ETHICS AND LEADERSHIP PLANS, OPERATIONS AND MEDICAL INTELLIGENCE COURSE (POMI) MAJOR GENERAL JUAN G. AYALA UNITED STATES MARINE CORPS (RETIRED) DIRECTOR, OFFICE OF MILITARY AFFAIRS, CITY OF SAN ANTONIO
CORE VALUES LT Bradley Snyder, USN USMC
OBJECTIVES Definitions: *Military Core Values *Civilian Core Values *Ethics *Leadership Personal ethics and leadership Medical ethics and cognitive dissonance Inspector General of the Marine Corps experiences Actual ethical dilemmas Leadership observations Conclusion Q&A
CORE VALUES United States Navy (CNO) Personal Example Competence Humility Genuineness Loyalty Communication skills Honor, Courage, Commitment (USMC and USN) Corporate Fairness/Honesty Mutual trust Respect for others Sense of caring Loyalty to clients Dedication to service Stewardship of resources Continuous improvement
DEFINITIONS Military leadership is the process of influencing others to accomplish the mission by providing purpose, direction, and motivation. Command is the authority a person in the military service lawfully exercises over subordinates by virtue of his rank and assignment or position. My take **Intangible quality **Natural vs. learned **You know it when you see it
DEFINITIONS Ethic (Noun): rules of behavior based on ideas about what is normally good or bad ~ Webster Dictionary 1. the discipline dealing with what is good and bad and with moral duty and obligation 2. a set of moral principles : a theory or system of moral values 3. the principles of conduct governing an individual or a group <professional ethics> 4. a set of moral issues or aspects (as rightness) My Take. Universal values the basic concepts and fundamental principles of decent human conduct. People are more alike than they are different
MEDICAL/HEALTHCARE ETHICS The discipline of evaluating the merits, risks, and social concerns of activities in the field of medicine. Includes: The duty to protect life and health Respecting autonomy and confidentiality Acting on behalf of or for the good of the patient Doing no harm We act in the best interest of others medically, even when what is healthy and in their best interest is not what they desire Cognitive dissonance The discomfort one experiences when they hold conflicting cognitions (beliefs, values, ideas, emotions) simultaneously. Not new to you; but you can expect to experience it on a different level while in Theater.
COGNITIVE DISSONANCE The discomfort one experiences when they hold conflicting cognitions (beliefs, values, emotions, ideas). Guantanamo (Taliban prisoners) Iraq/Afghanistan etc. (Treating the enemy) Cultural differences Unconscious bias (personal example)
Character is the bedrock on which the whole edifice of leadership rests. It is the prime element for which every profession, every corporation, every industry searches in evaluating a member of its organization. With it, the full worth of an individual can be developed. Without it --- particularly in the military profession failure in peace, disaster in war, or at best mediocrity in both will result Gen. Matthew B. Ridgeway
PERSONAL ETHICS AND LEADERSHIP Ethics -- a highly personal matter Ethics is being unafraid to give your pet parrot to the town gossip Should any of us feel awkward talking about ethics? Is it appropriate to speak of leadership and ethics in the same phrase? Trust
My take: NOT ONLY APPROPRIATE, BUT.. People will go to extraordinary lengths and perform magnificently for a leader they can trust People must trust in a leader s vision and goals People must trust in leader s competence A leader s motives must never be questioned Charisma in a leader Followers understand a leader s integrity there is a profound difference between words, actions and commitment Command Climate Leaders of character create organizations of character Leaders must be genuine The LCpl knows, and is not fooled by phonies.
RIGHT VS. RIGHT DILEMMA Truth vs. Loyalty ( Workhorse XO) Short Term vs. Long Term (Requirements for the present) Justice vs. Mercy (Death at Miramar) Self vs. Community (NJPs) ****Third way out?
ETHICAL CHALLENGES/RIGHT VS. RIGHT DILEMMAS Old Iraqi Private (Ramadi, Iraq 2006) Failed Insurgent (Habbaniyah, Iraq 2006) Iraqi Woman (Habbaniyah, Iraq 2006) Inspector General (Pentagon, 2013) Warrior Games (Quantico, VA. 2015) Good Guy/Family (Pentagon, 2015) Mr. Castro (Antioch, CA. 2014)
MILITARY LEADERSHIP 101 Courage (morale, physical) Integrity (non-negotiable) Competence Appetite for learning Accountability (people, resources) Teamwork (build teams) Dedication (we do windows) System oriented (create one) Drive (Gunny s pull ups) Higher purpose (people first) Self Confidence Approachability ** Diplomacy** (My advice to 2d Lts) Humility** Genuineness** Presence** (Physical fitness, confidence, uniform, endurance) Justice/Fairness

RECOMMENDATIONS NEVER, EVER, OVERESTIMATE THE POWER OF YOUR EXAMPLE (Pvt s wife, Cherry Pt. NC 1997, MG Pickler, Ft. Bliss, TX 1993)) Never forget that you are Naval Officers and Non-Commissioned Officers First Sense of privilege and entitlement (Salvadoran waiter) Failing to hold personnel accountable ( Good guys ) Rebuttal vs. objective reporting Zealous subordinates ( make it happen ) View personal actions from the perspective of others Ethics/standards can be complex Our business is not personal How they made me feel.
