1 ANNOUNCEMENTS San Leandro Police Department Proud to Serve Chief s Advisory Board Meeting Notes Tuesday, September 12, 2017 SLPD Recognition & Promotion Ceremony Scheduled for Thursday, September 21, 2017 at 5:30 p.m. o Senior Center E. 14 th Street, San Leandro, CA o Acknowledge New Employees and Recognize Community Members for Extraordinary Efforts MEETING GOALS Reviewed Agenda/Itinerary to Accomplish During Meeting NEW BUSINESS Discussion About Next Chief s Advisory Board Meeting Tuesday, October 3, 2017 Mirror Next Meeting to Paul Chambers Barber Shop Forums o Opportunity for the Chief s Advisory Board to Ask Questions and a Chance for SLPD Staff to Respond o Encourage All Type of Questions Including: Controversial Topics Sample Questions Questions About Issues/Concerns Genuinely Interested In Suggestion to Break Up Into Groups o Set Up Different Panels o Board Encouraged to Get Into Character Discussed Topics Pertaining to Current Events o Protests in Berkeley (Fear Violence) o ISE Raids Reminded Board SLPD Does Not Take Part in Civil Immigration and That ISE May/May Not Notify Us They Are Coming SLPD Will Assist for Violent Offenders Administrative Specialist, Nitza Torres, Will Homework Assignment to the Chief s Advisory Board to Prepare for Next Meeting Ask Questions About Issues/Concerns Including Several Topics of Interest o Community Policing o Use of Force (Including Officer Involved Shootings) o Recruiting o Diversity o Youth (Youth Engagement/Interaction/Building Relationships)

2 Board Members Are Strongly Encouraged to Take Notes During the Process So We Can Have a Discussion Afterwards on How SLPD Can Improve o Chief Tudor Placed an Emphasis on Requesting Honest Feedback Tell Us if the Words Are Correct But the Message Did Not Come Across We Want to Hear From the CAB A Board Member Asked the Chief What He Has Learned Attending These Barbershop Forum Meetings o Chief Tudor Stated the Following Important to Know the Facts About Your Agency Discussed a Management Dashboard Prepared by Captain Knox Containing Pertinent Facts About SLPD Including Demographics, Years of Experience, Commute Distances, and Workforce Make-Up Asked Specific Questions About This Information Very Helpful to Have Information at Fingertips Essential to Be Compassionate and Understanding Be Aware of Recruiting Challenges Emotional Topics Including Officer Involved Shootings Don t Forget Human Emotion o Pit in Your Stomach Feeling, Impact on You, the Department, and the Community Emotions Run High in These Situation Important For Staff to Understand How to Respond to These Questions o One of the Barbershop Forums Was Held at a Youth Center at 69 th Street in Oakland Very Well Attended by the Community Chief Tudor Also Discussed Attending a Civil Rights Panel Where Civil Rights Attorney John Burris Was the Guest Speaker o Chief Tudor Attended as Support Received a Lot of Feedback From Individuals Thanking SLPD for Their Service Compliments Received About the Great Things SLPD is Doing Community Engagement and Responding to Calls For Service o Discussions on: Contempt of Cop (Use of Force) Shootings Involving Mental Health Shooting Unarmed Suspects Diversifying Community Policing Current Events Effect on Bay Area Law Enforcement Photograph in San Leandro Times o Noose on Back of Vehicle o Incident Was Posted Online to Facebook Rather Than Contacting SLPD o Photo Was Taken the Day Before Viewed A Day Later o Various Thoughts What If Innocent Person (Victim) Now Being Targeted

3 o SLPD Responded Immediately o Located the Address For the Registered Owner of the Vehicle o Spoke With the Household The Individual Had Been Driving Around For Weeks Room Mates Said The Owner Thought it Was Funny o SLPD Was Able to Make Contact With the Owner and Convince Him to Take the Noose Off His Vehicle SLPD Did Research First Contacted DA s Office Reviewed Justifications for Hate Crime Silver Lining Owner is Entitled to his 1 st Amendment Right Community Held Person Accountable SLPD Received Positive Feedback on How Fast We Responded This Person Drove With the Noose on His Vehicle for Weeks; He Did Not Live in San Leandro The Incident Was Reported in San Leandro o SLPD Responded Immediately SLPD Takes These Incidents/Reports Very Seriously Respond Quickly Very Troubling Protests in Berkeley o Our SWAT Team Was Assigned to Protect Various Speakers Trained For Potential Active Shooter o Armored Vehicle Was Asked to Be Available to Respond to Active Shooter This is Within Policy Vehicle Will Be Staged Away From the Protest If We Need to Respond o Armored Vehicle is a Regional Asset If Another Agency Asks to Use and it is Within Our Policy Then The Vehicle is Available for Use o City Of Berkeley Mutual Aid Request SLPD Will Send Resources if Needed o CAB Provided Their Feedback Understand Optics Vehicle Can Save Lives The City of Berkeley Will Not Purchase Armored Vehicle They Utilize Vans We Have an Obligation to Our Community to Utilize the Armored Vehicle Within Policy o Discussed How UC Berkeley Reimburses Us for Assistance With Protests but Requests for Mutual Aid Are Not Reimbursed o Discussed Permits for Demonstrations If You Operate a Demonstration Without a Permit the Police Cannot Stop You Since You Are Exercising Your 1 st Amendment Right Permit Provides Law Enforcement With Notice to Prepare Resources and Staffing Plan Being Able to Protest is an Important Right Afforded to Everyone

4 o A Chief s Advisory Board Member Expressed His Concern/Chief Responded Is Someone Commanding All Units? Yes If That Person Makes a Decision to Use Our Vehicle Out of Policy How Does That Work? A Lieutenant is Always Present to Make Sure the Mission is Within Policy o A Chief s Advisory Board Member Discussed Their Observation About Officers Wearing Outer Carrier Vests The Use of Outer Carrier Vests Was Brought to the Chief s Advisory Board Some Time Ago Redistributes Weight Takes Pressure From Hips and Places Elsewhere Each Officer Has an Option to Wear Not Each Officer Chooses to Wear All Officers Receive Training Urban Shield o Minimal Protestors o Sheriff Ahern Went to the Board of Supervisors to Support Continuing Urban Shield Training o Chief Tudor Wrote a Letter of Support Chief Tudor is the Only Chief in Alameda County to Have Participated in Urban Shield Training o Training Focuses on Disaster Preparedness Scenario Included a Pet Rescue Center Lifesaving Efforts/Utilizing Tourniquets o SLPD Placed 8 th Place 36 Teams Total o Training is Invaluable Training Brings Awareness to Real Life Events World Wide o Active Shooter Scenarios Pulse Night Club Aurora Movie Theatre Team Building Workshop o Police Officer Standards and Training (POST) Will Pay a Portion for Management/Supervisory Staff to Attend Off Site Training o POST Provides a Facilitator o Focus On: Strategic Planning Roles Within the Agency Leadership Things SLPD Does Well Action Plan Target Specifics o Chief Tudor Will Bring Back Information Back to the Chief s Advisory Board to Share SLPD s Direction
