growing number of messages and conversations over the last 12 months, and these have included: Practice Placement Partnership Framework Expert witnesses at tribunals Psychological advice guidance Innovative EP practice UCL leading edge study day EPs and Youth Offending Services Academisation of schools in England The Workforce survey Local Area Inspection arrangements Dynamic Assessment Training Developing Effective Leadership course DECP conference January 2016 The Executive Committee continues its discussion of how we can develop NAPEP-L so that we can communicate effectively about important issues. Let me know of any suggestions for further development of this resource. The PEP role is one which requires a wide range of means of support and communication, and NAPEP-L will continue to be an important source of information for leaders of EP services. The NAPEP website The website has continued to provide an open resource for all those within and outside the profession who are interested in a wide range of topics. It provides a wide range of information, including: The committee and its members and contact details; Its activities and Action Plan; Links to a number of other useful websites; Access to a range of documents, including information from previous conferences, the NAPEP parents survey, the network of crisis support teams, pathfinder projects, practice placement partnership framework and the workforce survey research report. I have very much enjoyed working with the Executive Committee over a number of years now, and I am sure we can continue to further develop the support and communication which has been established by NAPEP for the benefit of our profession in the support of our colleagues. 8 National Association of Principal Educational Psychologists Treasurer s Report 2016 The conference in 2015 was well attended and although more expensive to host than previous years because of the London venue it generated a profit. As a result the funds held by NAPEP have continued to grow. In 2015 NAPEP took on responsibility and cost for the workforce survey. This work was commissioned from Achieving for Children. As outlined last year the committee do not claim expenses to attend Executive meetings, generally use no cost venues in London and the administrative costs are minimal as officers use their own time and resources. The Executive have discussed the future use of funds which are more than required to cover the risk of an unsuccessful conference in the future. Over the next year the administrative functions associated in planning the conference and collecting payments will be commissioned to relieve the burden on the treasurer or their employing organisation. To reiterate an administrative issue raised in previous financial reports whereby some organisations have not updated their payee details and course payment notifications have gone to the LA of a past treasurer. Once a new system for collecting payments has been determined it would help if members ensured their admin teams carefully follow instructions on the booking forms in future years to ensure payments are directed appropriately.
