Approve the request from the Board of Supervisors of Contra Costa County in their attached Resolution No. 2010/458 (Attachment B) designating the Alameda County Emergency Operations Center in Dublin as a potential alternate County seat location in the event ofa disaster, and adopt the attached resolution (Attachment C) which defines these actions. DISCUSSION/SUMMARY: On November 21, 1961, File #98772, your Board approved a resolution designating the County Fairgrounds in Pleasanton as the alternate County seat. Ifa declared disaster occurred that caused significant damage to County facilities, the Board of Supervisors may determine to move the County seat to an alternate location outside of the affected area. In these circumstances, official business of the County would be conducted from the alternate location until such time as the original County facilities were repaired or rebuilt OAK STREET. 2 Honorable Board Members Page 2 September 23, 2010 Currently, the alternate County seat is designated as the COWlty Fairgrounds in Pleasanton. Board ofsupervisor offices could be relocated to the Heritage House, and County Administrative Offices could be relocated to other available locations on the Fairgrounds campus not in use for incident response activities. Since much has been learned in recent years about potential seismic risks within Alameda COWlty, your Board may also want to consider designating additional sites for a COWlty seat further east. The Board may designate the EOC in Dublin and the Martinelli Center in Livennore as locations convenient for the Alameda County public and possibly outside of the seismically impacted area. Designating several possible locations will provide flexibility to the Board and the County Administrator to select the most appropriate location for the specific circumstances. In July, staff from Contra Costa County contacted the COWlty Administrator's Office requesting use of the Alameda County EOC as an alternate County seat during a disaster. On September 21,2010 the Contra Costa County Board of Supervisors approved the attached Resolution 2010/458 designating Diablo Valley College (DYC) located at 321 Golf Course Road in Pleasant Hill, and the Alameda County EOC as alternate County seat locations. They have requested that Alameda County adopt their attached resolution to complete the agreement and have requested the same action from DYe. Depending upon the nature of incident response activities, the Alameda COWlty EOC may be able to provide adequate space to serve as an alternate County seat for either Alameda or Contra Costa counties. Ifa disaster is widespread, the EOC will likely be fully activated for Operational Area response, and the other designated sites for both counties would be used. FUNDING: No additional appropriations are required, and there will be no increase to County net cost associated with this Board action. If relocation were required, Alameda COWl1y would invoke MOU with the respective property owners and provide compensation ifrequired. Respectfully submitted, Susan S. 3 ATTACHMENT A RESOLUTION NO _ A RESOLUTION OF THE BOARD OF SUPERVISORS OF THE COUNTY OF ALAMEDA AGREEING TO THE DESIGNATAnON OF A TEMPORARY ALTERNATE COUNTY SEAT WHEREAS, Government Code section provides that a board of supervisors shall designate by resolution an alternative temporary county seat, which may be outside the boundaries of the county, for use in the event of war or enemy-caused disaster, or the imminence thereof; and WHEREAS, the board, and any county officer or agency as directed by the board, shall provide such facilities of any kind at the temporary county seat as appear desirable for the functioning of the government of the county at the temporary county seat in the event that it becomes necessary; and WHEREAS, it is in the public's interest to identify alternate locations both within and outside ofa specific county, and that counties provide assistance to each other during disasters when practicable, and in anticipation that a local emergency may make Alameda County's seat in Oakland.inaccessible; and WHEREAS, the Alameda County Fairgrounds in Pleasanton anticipates that it may be able to provide adequate alternate space for use by Alameda County without impacting disaster response activities planned at the Fairgrounds site; and WHEREAS, the Martinelli Center in Livermore anticipates that it may be able to provide adequate alternate space for use by Alameda County; and WHEREAS, the Alameda County Emergency Operations Center (EOC) in Dublin anticipates that it may be able to provide adequate alternate space for use by Alameda County; and WHEREAS, the Alameda County Board of Supervisors would require offices and a public meeting room that seats 200 individuals, a public address system, accessible facilities under the Americans with Disabilities Act, and adequate parking facilities; and WHEREAS, the Alameda County Board of Supervisors, on November 21, 1961, adopted Resolution No designating the Alameda County Fairgrounds as a temporary alternate county seat and now determines to also designate the Martinel1i Center and the EOC as additional alternate county seats for Alameda County government; NOW, THEREFORE, BE IT RESOLYED by the Board of Supervisors of the County of Alameda hereby accepts the designation of the Alameda County Fairgrounds, the Martinelli Center, and the Alameda County Emergency Operations Center and the management authorities of these entities, agrees to provide alternate county seat for Alameda County government in the event of war or enemy-caused disaster, designates, and directs the Clerk ofthe Board to file copies ofthis resolution with the Alameda County Board of Supervisors and the Alameda County Administrator's Office. BE IT FURTHER RESOLYED that the following individuals are designated as contacts in the event that a temporary alternate county seat in Alameda County is required;
