3 Accomplishments Provided services to approximately 4500 individuals with an average active caseload of 2200 individuals. Maintained a balanced budget despite continued reductions in state appropriations. Began collaboration with Margaret J. Weston Community Health Center to begin integrated care as part of the Transformation Transfer Initiative Grant. Awarded Crisis Stabilization Funds by the SC Department of Mental Health to expand existing projects and enhance behavioral services. Expanded the Homeshare Program as a result of a financial award from the SC Department of Mental Health. The Blue Granite Program recognized three of our mental health professionals at Aiken Barnwell Mental Health. Rick Acton, Executive Director, Tamara Smith, and Jeff Waddell were honored in the SC Senate Chambers for their extraordinary service, selflessness, innovation, insight, initiative, and persistence toward exceptional outcomes. Provided Crisis Intervention training to Aiken Public Safety in conjunction with NAMI. Provided Crisis Intervention training to Margaret J. Weston Community Health Center as part of the Transformation Transfer Initiative Grant. Provided on-going training for the local Barnwell community including DSS, Law Enforcement, Probate Judge and EMT s via quarterly community forum. Held Center-Wide Community Forum to build support/create awareness of mental health issues. Provided for the transportation needs of mentally ill for Aiken-Barnwell residents through the contract with Access 2 Care and DHHS. Maintained partnerships with Aiken Center and SC Vocation Rehabilitation Department via Co-Occurring State Initiative Grant. Sponsored COSIG training for clinical staff. Sponsored HIV training for clinical staff. Coordinated HIV testing on site at ABMHC in conjunction with Georgia Health Sciences University. Expanded Board membership. Provided largest number of Peer Support Services in South Carolina/SCDMH system. Partnered with Augusta State University and USC-School of Social Work and provided internship opportunities at ABMHC. Enhanced community awareness of ABMHC via press releases and submission of articles to local newspapers. One of the lowest ER waiting lists in the State due to partnership and contract with local psychiatric inpatient unit in the catchment area. Establishment of Public Relations Committee and Public Relations Events to enhance presence in the community. Enhanced knowledge of mental health and services for community via Open House, Press Releases and submission of articles to local newspaper. Enhanced data collection and outcome measures (all staff trained to utilized GAIN-SS; CBCL) Establishment of ABMHC Grant s Committee June 2012 Strengths 33% of our Mental Health Professionals are licensed. 24% are in licensing process Staff has maintained a positive attitude and willingness to accept increased workloads. 4 Active participation in Inter-Agency Team Meetings in Aiken, Barnwell and North Augusta (Quality of Life, North Augusta Community Services Network, Aiken Community Service Network and Barnwell Community Service Network). On-going networking with local Legislative Representatives (Senator Shane Massey, Rep. Jim Clyburn, Aiken County Business Administrator Clay Killian) Active participation in community events to include local open houses/health fairs. Weaknesses Lack of competitive salaries to recruit licensed staff, psychiatrists, nurses, mental health professionals. Long waiting list for housing Clinicians lacking licensure Increased demand for services yet on-going budget cuts limiting Mental Health resources. Lack of adequate compensation for existing staff. Many staff has assumed extra job duties due to budget cuts and inability to fill positions yet are not compensated. Inadequate Electronic Medical Record computer system. System is home-grown and often goes down. System is not compatible with other electronic health records. Lack of affordable housing options in Aiken and Barnwell Counties. Page 4 of 14
5 Adult Services The program provides outpatient treatment of varying levels of intensity for adults 18 years of age and older with problems of psychological instability that are diagnosed with a seriously and persistent mental illness or serious mood disorder. There are no exclusions based on socio-economic conditions, race or sex. Individuals who are an imminent danger to themselves or others are transferred to a safe environment until stabilized and discharged and then are returned to outpatient services if appropriate. See the attached Front Door Response as that further defines diagnoses appropriate for treatment. The focus is on treatment that is client driven with opportunities for a wide array of services from which to choose to provide effective recovery and stabilization of symptoms for the clients. Services are offered in all three locations: North Augusta, Barnwell, and Aiken. Priority is given to those experiencing severe distress. Appointments are available Monday through Friday from 8:00 a.m. to 5:30 p.m. In conjunction with the Crisis Intervention Program, Adult Outpatient offers emergency services twenty-four hours a day, seven days a week. During regular working hours of Monday through Friday, 8:00 a.m. to 5:00 p.m., services can be accessed by contacting or walking in to the ABMHC s Main Center (Aiken), Polly Best Center (Barnwell), or Hartzog Center (North Augusta). After-hours telephone services are provided by on-call MHPs in Aiken and Barnwell counties. 7 Child, Adolescent and Family Services The philosophy of Child, Adolescent, & Family Services is to provide an array of services in a variety of therapeutic environments which enhance the individual child s physical, psychological and social development. Treatment attends to the needs of the child with emotional problems or mental illness and his/her family. Integral to this mission is the full involvement of the care-givers along with appropriate intervention with the family as the primary psychological and social environment of the child, including the community in a culturally competent manner. Both Aiken and Barnwell counties have age appropriate community mental health services available for children, adolescents and their families through the Center s Main office in Aiken and its outlying offices in North Augusta and Barnwell. It is the goal of the Child, Adolescent, & Family Services Division to develop consumer driven goals and objectives that are clear, outcome oriented, and individualized which reflect the desired outcomes of symptom reduction. Outcomes measure improved functioning as indicated by the GAF; for access to mental health services to meet ABMHC criteria; and for our consumers to indicate to us that our services are beneficial to them through consumer satisfaction surveys. Strengths Positive relationships with other community agencies such as Department of Juvenile Justice, Department of Social Services, Continuum of Care, CAC, and the schools. Communicating with other community partners assists clinicians to better understand and help the children and families they serve. Clinicians offer extended hours Monday through Thursday to accommodate the needs of children and families. Clinicians use evidence practices such as TF-CBT and CBT in therapy. Use the CBCL as a measure of progress for the child. Use of MST to prevent out of home placements. Participate in MDT meetings. Address the needs of special populations and cultures. Challenges Stigma Transportation problems for families. Page 7 of 14
8 Families that are challenged my many social-economic issues so do not make therapy for their child a priority. Empowering families by helping them understand what they can do in other systems that will benefit their child (i.e. the school). Accomplishments Goals Therapists either have their license or are working toward licensure. Involvement in Project Best-TF-CBT. Hired two therapists for the MST program and have hired one new therapist that is bi-lingual. Provide education in the community about CAF services and children s mental health whenever possible. Expand the CAF Program by hiring at least one more clinician. To continue to provide comprehensive services to children and their families. To support the recovery and stabilization of those served. Decrease stigma. Page 8 of 14
9 Community Integration & Rehabilitation Services Pathways to Recovery Pathways to Recovery is the name for the Community Integration & Rehabilitation Services offered at ABMHC. Recovery is a unique journey for each individual. Individuals are unique with distinct needs, strengths, preferences, goals, culture and backgrounds that affect and determine their pathways of recovery. Services include: Psychosocial Rehabilitation Services (RPS)-clinic and community based; Peer Support Services (PSS), Housing, Wellness Groups, & Case- Management Services. All services offered are designed to promote a recovery that includes: Health- Overcoming or managing one s Disease (s) as well as living in a physically & emotionally healthy way Home- Having a stable & safe place to live that support recovery Purpose- Having meaningful daily activities such as a job, school, volunteerism, family caretaking, or creative endeavors, and the independence, income, and resources to participate in society. Community-having relationships & social networks that provide support, friendship & love.
