General Summary of Function/Purpose of Position This nurse consultant position 12-A will serve as the recognized resource consultant for breast, cervical, and colorectal cancer. This consultant provides expert, clinical consultation and technical assistance in the areas of primary care, prevention of disease, screening, early detection and treatment of breast, cervical, and colorectal cancers. Consultation is provided to support administration of complex public health programs including the MI Breast and Cervical Cancer Control avigation Program (BCCCP) and the MI Colorectal Cancer Early Detection Program (CRCEDP). The duties and responsibilities of this position will include: 1) Works collaboratively with the BCCCP and CRCEDP Directors and their teams in administration of multiple clinical services for women and men. 2) Provides consultation about breast, cervical, and colorectal cancer clinical practice to local agencies and clinicians, primarily related to early detection and diagnosis of these three cancers. 3) Provides oversight of breast, cervical, and colorectal cancer control activities associated with the Michigan Cancer Consortium (MCC) related to complex issues addressing breast, cervical, and colorectal cancer mortality and morbidity.4) Other duties and activities as assigned.

2 15. Please describe the assigned duties, percent of time spent performing each duty, and what is done to complete each duty. List the duties from most important to least important. The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 70 Works collaboratively with the BCCCP and CRCEDP Directors and their teams in administration of multiple clinical services for women and men. Monitors adherence of local coordinating agencies to BCCCP and CRCEDP medical protocols and to the CDC clinical performance indicators. Develops and maintains relationships with community-based clinical service providers who are responsible for providing screening, diagnostic, treatment, and support services for women and men enrolled in the BCCCP and CRCEDP. Assists local coordinating agencies and clinical service providers to meet Centers for Disease Control and Prevention (CDC) requirements for BCCCP and CRCEDP. Reviews accuracy and appropriateness of clinical care documentation in the Michigan Breast and Cervical Information System (MBCIS) database for breast, cervical, and colorectal cancers. Provides clinical consultation as a recognized resource to local coordinating agencies and clinical service providers, in arranging for appropriate diagnostic and treatment services for women and/or men identified with a screening abnormality. Oversees enrollment and care of BCCCP clients receiving Medicaid for treatment of breast or cervical cancer. Conducts site visits as needed to local coordinating agencies and clinical service provider sites to provide consultation regarding adherence to medical protocols and use of the MBCIS for monitoring of clinical services received by program clients. Demonstrates ability to communicate with BCCCP and CRCEDP Program Directors (PD) and Immediate Supervisor on a timely and complete basis, including the following: 1) engage PDs on s with policy implications and/or potential controversy prior to distribution and 2) copy PDs on communications to groups of external partners, including substantive replies to clinical issues. Works closely with data managers, program reimbursement analysts, and local agencies in monitoring cost of clinical care to program clients. Works with BCCCP and CRCEDP teams in evaluating quality improvement processes relating to data and clinical quality. Obtains feedback from local agencies to state program staff and the CDC regarding provision of screening and diagnostic clinical services to program clients. Duty 2 General Summary: Percentage: 15 Provides consultation as a recognized resource about breast, cervical, and colorectal cancer clinical practice to local agencies and clinicians, primarily related to early detection and diagnosis of these three cancers.

3 Is knowledgeable about national breast, cervical, colorectal guidelines that are often complicated, which may affect service delivery. Maintains own clinical competency involving new and emerging technologies for breast, cervical, and colorectal screening and diagnostic procedures. Understands and is able to advise clinicians, agencies, and others on policy, systems, and environmental changes. Understands and is able to advise clinicians, agencies, and others on evidence-based interventions to increase breast, cervical, and colorectal cancer screening. Provides technical assistance to local agencies and health care providers about questions affecting clinical care delivery. Assists with planning, implementing and evaluating clinical presentations to local agencies and clinicians. Presents program accomplishments and/or clinical information at other professional meetings, as may be indicated. Duty 3 General Summary: Percentage: 10 Provides oversight of breast, cervical, and colorectal cancer control activities associated with the Michigan Cancer Consortium (MCC) related to complex issues addressing breast, cervical, and colorectal cancer mortality and morbidity. Works with clinical specialists as a recognized resource, to convene the MCC Breast, Cervical, and Colorectal Cancer Advisory Committees as needed. Works with MCC Breast, Cervical, and Colorectal Cancer Advisory Committees Chairs to obtain clinical advice according to national guidelines and the programs medical protocol, when needed. Works with MCC Colorectal Cancer Advisory Committee to review CRCEDP colonoscopy cases using national standards, and coordinates feedback to program providers. Works with specialists on other relevant advisory committees. Assures that information generated by the committee is disseminated to the MCC and other groups as indicated. Works with MDHHS, the MCC, and community groups in projects related to the reduction of breast, cervical, and colorectal cancer, including activities from Michigan s Cancer Plan. Duty 4 General Summary: Percentage: 5 Other duties and activities as assigned. Contributes to CDC progress reports, competitive, and continuing applications summarizing program clinical care activities. Attends national meetings as required by CDC. Assists other cancer section team members in projects/activities related to implementation of the comprehensive cancer control plan. 16. Describe the types of decisions made independently in this position and tell who or what is affected by those decisions. This individual will review current research literature in the fields of primary care/women s/men s health, cancer prevention, screening, diagnosis, and treatment and determine if the new information should be integrated into current and future program activities. This will enable the department to maintain complex program operations which are based on the most current and accurate knowledge. Failure to integrate new knowledge might result in the promotion of incorrect strategies for cancer screening and diagnosis, which might lead to premature disability and/or death.

