6 USDA MEMOS USDA Buy American Provision odefines domestic commodity or product as one that is produced and processed in the US Q&A oupdate to be released and may address other issues TDA has come across in regards to products or vendors from Mexico that are trying to be purchased or sold to CNPs

7 VALCO FOODS Does not meet the Buy American Provision o Product is not produced in US o As per USDA, in order for this purchase to pass under a review, the purchasing authority will have to maintain proper documentation on the bidding and specs of the these products to not only prove the difference in price, but to indicate how the quality of the product meets the needs of the product description. This will be up to the SFA to document and determine. Exceptions to the requirements of the Buy American provision: 1) the product is not produced or manufactured in the U.S. in sufficient and reasonable available quantities of a satisfactory quality; or 2) competitive bids reveal the costs of a U.S. product are significantly higher than the foreign product.

20 NEW DIETARY GUIDELINES FOR AMERICANS RELEASED Follow a healthy eating pattern across the lifespan. All food and beverage choices matter. Choose a healthy eating pattern at an appropriate calorie level to help achieve and maintain a healthy body weight, support nutrient adequacy, and reduce the risk of chronic disease. Focus on variety, nutrient density, and amount. To meet nutrient needs within calorie limits, choose a variety of nutrient-dense foods across and within all food groups in recommended amounts. Limit calories from added sugars and saturated fats and reduce sodium intake. Consume an eating pattern low in added sugars, saturated fats, and sodium. Cut back on foods and beverages higher in these components to amounts that fit within healthy eating patterns. Shift to healthier food and beverage choices. Choose nutrient-dense foods and beverages across and within all food groups in place of less healthy choices. Consider cultural and personal preferences to make these shifts easier to accomplish and maintain. Support healthy eating patterns for all. Everyone has a role in helping to create and support healthy eating patterns in multiple settings nationwide, from home to school to work to communities.

22 WG FLEXIBILITY & SODIUM TARGET 1 SY Good News! Concerns remain about the challenges and costs that local schools face in implementing the Healthy, Hunger-Free Kids Act of Some schools are continuing to have difficulty complying with the whole grain requirements that went into effect on July 1, 2014, and there continues to be concern with further reductions in the sodium requirements for school meals. The Secretary provided guidance to States so that exemptions could be offered to school food authorities demonstrating a hardship from the current whole grain standards, as required by the fiscal year 2015 appropriations Act. This flexibility is extended for the school year. The agreement also continues a provision that sodium standards cannot be reduced below Target 1 until the latest scientific research establishes the reduction is beneficial for children. - From Page 24 of the Explanatory Statement
