GRANTS Incorporating Criminogenic Interventions in Mental Health Treatment of Justice Involved Seriously Mentally Ill Consumers: Co-PI Ohio Department of Mental Health, This is an 18 month grant that involves collaboration with the Ohio Criminal Justice CCOE to adapt and pilot the use of Thinking for a Change a criminogenic intervention developed for general offender populations, for people with major thought disorders. This goal of this study is to adapt this evidence based intervention to the needs of people with serious though disorders and pilot its use in three different reentry settings: jail, mental health court, and forensic act teams. The preliminary outcomes of this intervention will be assessed using a prepost test design. Results and potential applications will be discussed at a dissemination conference convened by the Criminal Justice CCOE. Medicaid enrollment volatility among people with serious mental illness and dual diagnoses. PI Ohio Department of Mental Health,
4 Blank Wilson, p. 4 This one year grant uses administrative data from Medicaid and mental health and substance abuse treatment claims to examine the nature and consequences of volatility in Medicaid coverage among people with severe mental disorders receiving services in Cuyahoga County s public mental health system. The goals of this study include examining who among this client population is most at risk of churning and what impact churning has on service utilization among these service users. Project RESTORE: An integrated reentry model for young adults with dual diagnoses leaving jail. Co-PI. Department of Justice, This grant is a one year demonstration project funded by the Bureau of Justice Assistance, U.S. Department of Justice through the Second Chance Act (Public Law ) and administered by the Cuyahoga County Sheriff s Department. RESTORE. This project uses a randomized, controlled research design to evaluate the effectiveness of an enhanced evidence-based case management intervention designed to increase treatment engagement and reduce recidivism. Project RESTORE will serve people between the ages of 18 to 24 who have a co-occurring mental health and substance use disorder with low level felony charges. The integrated reentry service being tested in this project includes small caseloads, a flexible, post-release benefits package, an Integrated Dual Disorder Treatment (IDDT) approach, and services to address crimenogenic risk factors and life skills needed to facilitate the transition to adulthood. The model includes both pre-release and a post-release treatment phases. Follow-up will continue for one year after release. A Mixed Methods Study of the Community Living Needs of Individuals with Psychiatric Disabilities who are Newly Released from Jail. PI. National Institute on Disability and Rehabilitation Research: This study uses a combination of qualitative and quantitative interviews to develop a bottom up understanding of the community participation goals of individuals with psychiatric disabilities at the point of release from jail. This understanding will be developed through an in-depth study of participant s participation goals at the point of release from jail, and their participation experiences post incarceration. The results of this investigation will assist in the development of person-centered, individualized interventions for people with mental illness leaving jail. Service Pathways Used by People with Mental Illness Leaving Jail: Leonard Davis Institute of Health Economic: Co-Investigator. PI Jeffrey Draine. A mixed methods study that uses a combination of qualitative interviews and matched jail and Medicaid data to examine the public mental health system s capacity to provide treatment services to people with serious mental illness involved in the criminal justice system.
5 Blank Wilson, p. 5 Jail to Community Transitions for People with Mental Illness: A timely opportunity to build participatory research into a public health initiative: University Research Foundation Grant: Co-investigator. PI Jeffrey Draine. An exploratory research project that used action research techniques to develop the data collection capacity of an emerging mental health service program. The project also includes process and outcome evaluation components. Evaluation of New Jersey s Innovative Services for Mentally Disordered Offenders: New Jersey Division of Mental Health Services: Co-Investigator. PI Nancy Wolff. An evaluation of three newly funded mental health case management programs for people with mental illness incarcerated in three urban jails in New Jersey. Forensic Services Program: Pennsylvania Office of Mental Health and Substance Abuse Services In collaboration with the Bucks County Department of Mental Health developed and obtained funding for an in-home rehabilitative service for people with mental illness in the criminal justice system who were difficult to engage in traditional mental health services. Program was funded through a State RFP at $110,000/year for 3 years. Training Instructor: Pennsylvania State Parole Board In 2001 developed a training curriculum designed to cross train professionals in the mental health and criminal justice field. Training curriculum is provided on an ongoing basis to mental health and criminal justice professional organizations. RESEARCH EXPERIENCE Project RESTORE: An integrated reentry model for young adults with dual diagnoses leaving jail present Acted as one of the Principal Investigators on this demonstration project. Responsibilities include working in conjunction with Dr. Farkas, the other Principal Investigator, to develop the intervention model being tested in this project; and to develop, implement, and oversee the RCT associated with this project. A Mixed Methods Study of the Community Living Needs of Individuals with Psychiatric Disabilities who are Newly Released from Jail: 2009-present. Worked as the PI on a longitudinal, mixed methods study of community participation experiences of individuals with psychiatric disabilities leaving jail. This study recruits participants while they are in jail and follows them for a year post release to examine their community participation needs and experiences post incarceration. The results of this investigation will assist in the development of person-centered, individualized interventions for people with mental illness leaving jail. Mental Health and Justice Collaboration Program: May 2008 to September 2010 Matched arrest data with Medicaid claims to identify individuals with serious mental illness arrested in Philadelphia in Data then used to analyze the impact of a newly implemented CIT program on the number of arrests and involuntary commitments for people with serious mental illness in the participating precincts. 