Motion No. E Moved by: Councillor Andrea Roberts Seconded by: Warden Murray Fearrey Be it resolved that nominations for Chair of the Haliburton County Council Emergency Services Committee be closed. 3 Appointment of Committee Vice-Chair The CAO/County Clerk asked for nominations from the floor for Committee Vice-Chair. Motion No. E Moved by: Warden Murray Fearrey Seconded by: Councillor Andrea Roberts Be it resolved that Councillor Carol Moffatt be appointed as Vice-Chair of the Haliburton County Council Emergency Services Committee for With no further nominations being received, a motion was presented to close nominations for Emergency Services Committee Vice-Chair. ADOPTION OF AGENDA Councillor Murdoch proceeded with chairing the balance of the Committee meeting. DISCLOSURE OF PECUNIARY INTEREST The Committee members did not disclose any pecuniary interest. ADOPTION OF MINUTES FROM PREVIOUS MEETING Draft Minutes of the October 8, 2014 meeting The draft minutes of the October 8, 2014 meeting of the Haliburton County Council Emergency Services Committee were circulated to the members for approval. DEPARTMENT UPDATES AND RECOMMENDATIONS No updates ITEMS OF BUSINESS Draft 2015 Emergency Services Budget The Emergency Services Committee received a report on the draft 2015 Emergency Services Budget. With respect to the Exemplary Award, the Committee agreed to budget only for the dress uniform. Box Newcastle Street Minden, Ontario K0M 2K phone fax Warden: Murray Fearrey Craig Jones, Director Department of Emergency Services To: From: Re: Chair and Members of Haliburton County Council Emergency Services Committee Craig Jones, Director, Department of Emergency Services Haliburton County EMS 2014 Response Time Results Date: March 11, 2015 Recommendation: That Haliburton County Council Emergency Services Committee receives for information the March 11, 2015 staff report on the 2014 Response Time Standard Results Background: Regulation 257 of the Ambulance Act was amended in The revised Regulation now requires the UTM to set local ambulance response time standards. Prior to this Regulation change ambulance response time standards were set by the Province using the actual response time in The County is required to set, adhere and publicly report annually the ambulance response time standards for the County. The Response Time Plan provisions require the to: 1. Establish a Response Time Plan for the following calendar year, no later than October 31 each year; 2. Ensure the plan is continuously maintained, enforced and evaluated and where necessary, provide updates in whole or in part; 3. Provide a copy of the Response Time Plan to the Ministry of Health no later than October 31, of each year and a copy of any plan, updated in whole or in part, no later than one month after the plan has been updated; 4. No later than March 31 in each year after 2013, report the results of the previous year s response times against the Response Time Plan provided to the Ministry of Health. The is required to report on the percentage of: 1. The percentage of times that a person equipped to provide any type of defibrillation has arrived on-scene to provide defibrillation to sudden cardiac arrest patients within six minutes of the time notice is received. 2. The percentage of times that an ambulance crew has arrived on-scene to provide ambulance services to sudden cardiac arrest patients or other patients Page 5 of 9
6 categorized as CTAS 1 within eight minutes of the time notice is received respecting such services. 3. The percentage of times that an ambulance crew has arrived on-scene to provide ambulance services to patients categorized as CTAS 2, 3, 4 and 5 within the response time targets set by the upper-tier municipality or delivery agent under its plan established under subsection (2). O. Reg. 267/08, s. 1 (2); O. Reg. 368/10, s. 1 (2). IT SHOULD ALSO BE KNOWN THAT THE FOLLOWING STATISTICAL DATA WAS TAKEN FROM THE ONTARIO MINISTRY OF HEALTH AND LONG-TERM CARE AMBULANCE DISPATCH REPORTING SYSTEM (ADRS). THIS REPORT WAS OBTAINED ON FEBRUARY 18, 2015 USING THE ADRS SYSTEM THE ACCURACY OFTHIS INFORMATION CANNOT BE CONFIRMED CTAS LEVEL 2014 PLAN (%) 2014 YTD ACTUAL (%) SUDDEN CARDIAC ARREST <6 MINUTES 33 0 (see note) CTAS 1 <8 MINUTES CTAS 2 < MINUTES CTAS 3 < MINUTES CTAS 4 < MINUTES CTAS 5 <15 MINUTES NOTE: The nor Haliburton County Paramedic Service has access to the response time information of other agencies or parties, the County of Haliburton and Haliburton County Paramedic Service will not be held responsible or accountable to report the response times of other agencies or parties as specified in Ontario Regulation 257/00 Part VIII section 23 (7) (1). It should be noted that these numbers are easily skewed as the volume of calls is minimal. For instance the ADRS data indicates we only attended 5 SCA calls. We have lowered our expected response time percentage for year 2015 in the first and second categories to better reflect our actual achievements. We will continue to monitor these response times as part of our regular quality assurance and improvement process. The County is able to make adjustments to the Response Time Standard at any time. 7 Legal/Legislative Requirements: In accordance with Ontario Regulation 257, part VIII of the Ambulance Act we are required to report the following by March 31, (7) Without limiting the generality of subsection (6), no later than March 31 in each year after 2013, an upper-tier municipality or delivery agent to which subsection (2) applies shall report to the Director on the following matters for the preceding calendar year: 1. The percentage of times that a person equipped to provide any type of defibrillation has arrived on-scene to provide defibrillation to sudden cardiac arrest patients within six minutes of the time notice is received. 2. The percentage of times that an ambulance crew has arrived on-scene to provide ambulance services to sudden cardiac arrest patients or other patients categorized as CTAS 1 within eight minutes of the time notice is received respecting such services. 3. The percentage of times that an ambulance crew has arrived on-scene to provide ambulance services to patients categorized as CTAS 2, 3, 4 and 5 within the response time targets set by the upper-tier municipality or delivery agent under its plan established under subsection (2). On August 27, 2014 the County Paramedic Service received up to $85,000 in funding from the Ministry of Health and Long Term Care (MOH<C) to support a community paramedic programme within the. The main goals of the programme were as follows. To create a proactive and preventative outreach program to identify at risk patients and arrange for follow up visits and education To implement education and technology that would allow paramedics to identify at risk individuals and allow the paramedics to initiate a referral to Community Care Access Centre (CCAC) To provide paramedics with increased education in the field of gerontology To create wireless capabilities in ambulances in order to facilitate video based assessments using the Ontario Telemedicine Network (OTN) To partner with the Geriatric Assessment and Intervention Network (GAIN) team to identify and facilitate home visits of identified at risk patients The referral education and technology pieces have been established and this programme is currently active. We have successfully implemented Wi-Fi technologies within our vehicles. We have established a connection with OTN. We have provided a comprehensive geriatric education programme to paramedics. The remaining piece to implement is the patient home visits. We are working diligently with the GAIN team to facilitate these visits as soon as possible.
