Miley Supervisor, District 4 25 February 2009 Oakland Office (510) Main Line 1221 Oak Street, Suite 536 (510) Facsimile Oakland, California district4@acgov.org Honorable Board of Supervisors County Administration Building 1221 Oak Street Oakland, California Dear Board Members: Subject: AUTHORIZE AN INCREASE OF APPROPRIATIONS WITH OFFSETTING REVENUES FOR VIOLENCE PREVENTION EFFORTS RECOMMENDAnONS: It is recommended that your Board authorize the Auditor-Controller to increase District 4 appropriations by $17,000 to be offset by Violence Prevention trust funds as indicated on the attached financial resolution to support local violence prevention efforts: 1. $10,000 - Women on the Way Recovery Center (Principal: Barbara Quintero; Location: Hayward), February 1, June 30, $7,000 - Elmhurst Weed and Seed (Principal: Dedocio Habi; Location: Oakland), March 1,2009 August 1, 2009 DISCUSSION/SUMMARY: In July of 2005, your Board approved the Alameda County Violence Prevention Blueprint (VPB), a broad approach to countywide violence prevention through collaboration across County agencies, cities, law enforcement agencies, schools, businesses and neighborhoods. The VPB has identified 20 program and service priorities to decrease risk factors, increase resilience, develop strong and supportive communities within the general areas of Children and Youth, Families, Neighborhoods, and Program and Government Effectiveness: 1. Re-entry is one of the VPB service priorities. Women on the Way Recovery Center (WOTW), a 501 C(3) and state licensed residential drug and alcohol recovery program for women also provides support for abused, addicted, and battered women. Funding will support transitional housing, drug treatment services, medical, dental and mental health services, employment training and education services. WOTW participates in the County's Violence Prevention efforts in the targeted communities ofashland and Cherryland through the Ashland VP Collaborative as well as the Safe Schools and Safe Neighborhoods strategy of the Eden Area Livability Initiative (EALI). 2. The Elmhurst Weed and Seed Initiative (Initiative) has six program areas focusing on the Elmhurst neighborhood in East Oakland that are aligned with the VPB: Law Enforcement; Community Policing; Prevention, Intervention and Treatment; Neighborhood Restoration; Evaluation; and Safe Haven. Funds will be used to create an integrated website for the Initiative that will include historic information, community photos, community resource information and links to other community service providers.

Project Description: Women on the Way Recovery Center- Haviland provides an intensive program of positive peer support, 12-step recovery groups and activities, treatment planning, education in alcohol and drug addiction and recovery principles, voluntary Bible studies, information on substance abuse-related diseases such as Hepatitis Band C and HIV/AIDS to women of Alameda County. WOTW has referral arrangements with local clinics and service providers to offer the women HIV and HEP C testing, pre and post test counseling and follow up services, as well as general medical, dental and mental health screening, treatment and follow up for their physical and mental health needs. We assist women to develop life skills such as parenting, anger management, domestic violence prevention, nutrition, relapse prevention, and prevention of sexually-transmitted diseases. We refer women to Allen Temple and BETA programs for vocational re-training and assistance. 4. Project Outcomes: WOTW will provide Alameda County re-entry women with services to decrease recidivism. 5 WOTW will provide mentors for YLC girls to build confidence, trust and develop strategies for making better choices and enriching life skills 5. Certifications and Licensure: Women on the Way Recovery Center is a licensed treatment facility for women all case managers are certified drug and alcohol counselors or interns. PAYMENT TERMS Terms and Conditions of Payment Women on the Way Recovery Center is requesting $10, from Violence Prevention Funds to support these efforts in reducing recidivism among Alameda County women probationers and parolees. All donations to Women on The Way Recovery Home are tax-deductible (501C3) as charitable Contributions. 6 MI~~DWORKS f DEFINITION OF SERVICES Program Description and Performance Requirements Provider: MindWorks Net Department: Board of Supervisors, District 4 Term: March 01! August 01, Services: Provider shall create an integrated web site for the Elmhurst Weed and Seed Initiative. The Web site will include historic information, community photos, information on community resources, and links to entities that can provide services that benefit the community. Filmed interviews will be conducted with key community members as well as organizations that provide health, after school programs, tutoring, and other relevant and community enriching services. 2. Program Name: Elmhurst District Promotional Media Project 3. Project goals and outcomes: The project team will conduct the following tasks that will be created and then integrated, and then published on the Internet on behalf of the community: Contract a qualified Web site developer to work collaboratively to create a positive image for the Elmhurst District Secure adomain name for the project and have the project hosted for an initial period of one year Work collaboratively with the Elmhurst Weed and Seed team to identify community assets and information to be represented on the web site Identify individuals with astrong and successful history in the district as community servants or community leaders to be interviewed (we anticipate not more than 6-8 community interviews, each not more than 2 minutes in duration). The expected outcomes for the project are: Write and publish life stories, community information and other relevant information that will give the community positive recognition Film interviews of community leaders and edit for integration into the web site Film places and organizations that provide service to the community to raise awareness and guide interested parties to said places or organizations Create web site links to city and other agencies to make help the community better engage service providers and community resources Integrate the web site and the videos in an appealing and dynamic way to invite and encourage viewers to use the site 4. Reporting Requirements Contractor shall submit program report mid-way (three months after funding is received) and then at the end of the contract (six months after funding in received) stating the activities and outcomes achieved and recommendations on how best to create a sustainable web presence without the need for continued support from external sources. 7 5. Evaluation Requirements: A. Contract Liaison, or designee, may at any time, upon reasonable notice, monitor and conduct an evaluation of progress and information captured for the creation of the web site, which may include site visits and reviews of financial and other records and materials connected with the activities financed. B. Contract Liaison, or designee, shall conduct web site visits to assess the effectiveness and overall appeal of the web site. 6. Certification/Licensure: N/A 8. Service Area/Delivery Site: Since the project is centered on web site development, the information and web site will be accessible to all with Internet access who know the web site lirl. Once interviews are conducted and the information is properly formatted, the site will be configured and published however, it will be accessible as each page is built. Interviews may be conducted throughout the target area depending upon the availability of the interviewee. 9. Interview Criteria: Interview criteria will be based upon information and feedback from members of the Elmhurst Weed and Seed Initiative and from an existing network of contacts that currently provide services to the community. Once the names of individuals or agencies are provided outreach to conduct initial interviews will begin. Records of each interview attempt will be kept along with other relevant information. All such information will be provided at the conclusion of the project. Terms and Conditions of Payment A. Payment: 1. The total amount shall not exceed $ 7, Funds shall be used solely in support of the MindWorks Net/Elmhurst District Promotional Media Project staffing and services operational budget. Funds may not be used for any purpose other than those specified herein without prior written approval from the Contract Liaison. 2. County shall pay the provider upon receipt of the invoice.
