2 Welcome and Introductions Approval of Previous Meeting Mission Statement Tobacco Education Program Update Community Transformation Grant Update Meeting began with introductions at 9:06 am. of May 9, 2012 were approved by consensus. Mission statement was read by Dian Kiser. Presented by Yvonne Rodriguez, TEP Coordinator Yvonne noted that the Health Education Unit is applying for a new grant through the USDA and we will be hiring new staff for that program. It may require some shifting of current staff, so we will keep everyone posted on any relevant program shifts. This is the last year of our 3 year cycle for CTCP. We have had an $80,000 cut for this year, but our Scope will basically remain the same. Next year (FY 13-14) will be a bridge year for CTCP funding. We will have to propose an objective to work on. Because of the bridge year we will not be doing CX this year, but we will conduct the community CX next year (FY 13-14). Lea provided a brief overview of this year s Youth Purchase Survey (YPS) which was conducted on May 18, 19, and June 8 th. o 255 stores were reached and there were 24 sales which is a 9.4% sales rate. This rate is much lower than previous years. o There were more sales to large grocery stores than in past years. o There was a decrease in reported STAKE Act signage compliance this year. o This year we also piloted an evaluation project with TCEC in which half the youth completed the survey on ipod Touches and the other half completed the surveys on paper. Presented by Kimberly Bankston-Lee, Breathe Ca CDC multiyear planning grant administered by Sierra Health Foundation to work on chronic disease issues in Sacramento. 2 of 6

3 Hookah Education Presentation The Healthy Sacramento Coalition is meeting every other month. Their last meeting was June 27 th and their next meeting is August 23 rd. The coalition is also forming subcommittees such as the Training and Technical Assistance group, the Communications Subcommittee, and the Policy Subcommittee. There will also be a leadership team made up of the Health Officer, Key Leaders, and Legislature. Currently, Valley Vision and Sac State are working on a community needs assessment for Sacramento. If more information is needed, Sierra Health will put out a small grant for small community needs assessments. Several members of TCC are attending the Healthy Sacramento Coalition meetings and their intention is to keep tobacco control a main priority within the planning process. To sign up and RSVP for the Healthy Sacramento Coalition, visit the Sierra Health Foundation s website at: Presented by Narinder Dhaliwal of CCAP California s Clean Air Project Narinder presented Hookah: Laws, Lungs, Policies and Plans o Narinder presented on the history of hookah pipes and how they work o She provided information about the legal issues surrounding Hookah Establishments o She also provided information about local jurisdictions that are working to provide stricter enforcement of laws and prohibit hookah bars entirely. Subcommittee Updates Second Hand Smoke- 1) Teresa noted that the Secondhand Smoke Subcommittee met on July 10, 2012 and discussed many of their current projects that related to secondhand smoke including multiunit housing, college campuses, and outdoor dining. It was also stated that the competitive grantees just applied for 2 year augments to their grants with CTCP. 2) Teresa also noted that she, Carolyn, Kimberly, and Dian will be presenting to the Rental 3 of 6

4 Housing Association (RHA) regarding eliminating indoor smoke in public and market rate housing. Youth and Young Adult: 1) Alex noted that at the last meeting the group discussed the importance of social media and as it gains prominence in our work we have to rethink providing technical assistance via social media, just as we do with telephone and technical assistance questions. In addition, Alex mentioned that the TCC facebook page will be highlighting some of the milestones of our past years, so if anyone has any pictures or milestones of old TCC meetings and events, they would like to share them, please send them to Alex or to County Staff to forward to Alex. 2) CSUS, Student Health and Counseling Services, Presented by Lindsay Wetzel a. The task force will not meet until early Fall due to summer schedules. Tobacco Retail Licensing Task Force 1) Presented by Yvonne Rodriguez, Sacramento County TEP a. If anyone is interested in merchant education, there is an opportunity to provide a 20 minute education piece through the Board of Equalization. Cessation: 1) Presented by Kathy Ware, UC Davis Medical Center a. The second meeting of the Cessation subcommittee was held recently. The group is still working to determine what their structure and goals will be. b. The MIQ (Medi-Cal Incentives to Quit) Innovations Grant is currently providing incentives ($20 gift card) to individuals who receive Medi-Cal and who call the No-Butts phone line to receive counseling on quitting. This program was piloted in Sacramento with great success. Currently, in Sacramento 35% of Medical recipients smoke. This is a 5 year program and is just starting. 4 of 6

5 Code Enforcement Update Policy Updates School District Updates Announcements Presented by Dian, TCC Co-Chair There is no official code enforcement update. Dian is working with Sacramento County Code Enforcement to investigate complaints at a Hookah Bar in the County, and working with Sacramento City Code Enforcement to investigate complaints at a bar in downtown Sacramento. Presented by Dian, TCC Co-Chair 1) A big thank you to everyone who worked so hard on Prop 29. Prop 29 lost by less than 1% of the votes (25,000 votes) and was the closest initiative vote in California election history. Presented by Lindsey, Center for Tobacco Policy and Organizing 2) SB 575 closing loop holes in the labor code did not receive a vote, and will not move further. 3) AB 217 modifying the exemption for smoking in long term care facilities was approved in committee and will be moving on. 4) AB 1278 prohibiting smoking in hospitals was approved in committee and will be moving on. 5) AB 1301 increasing penalties for selling tobacco to minors was approved in committee and will be moving on. 6) AB 2026 the tax credit for movie productions in California is awaiting a committee hearing. This bill is not directly tobacco related but the Center is watching it because it provides tax credits for filming in California, but does not have any language regarding smoking in those movies. If this bill doesn t pass the current tax credit will expire. Presented by Alexis, Sacramento Unified School District 1) Sacramento USD has a grant to provide summer school for elementary students and transitional years (6-7 and 8-9). In addition, they are doing a Go Banana s program that educates students regarding tobacco and other drugs. 1) Yvonne asked if anyone who lives in Rancho Cordova or Folsom is interested in speaking to their City Councils regarding Tobacco Retail Licensing or a resolution to support the FDA ban on flavored tobacco products, please let her know. 5 of 6

6 2) Dian provided everyone with a copy of an article regarding the new smoke-free campus policy at UC Davis 3) Laurie is working on raising money to have a booth at the Pumpkin Festival in Elk Grove. She needs about $300 total for the booth, insurance and a table/tent. If anyone can help her, that would be much appreciated. 4) Laurie noticed a Joe Camel wheel cover on a car in Elk Grove. She was surprised to see it and wondered if it was illegal marketing. The group does not believe it is illegal.
