Current Energy Policy and measures Afghanistan Energy Infrastructure, generation, transmission and distribution were almost destroyed over the past three decades due to the war and conflict. Four ministries have direct contacts with the energy 1.Ministry of Energy and Water (electricity generation (hydro, imports),transmission, distribution) 2.Ministry of Mines (oil, gas, coal) 3.Ministry of Rural Rehabilitation and Development (rural electrification) 4.Ministry of Commerce and Industries (liquid fuels) Da Afghanistan Brishna Sherkat (DABS) 3

Current Energy Policy and measures The government of Afghanistan corporatized the National electricity service department Da Afghanistan Breshna Sherkat (DABS) on May 2008 DABS shares are owned by Ministry of Finance 45% Ministry of Energy and Water 35% Ministry of Economy 10% Ministry of Urban Planning and Development 10% Da Afghanistan Brishna Sherkat (DABS) 4

The Afghanistan National Development Strategy (ANDS) The only existing development Strategy made by Government Da Afghanistan Brishna Sherkat (DABS) 5

Current Energy Policy and measures In Afghanistan a proper Energy policy doesn t exist For Electricity (MoEW & DABS) DABS have below polices Power sale policy HR Policy IT Policy Finance Policy Transport Policy Procurement Policy Da Afghanistan Brishna Sherkat (DABS) 6

Past Energy demand and supply In 1980, the per capita energy consumption of Afghanistan was Fourth in the region, greater than that of Sri Lanka and Bangladesh By 2004, per capita consumption had fallen drastically from slightly less than 2 million BTU per person Da Afghanistan Brishna Sherkat (DABS) 7

Past Energy demand and supply In Afghanistan, total electricity supply has nearly doubled from GWh in the fiscal year to GWh in In 2006, 19 out of 45 power plants listed by the Center were not operational, while by 2011, only eight out of 45 did not produce power (Below is list of Hydro power plants which are included) No Name Year of Install 1 Naghlo Maheper Srobee Kajakee Daronta Pelkhmree Pelkhmree Jabul Saraj Chak Parwan Greshk 1961 Da Afghanistan Brishna Sherkat (DABS) 8

current Energy demand and supply For instance, in Kabul, around 70% of households are connected; while in 2001, only 6% of Kabul city had access to electricity. metered connections increased nearly three and a half times between 2003 and 2010, from 227,000 to 786,449 connections Moreover, revenue collection of DABS-Kabul has improved by 59%, the technical and commercial losses have decreased by 12% from 50% to 38%. Afghanistan s installed energy capacity has increased by around 139%, from approximately 430MW in 2001 to 1029MW in 2009 overall supply of electricity has almost tripled between 2006 and Da Afghanistan Brishna Sherkat (DABS) 9

current Energy demand and supply For instance, in 2006 domestically generated hydro and thermal power accounted for nearly 50% and 17% of power production respectively; whereas in 2011 hydro power constituted only 26% and thermal power 1.3% of the annual power production. Da Afghanistan Brishna Sherkat (DABS) 10

current Energy demand and supply Afghanistan Electricity Imports by Country of Origin ( ) Da Afghanistan Brishna Sherkat (DABS) 11

Energy Loss Reduction making supply higher Energy Loss Reduction Installation of grid meters: Proof of Concept Pilot being implemented in Kabul Revenue Protection Department conducting Meter Audit of entire Kabul Community Awareness Program: media campaign, brochures, leaflets, etc. Automatic Meter Reading (AMR) Meters -Pilot planning in process for largest industrial customers in Kabul Prepaid Metering - Pilot planned for 10,000 customers in Macroryan area of Kabul Upgrading of the system (15kv to 20kv) Developing computerized tool for optimization of our generation and imported power. Da Afghanistan Brishna Sherkat (DABS) 12

