2 Introduction In 1975 Browns Ferry fire resulted in significant damage to safe shutdown circuits at the plant Following the fire, US NRC established fire protection requirements (Appendix R) to enhance fire safety Requirements are prescriptive and their interpretation has been articulated in a series of Generic Letter In 1992, US NRC recognized the need for revision to Appendix R (SECY , Staff Plans for Elimination of Requirements Marginal to Safety, ) IAEA Training Course on Safety Assessment of NPPs to Assist Decision Making 2
3 Introduction 1976 Commission approved modification or removal of Appendix R as a regulation US NRC is moving toward developing risk-informed, performance-based rule NFPA-805 has been developed which adopts a performance-based, risk-informed approach to the fire protection program IAEA Training Course on Safety Assessment of NPPs to Assist Decision Making 3
4 Introduction Fire Risk Meter (FRM) is a tool that will support transition of current fire protection requirements to a risk-informed fire protection program. The new program will reduce the implementation costs of fire protection and improve risk management of the program. IAEA Training Course on Safety Assessment of NPPs to Assist Decision Making 4
5 Introduction Application of Risk-Informed (RI) approach to Fire Protection (FP) program at Diablo Canyon NPP (DCPP) Fire Risk Meter (FRM) - A RI-tool for evaluating impairments in one or more FP feature(s) Proposed tool will be used by: Operations Department Fire Protection Group Regulatory Services Group (Fire SDP) PRA Group IAEA Training Course on Safety Assessment of NPPs to Assist Decision Making 5
6 DCPP Fire Risk Meter The objectives are: Enhance operators ability to deal with FP impairments Prescriptive requirements a (4) 10CFR risk evaluation Obtain quantitative risk impact of impairments Automate fire SDP performance Improve safety and reduce burden IAEA Training Course on Safety Assessment of NPPs to Assist Decision Making 6
7 Need for FRM Risk significance of impairments cannot be assessed readily Implementation of costly compensatory measures is not consistent with the safety significance of impairment Applicable FP Tech. Spec. for a given impairment could be difficult to identify Performing fire SDP is time consuming FP staff are needed to provide significant support to operations staff IAEA Training Course on Safety Assessment of NPPs to Assist Decision Making 7
8 FRM Requirements Integrated FP databases Map fire areas and fire protection features Map fire protection features and Technical Specifications Integrated fire risk model CDF contribution for all areas Contribution of fire protection feature to fire CDF Integrated fire-risk-impact Factor IAEA Training Course on Safety Assessment of NPPs to Assist Decision Making 8
9 Costs Expected costs include: Interface development cost, $100,000 Integrated fire risk model cost, $250,000 Fire-risk-impact factor database development cost, $75,000 Implementation of programmatic changes in the FP program IAEA Training Course on Safety Assessment of NPPs to Assist Decision Making 9
10 Benefits Expected benefits includes $120,000 per year reduction in fire watch deployment $120,000 per year reduction in test and repair of fire protection features (mainly smoke detectors) $60,000 per year reduction in dealing with missed Tech. Specification calls IAEA Training Course on Safety Assessment of NPPs to Assist Decision Making 10
11 Conclusions FRM is an expert system tool for dealing with impairments in the FP features and reducing burden on operations and FP personnel FRM will expedites identification of appropriate compensatory measures FRM will allow more accurate and defendable analysis of impairments FRM will enhance safety while reducing costs IAEA Training Course on Safety Assessment of NPPs to Assist Decision Making 11