Decisions about clinical care when the consultant has uncertainty, lacks knowledge or experience, or is concerned about client outcomes. 18. What kind of physical effort is used to perform this job? What environmental conditions in this position physically exposed to on the job? Indicate the amount of time and intensity of each activity and condition. Refer to instructions. There is minimal physical effort required for this position. This position functions in an office setting and requires extensive telephone communication and computer work, deskwork, reading, and some travel throughout the state. Physical activities include: standing, sitting, walking, and travel to trainings and appropriate meetings. Conditions/Hazards: Job will likely involve exposure to general office noise (phones, computer, printer, etc.) 19. The essential duties of this position are Duties 1, 2, 3 and Indicate specifically how the position's duties and responsibilities have changed since the position was last reviewed. This position was originally designed to provide expert clinical consultation at the local level as well as assuring adherence to the BCCCP quality mandates, promoting continuous quality improvement in local program delivery systems, and directing professional education activities. In 2004, this position was revised to reflect collaboration with the Comprehensive Cancer Control Program and the nurse consultant role as a resource for that program on specific cancer issues. With a decrease in the number of clients served by the BCCCP due to state and federal healthcare coverage changes, this position is being revised in 2018 to include consultation to BCCCP and CRCEDP staff, contractors and providers. This position will work with MCC partners as a recognized resource for clinical and related cancer control issues, and is also responsible for keeping abreast of leading breast, cervical, and colorectal cancer control issues in Michigan. Additional revisions to this position in 2018 include removal of statewide projects with the MCC due to an expanded focus on being a recognized clinical resource for two programs, the BCCCP and CRCEDP. 25. What is the function of the work area and how does this position fit into that function? The Cancer Prevention and Control Section plans, implements, manages, and evaluates statewide programs designed to reduce morbidity and mortality due to cancer. The Section is responsible for administering complex programs including the BCCCP, CRCEDP, and WISEWOMA programs in Michigan. The Section is also responsible for breast, cervical, colorectal cancer control issues in Michigan. This includes providing consultation to service providers, evaluating and maintaining quality of clinical services and for conducting professional education activities as indicated. The urse Consultant position will be the recognized resource responsible for providing expert oncology nursing consultation and education relating to the latest developments in oncology nursing research, evidence-based cancer treatment, and supportive care for breast, cervical, colorectal, and other identified cancers as needed.

5 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATIO: Possession of a master's degree in nursing, public health, or a health field. EXPERIECE: urse Consultant 12 Three years of professional experience in clinical specialization, teaching, supervision, administration, or consultation, including two years of post-master's degree experience; or, one year equivalent to a urse Consultant P11. KOWLEDGE, SKILLS, AD ABILITIES: Must have thorough knowledge of clinical nursing principles and be able to provide expert clinical nursing consultation to health care agencies and professionals in local communities throughout Michigan. Must have the ability to analyze and interpret complex clinical/health care related data, and to plan, develop, and promote strategies to address deficits in local/regional service delivery. Must be skilled in the use of computers to generate reports, prepare presentations, and to conduct basic data analysis. Must have the ability to organize, prioritize, and manage multiple concurrent responsibilities. CERTIFICATES, LICESES, REGISTRATIOS: Must be licensed as a Registered urse in the State of Michigan. Must have a valid Michigan driver s license and a clean driving record. Certification as an Oncology urse or Breast Care urse through the Oncology ursing Society, certification as a Family urse Practitioner, or certification and/or experience as a nurse navigator for breast or colorectal cancer is preferred.