Current Power System and Energy Profile - 9 islands in operation fed from different systems - Electrification rate of households about 30 % - Peak load about 850MW - Annual energy consumption 3800GWh - About 76% of the energy consumption covered by imports Existing power system, situation 2011/2012 Da Afghanistan Brishna Sherkat (DABS) 13

Demand is Growth of Connections Total number of DABS customers served throughout Afghanistan Household 715, % 814, % 873, % Commercials 65, % 65, % 76, % governmental 4, % 5, % 5, % Total 786, , ,806 Da Afghanistan Brishna Sherkat (DABS) 14

Meeting the Future Energy Demand Both sources of power, local generation as well as import from neighboring power systems will be required to cover the expected demand growth 1- Local Generation - Hydropower resources: 12 potential hydro power options are available. Gas and Coal resources: Renewable energy : Sheberghan gas and Bamyan coal Solar 2- Import from neighboring systems - Turkmenistan Ongoing project TKM-AFG interconnector 300 MW northwest Afghanistan Possible increase of supply on the new interconnector up to 1000 MW - Uzbekistan Present supply is limited to 300 MW due to constraints of transmission capacity - Tajikistan - Iran Continue of seasonal Import in spring and summer up to 300 MW Continue of in feed to bordering regions Nimruz and Herat Da Afghanistan Brishna Sherkat (DABS) 15

Generation and Transmission Required Domestic generation as well as import from neighboring power systems will be required to cover the expected demand growth in Afghanistan. - In short term Increase import from Turkmenistan, Uzbekistan Utilization of Sheberghan gas, Balance of energy mix HPP/TPP - In mid term Construction of further hydro power plants Development of coal resources for thermal power plants, required imports will be decreased to 33% from total energy consumption, 16

Integrated Grid to Cover the Expected Demand Growth for economic development and use of own energy resources to ensure secure power supply from balanced energy mix for diversification and reduction of dependence on imports Da Afghanistan Brishna Sherkat (DABS) 17

Recent Outcomes Supplies are Production and Imports which belong to Routing (Transmission Lines) The availability of power in Afghanistan has improved significantly over the last two years 105MW thermal power plant at Tarakhil was commissioned in 2009 North Eastern Power System improved power imports from Uzbekistan was commissioned in 2010 and added an extra 550MW capacity to the regional grid Rehabilitation of Hydro Stations serving Kabul i.e Naghlu, Sarobi, Mahipar Da Afghanistan Brishna Sherkat (DABS) 18

Investment plan for optimized system expansion until 2020 Da Afghanistan Brishna Sherkat (DABS) 19

Prospect to the planning until 2032 Development of the power sector towards a system covering the whole Afghanistan requires global support integrated transmission network of Afghanistan - Share of domestic production increases to 67 % - About 83 % of the population will have access to electricity - Peak load of about 3500 MW - Annual energy consumption of GWh - Power exchange options with neighboring systems Percentage of Households connected Annual gross demand served for total Afghanistan % 69% 76% 83% 5700 GWh 9100 GWh 12500GWh GWh Total installed capacity 510 MW 710 MW 1210 MW 3600 MW Share of Afghan own generation 43% 38% 53% 67% Average annual investment $320 m $580 m $790 m $320 m Accumulated investment $960 m $3870 m $3870 m $10065 m Da Afghanistan Brishna Sherkat (DABS) 20

Major difficulties and bottlenecks currently faced in formulating energy policies in Afghanistan Lack of Professional cadre (do to the last 30 years problems) Lack strong energy policy 92% of costumers are residential (subside causes big loss to the system ) -per unit cost is greater than per unit selling price Da Afghanistan Brishna Sherkat (DABS) 21

Subjects I would like to study in the order of priority and the reason -Energy policy in Japan (electricity) -Energy policy in Japan (Renewable energy) -Biomass power generation -wind power generation -Mini hydro power generation -PV power generation -Environmental problems -Energy demand forecasting of the World/Asia Da Afghanistan Brishna Sherkat (DABS) 22