8 Blank Wilson, p. 8 Examined one mental health system s capacity to provide a comprehensive array of treatment services to people with mental illness leaving jail by mapping the potential service pathways against the actual service usage patterns for people with mental illness leaving jail in order to identify gaps in available services and any incongruence between the expected and actual usage patterns. Jail and Medicaid Data Project: January 2006 to Present Matched jail data with Medicaid claims data for 206,987 MA eligible individuals and conducted analyses that examined the factors that predict incarceration, length of stay in jail, and recidivism post incarceration. Recovery Stories: July 2005 to December 2006 Used narrative analysis techniques to examine the recovery themes present in fictional stories about a person with mental illness. Access to Mental Health Services: September 2004 to September 2006 Dissertation research which used multi-sited ethnographic research techniques to examine the release process of people with serious mental illness incarcerated in a large urban jail and how these individuals negotiated access to long-term mental health treatment services and other social services post release. Jail to Community Transitions for People with Co-Occurring Mental Health and Substance Abuse problems Leaving Jail: September 2005 to May 2006 Program evaluation of a newly developed reentry program for people with mental illness. Worked with the staff of the program to identity evaluation goals, develop measures, train staff in data collection protocols, and pilot instruments. Oversaw ongoing data, collection, conducted semi-structured interviews with the program staff, and conducted analysis of the qualitative and quantitative data collected over the course of the study. Evaluation of New Jersey s Innovative Services for Mentally Disordered Offenders: August 2004 to June A mixed methods evaluation of three case management programs for people with mental illness incarcerated in large urban jails where a combination of post-booking diversion and reentry services were used to divert people with mental illness away from further involvement with the criminal justice system. Worked as a Co-investigator participating in writing the grant, and developing the research protocols. Oversaw data collection at one of the three research sites. New Keys Project: November 2004 to August 2005
9 Blank Wilson, p. 9 A case study research project that examines how long term street dwellers with mental illness come to be housed through a program using the housing first approach. Research conducted at the University of Pennsylvania, with Jeffrey Draine the project evaluator for the New Keys Project. Project Coordinator: Center for Mental Health Services and Criminal Justice Research, August 2002 to September 2005 Organized an instrument library containing over 200 instruments. Supervised 5 people in the collection of background information for each instrument. Managed access to the library by center affiliates. Coordinated a national survey of reentry programs for mentally ill offenders. Responsibilities ranged from the development of treatment plans, individual and family therapy, to the supervision of daily living activities, creating and implementing behavioral modification plans, and organizing recreational activities. Bucks County Adult Probation/Parole Department: April 1999 to November 2000 Worked as a county level probation/parole officer. Duties included testifying regularly at bench warrant, violation, and parole hearings, coordinating violation hearings, field supervision of offenders serving county level sentences, conducting risk/needs assessments, regular field contacts with offenders in their homes and community, and providing the Court of Common Pleas with written reports on offenders progress under supervision, conducting pre-parole investigations and pre-sentencing investigations which included recommendations on sentences and parole eligibility, and certification in conflict control techniques. Also co-facilitated a group for treatment refractory substance users. Bucks County Department of Mental Health and Mental Retardation: July 1995 to April 1999 Held an administrative position in the local public mental health system. Duties included responsibility for the implementation of the involuntary commitment procedures, coordinator for the mental health court, monitoring the crisis centers to ensure they met licensure requirements. Additional duties included the responsibility to design, develop, implement, and supervise two post booking diversion programs for individuals with serious mental illness incarcerated in the county jail. Concern Professional Services For Families and Children. October 1993 to July 1995 Worked as a foster care case manager for a private non-profit human service agency that specializes in working with children who have severe emotional and behavioral problems. The role as primary case manager for children in foster care and their families required extensive interfacing with multiple service systems. This position provided the opportunity to hone skills of case management, the development of clinical skills as a facilitator of the child s relationship within the foster families, and their biological family.
