7 MHRSB Oversight: What is the Mental Health and Recovery Services Board? O.R.C Board of alcohol, drug addicion, and mental health services - powers and duies Serve as the community mental health planning agency for the county or coun=es under its jurisdic=on, and in so doing it shall: (a) Evaluate the need for facili=es and community mental health services; (b) In coopera=on with other local and regional planning and funding bodies and with relevant ethnic organiza=ons, assess the community mental health needs, set priori=es, and develop plans for the opera=on of facili=es and community mental health services Serve uninsured, Medicaid, Medicare, and underinsured

8 MHRSB Overview Provides funding and oversight to 12 behavioral health provider organiza=ons to serve the preven=on, interven=on, treatment and recovery support needs of children and adults throughout Stark County 18 Member Board of Directors makes yearly alloca=on decisions amidst rapidly changing state funding and priori=es Local Levy funding Ac=vely seeks and obtains addi=onal sources of funding (grant writer on staff) to meet local needs Embraces collabora=ve efforts to leverage and maximize funding and outcomes (local and regional)

9 System of Care History/ Background Stark County- Ohio Department of Mental Health was awarded a SAMHSA System of Care Grant in the 1990 s. Stark County was 1 of 2 coun=es chosen to par=cipate. Stark County System of Care planning expansion grant 2014 Purpose: To develop a comprehensive strategic plan for improving, expanding and sustaining services provided through a system of care (SOC) approach for children and youth with serious emo=onal disturbances and their families.

11 SAMHSA System of Care Grant Mental Health and Recovery Services Board was awarded by - The Substance Abuse and Mental Health Services Administra<on (SAMHSA), Center for Mental Health Services Planning Grant for Expansion of the Comprehensive Community Mental Health Services for Children and their Families

12 System of Care Defini=on: System of Care is: A spectrum of effec=ve, community- based services and supports for children and youth with or at- risk for mental health or other challenges and their families, that is organized into a coordinated network, builds meaningful partnerships with families and youth, and addresses their cultural and linguisic needs, in order to help them to funcion bejer at home, in school, in the community, and throughout life.
