CALL TO ORDER The Board of Directors Meeting was called to order by President Steve Thoroughman at 1901 hours. CITIZEN INPUT: AGENDA ITEMS CONSENT AGENDA A motion to approve the minutes from the April 2017 Board of Directors meeting was made by Director Laura Green. The motion was seconded by Vise President Buner Ellis III and FINANCIAL REPORT (CFO Fawcett) Financials: CFO Fawcett reported on the following: o State Pool Interest increased to 1.30% o Local Investment Pool shows a total of $1,560, o Current Deposits & Earnings shows a total of $501, o Current Expenses show a total of ($297,092.22) o Total available to the District is $2,051, o Current Year Taxes shows 99.94% received in FY17 o Prior Year Taxes shows 72.21% received in FY17. o URD Fund shows a total of $ o Ambulance Service has received 90.16% of expected revenue. o Fees Income shows a total of $5, for FY17. Payroll: CFO Fawcett reported the payroll costs for the month of March as follows: o April 15, 2017 = $150, o April 30, 2017 = $102,721.48

2 CORRESPONDANCE (FC Davis) Canby Fire s meeting room was used by the Axia Team who sent a thank you letter to us shortly after. Chief Davis appreciates the team and was glad we had space available for them to use effectively. On March 13 th Canby Fire responded to a cardiac arrest call on a female. The grandparents to the female, who unfortunately passed away, sent Canby a letter of appreciation months after this situation had taken place. The letter was kind and appreciative as they thanked our crews for their hard work and compassion at the scene that day. They felt comforted in a time of shock and despair all because our crews do fantastic work and care for our community. Phillips Soil Products has yet again donated bark to both Canby Stations. A huge thank you goes out to them for the generous donation they made. Our grounds look fresh with the new bark spread around by our Volunteers and Crews. Thank you to both groups! At the latest Chiefs Conference, Division Chief Todd Gary and Volunteer Monty Graham received the Medal of Valor. Congratulations to both men for their efforts. LIAISON REPORT The proposed FY18 budget was passed. Chief Jim Davis thanked the City for their donation to the Fireworks Display and will be thanking the Police Department for their help with the call involving the truck driver and two teenagers. CHIEF S REPORT 2017 Fireworks Display: The fundraising efforts have begun by the Fireworks Committee. The Canby Herald has multiple ads and announcements in the paper for the Fireworks Display and donation opportunities. Donation canisters that look like firecrackers have been made and will be placed around town at local businesses very soon. Canby Volunteers will also be going door-to-door asking for donations and handing out informational flyers. The Canby Board Members are invited to sit in the VIP area of the Fireworks Display this year and are encouraged to ask friends and family members to help donate and join the show. Chief Davis anticipates a large crowd this year due to the display being on a week day, so hopefully not as many community members will be leaving town for vacation. Chief s Conference: The Chief s Conference went very well with the Medal of Valor recipients and also with the GEMT update. There is an anticipated start date of December Hiring Process: The Civil Service Commission along with Canby and Molalla Fire Districts opened up a FF/EMT and FF/Paramedic Process. Approximately 60 applicants were received through NTN and then 30 of the 60 who applied were selected to move forward in the process based on their application, testing scores, and qualifications. Out of those 30 applicants, 24 are FF/EMT and six are FF/Paramedic of which a few are Canby Volunteers. We are still hoping to get applicants that are bilingual, but it is not a requirement so a count cannot be made at this time regarding how many bilingual applicants we have in the process. Chief Davis complimented Chief Dale and AA Bursell for taking the time to go through all of the applications and send out letters.

