4 A message from the chair As the NHS goes through its biggest structural reform, now more than ever there is a need for a strong, representative voice. Mental health service providers are facing a challenging year as we get to grips with the new system, prepare for the arrival of choice and the introduction of Payment by Results. The Mental Health Network is the voice of services. We continue to be the only national body speaking for the whole of the NHS, representing providers from statutory, independent and third sectors. This breadth of membership ensures we have real influence at a national level. In the past year the Mental Health Network has worked to give mental health a prominent position in the NHS Mandate, develop the implementation framework for No Health Without Mental Health, supported services to focus on recovery, as well as supporting the development of liaison and diversion services across England. This year the network will continue to work hard on behalf of members, building on our successes. We will continue to forge new relationships with key players in the new system, develop our work around mental health and community services and lead the debate around e-mental health. In our new chief executive, Stephen Dalton, members have someone who will challenge and speak truth on their behalf as we seek to build a healthcare system that truly meets the needs of the 21st Century. 5 A message from the chief executive Joining the Mental Health Network as chief executive in January 2013, it has been a privilege to represent members, and I want to thank my team, the wider NHS Confederation and especially members for the very warm welcome I have received. I arrived at an incredibly busy and somewhat turbulent time for the NHS and I have been working hard, on members behalf, to establish the Mental Health Network as the go to place for leadership in the emerging new system. The contribution of member organisations and their leaders has been key to this. Your continued support is vital to our collective credibility. Much has been said in the last year about the departure of many leaders and the loss of organisational memory. This can apply to membership of the Mental Health Network too, so I make no apologies for reminding members, old and new, that the network exists because providers of NHS-funded mental health services created it. Your network is now clearly embedded in the system leadership with politicians, policymakers and regulators. To take best advantage of this we need to maintain an active and involved membership and I am grateful for the time given up, particularly by busy leaders, to support the work of the Mental Health Network. I know how incredibly rewarding but how tough it can be on the front line of service delivery. The ambition of the Mental Health Network is to add value to your endeavour and to always reflect the authentic voice of service providers. Working with you, in the best interests of service users and patients, is how we intend to operate. Together, we have a real opportunity to shape the future of mental health policy and provision. 6 About us The Mental Health Network (MHN) is the voice for mental health and learning disability service providers to the NHS in England. The MHN represents providers from across the statutory, independent and third sectors. We work with Government, the NHS, regulators, parliamentarians, opinion formers and the media to promote the views and interests of our members and influence policy on their behalf. We help shape and challenge national policy and legislation affecting our members. We make sense of the broader political and policy environment, and provide members with up-todate news and analysis. We also work to identify and spread good practice and innovation in the mental health sector. Becoming a member Membership of the MHN is open to any provider of NHS-funded mental health services. We are the only national body which brings together mental health organisations from across the statutory, private and charitable sectors. The breadth of the MHN s membership ensures we have a strong voice in the development of national policy. Our work is driven by the priorities of our members and we continually involve our members in developing and shaping our work programme. Joining the MHN provides members with access to regular policy briefings, reports and news bulletins. We also run a popular events programme throughout the year, providing members with opportunities to hear from senior figures in healthcare and network with peers. Member benefits We keep our members up to date with the latest news, views and developments in mental health through a range of products and services, including: ten policy briefings per year keeping members up to date with key and emerging policy leading-edge reports focusing on key areas of the complex policy agenda monthly In Touch e-newsletter with information, hot topics and opportunities to get involved fortnightly member update informing members of the MHN s activities representing them full access to the MHN website where members can download information and documents on current hot topics in mental health and book onto member-only events. The MHN runs a full programme of meetings and events for members throughout the year, providing important opportunities to hear from key players in the system and network with peers: four general meetings a year an annual MHN conference sessions for MHN members at the NHS Confederation annual conference and exhibition four independent sector forums other opportunities to engage directly with senior figures and influencers throughout the year. 7 Our successes in 2012/13 Below, we look back at some of the highlights from our work programme over the last 12 months. Mental health and the NHS Mandate We worked closely with colleagues in government as the first Secretary of State s Mandate to NHS England was developed. The Mandate put mental health in a prominent position and included a number of areas for improvement, including access to NICE approved treatments and improving employment outcomes. Implementing No Health Without Mental Health In July 2012, the Deputy Prime Minister launched the implementation framework for No Health Without Mental Health. We worked with Mind, Rethink Mental Illness, Turning