15 Prevention in South Dakota Everything changed Shut down the entire prevention system Discontinued grants State created a Prevention Plan with statewide goals 1997 RFP process put in place PRC s were identified as effective and necessary to a successful prevention system. 3 were re-funded via RFP Coalition building was identified as an effective prevention strategy for the state, thus creating Community Mobilization Projects Accredited agencies (core agencies) could apply to be a Community Mobilization Project and 13 CMP contracts were awarded 15

Diversion Program - Priority to target young people with alcohol/drug violations Prime for Life curriculum selected for use statewide Accredited agencies could apply for Diversion dollars as part of the Community Mobilization Project contract or as a separate contract in addition to the treatment services they were providing 16
17 Prevention in South Dakota... Over the next 12 years the prevention system grew 4 PRCs (Lemmon site was added) 14 CPNs 4 School-Based Programs (SF, Ab, RC, Sp) 13 Diversion Program sites 2 College Programs 5 other community providers 17
18 Prevention in South Dakota /2010 Funding cuts began and were deep at federal and state levels. Loss of SDFSC (Title IV) dollars from DOE and USD DOE Loss of School-Based Prevention funding from DPS-OHS Loss of Tobacco dollars from DOH At the end of FY10 $2.4 million had been cut from the annual prevention budget. 18

Ray of hope = SPF SIG Grant July 09, SPF SIG awarded to SD $2.135 million/year for 5 years October 2010, awarded 26 coalitions funding for Phase I (Assessment, Capacity Building, Strategic Planning) Awarded 3 PRC s funding to provide training and technical assistance to coalitions. June 2011 awarded coalitions funding for Phase II (Implementation) 19

21 Behavioral Health-What is it? Behavioral health refers to a state of emotional/mental being and/or choices and actions that affect health and wellness. Behavioral health problems include substance abuse/misuse, alcohol and drug addiction, serious psychological distress, suicide, and mental and substance abuse disorders. 21

29 Strategic Prevention Framework Strategic Prevention Framework-State Incentive Grant (SPF-SIG) Assessment Capacity Planning Implementation Evaluation With sustainability and cultural competence throughout. 29
30 SIG Based on Public Health Model Focus on public health is on the safety and well-being of entire populations by preventing disease, rather than treating it. State Incentive Grant community coalitions were tasked with impacting underage drinking and binge drinking among youth and young adults by following a public health model. Changing the environment through laws and norms and restricting access to alcohol improves health and safety for the greatest number. 30