3 Relay for Life: The Relay for Life will be held at Wait Park in Canby on June 24 th from 6pm-10pm. Chief Austen is heavily involved in the event and Chief Davis and multiple other crew members will be there. Come support the American Cancer Association and walk with the community. Tour of Honor: The Tour of Honor is a motorcycle ride with many people participating from all over the US. The tour takes riders through a variety of states that have a memorial site. Canby Fire District was chosen as one of the sites on the tour in Oregon for Expect many motorcyclists to stop by and take a picture of our 9/11 memorial site with their bike between April 1 st and October 31 st. Update: Joint Board Meeting: President Steve Thoroughman and Director Dawn Depner will be the Canby Board Member Representatives at the next Joint Board Meeting scheduled June 27 th at 1900 hours. The discussion will mainly consist of the joint projects that can be accomplished by the districts various ways we can collaborate on issues while staying separate entities. EMT Updates: Three Canby Volunteers received their EMT certifications. Those Volunteers are Wyatt Brawner, Thomas Aamodt, and Bo Ramos. Congratulations to them for their hard work. Wyatt Brawner and Bo Ramos were both recently named Lieutenants at Chemeketa Community College. Our student Brant Lapp is up for a job in Lebanon as well. Congratulations on all of the accomplishments made by our Students and Volunteers. Medal of Valor: Another congratulation goes out to Division Chief Todd Gary and Volunteer Monty Graham for their Medal of Valor award. Training House Burn: Chief Fuge was recognized for his work on the training house burn. The weather conditions were definitely not ideal, but everyone did a fantastic job. Multiple agencies participated, including Canby Volunteers and the Canby Rehab Team. Busy Week: Over the last week our crews have been very busy with calls. Over 20 calls were run in one day with two of those calls being cardiac arrests, in addition to a traffic accident later in the week. Our crews did such an amazing job handling everything and our response and transport times were great. Chief Davis is very proud of everyone s hard work. OLD BUSINESS NEW BUSINESS Resolution : Tran Authorization: A motion to approve a Resolution Authorizing the Issuance of a Tax and Revenue Anticipation Note, Series 2017, and for the Fire Chief to execute said Resolution with Columbia Bank was made

4 by Vice President Buner Ellis III. The motion was seconded by Director Laura Green and Resolution : Worker s Compensation Coverage: A motion to approve a Resolution Extending Canby Fire District Worker s Compensation Coverage to Volunteer Members, Series 2017, was made by Director Laura Green. The motion was seconded by Vice President Buner Ellis III and Board Policy #10, 1 st Reading: A motion to approve the first reading of Board Policy Section 10 was made by Vice President Buner Ellis III. The motion was seconded by Director Jim Mickelsen and ADJOURN TO EXECUTIVE SESSION A motion to adjourn regular session and go into executive session per ORS (2)(h) was made by Director Laura Green. The motion was seconded by Director Jim Mickelsen and Adjourn from Regular Session and convene Executive Session at 1940 hours. ADJOURN FROM EXECUTIVE SESSION A motion to adjourn from Executive Session and reconvene Regular Session was made by Director Laura Green. The motion was seconded by Director Jim Mickelsen and Adjourn from Executive Session and reconvene Regular Session at 2021 hours. NEW BUSINESS (Continued from Regular Session) Request to make IT Improvements: In order to make the necessary and ultimately, more cost-effective improvement to I.T., Canby Fire District will need to go over budget in this FY in regard to the IT line item. Management wanted to ensure that the Board of Directors were aware of this situation prior to being presented with the FY17 Supplemental Budget at next month s meeting. CITIZEN INPUT: NON-AGENDA ITEMS GOOD OF THE ORDER CFD Station potential on the North Side of Canby: Director Laura Green asked where Canby Fire is at in regard to a collaborative effort with the CPD and running an ambulance on the other side of the railroad tracks. Discussion was had and a recap was given of the recent vehicle / pedestrian accident that occurred while a train impeded the CFD crews trying to cross the tracks. A motion was made by Director Laura Green for the CFD Management to research alternatives and options for a response on the opposite side of the railroad tracks, per our CFD Strategic Plan. The motion was seconded by Vice President Buner Ellis III and

NEXT REGULAR BOARD MEETING: Date: Wednesday, June 28, 2017 Time: 1900 hours (7pm) Location: CFD Station 62 Meeting Room ADJOURNMENT A motion to adjourn from the Regular Board of Directors meeting was made by Director Jim Mickelsen.