Point, the Centre for Mental Health and the Department of Health to develop the framework, and we secured endorsements from both Public Health England and NHS England. Supporting recovery With the Centre for Mental Health, in February 2013 we launched the second phase of the Implementing Recovery through Organisational Change (ImROC) programme. The first phase involved work with 29 sites to refocus services around recovery principles. Over the past two years, the team delivered 36 workshops to over 1,000 delegates. We also published a series of briefings, plus held a number of webinars and events. Liaison and diversion In May 2012, the Offender Health Collaborative, of which the MHN is a member, won a government bid to manage the National Liaison and Diversion Development Network (NLDDN) programme. The NLDDN supports the work of liaison and diversion sites across England to improve health outcomes and reduce reoffending. Over the past year, we held a series of events and supported local development work. Briefings and reports The past 12 months saw the MHN publish 17 briefings and reports on a broad range of issues, including: E-mental health: what s all the fuss about? A primary care approach to mental health and wellbeing: case study report on Sandwell Equally accessible? Making mental health services more accessible for learning disabled or autistic people, produced in association with the Department of Health and the National Development Team for Inclusion Liaison psychiatry the way ahead, produced in association with the SHA mental health leads and the Centre for Mental Health A review of the provider market for mental health services, produced in association with the Department of Health and Mental Health Strategies Mental health and the market, produced in association with the Department of Health and Mental Health Strategies Mental Health Network Annual Review 2011/12 No Health Without Mental Health: implementation framework Supporting recovery in mental health, produced in association with the Centre for Mental Health Mental Health Network in 2013/14 5
8 Mental health and homelessness: planning and delivering mental health services for homeless people, produced in association with St Mungo s Investing in emotional and psychological wellbeing for patients with long-term conditions: A guide to service design and productivity improvement for commissioners, clinicians and managers in primary care, secondary care and mental health Long-term health gains: Investing in emotional and psychological wellbeing for patients with long-term conditions and medically unexplained symptoms Race equality in mental health, produced in association with the Afiya Trust Recovery colleges, an ImROC briefing produced in association with the Centre for Mental Health Recovery, personalisation and personal budgets, an ImROC briefing produced in association with the Centre for Mental Health Recovery, public mental health and wellbeing, an ImROC briefing produced in association with the Centre for Mental Health Self-assessment: driving a continuous cycle of improvement, an NLDDN briefing published in association with the Offender Health Collaborative and the Department of Health. Events programme We continued our busy events programme in 2012/13. At our annual Mental Health Network conference over 100 mental health leaders heard from high-profile speakers including Norman Lamb MP and Dr Denny Morrison of Netsmart Technologies. We held four general meetings throughout the year, and a series of sessions at the NHS Confederation annual conference and exhibition. The ImROC programme held a series of webinars and events, including a conference on the role of peer workers. With partners from the Offender Health Collaborative, we held the first conference of the National Liaison and Diversion Development Network. We also held an active programme of meetings and events with ministers, parliamentarians and opinion formers at each of the 2012 party conferences. 6 Mental Health Network in 2013/14
9 Our ambitions for 2013/14 This year will undoubtedly be a challenging one for the NHS. As new structures are established, and financial pressures continue, the Mental Health Network will be working hard to ensure our members voice is heard. Forging new relationships We will continue to forge close working relationships with new organisations, including NHS England, Public Health England and Health Education England. We pledge to work with NHS England on how best to deliver the mental health priorities set out in the NHS Mandate. Choice and Payment by Results We will continue to work with the Department of Health and NHS England to work through how choice of provider, to be introduced from April 2014, should be implemented. We will also continue to work with colleagues on the development of Payment by Results for mental health services. Care Quality Commission We will work alongside the CQC to influence the new regulatory regime and respond to CQC s strategy commitment for greater collaboration with service providers. E-mental health Following on from the publication of our recent discussion paper, we will report on how technology is currently being used in mental health services, in addition to what lessons can be learned from abroad. We will continue to discuss with NHS England and others how spreading good practice in e-mental health can best be supported. Supporting recovery We will continue to work with our partners at the Centre for Mental Health on the second phase of the Implementing Recovery through Organisational Change (ImROC) programme. The ImROC programme works with mental health services and their partners to refocus their services around the principles of recovery. More information can be found at Mental health and community services In recent years, many MHN members have become significant providers of out-ofhospital services. In 2013/14 we will develop a programme of work to support this group of members, and examine what opportunities exist to realise efficiencies and improve outcomes. Working with political parties 2013/14 will be a critical year for the development of manifestos for the next general election. We will continue to work closely with parliamentarians from all three main political parties as they begin this process. Mental Health Network in 2013/14 7
