1 National Resources for Reducing Substance-Exposed Pregnancies SAMHSA FASD Center for Excellence 2101 Gaither Road, Suite 600 Rockville, MD Phone: STOPFAS ( ) The FASD Center for Excellence is a federal resource that offers information about preventon and treatment of Fetal Alcohol Syndrome. The SAMHSA FASD Center for Excellence has three main goals: reduce the number of infants born prenatally exposed to alcohol; increase functioning of persons who have a diagnosis of FASD; and improve quality of life for individuals and families affected by FASD. SAMHSA s promotes three evidence-based prevention practices: Project CHOICES; Screening and Brief Intervention; and the Parent-Child Assistance Program (P-CAP). Project CHOICES targets at risk women before they become pregnant. P-CAP uses an intensive home visitation model that spans over a three-year period to reduce risk behaviors in women with known substance abuse involvement. They also help children already affected because of alcohol-related conditions. The CDC achieves these goals through: monitoring alcohol use among women of childbearing age; tracking the prevalence of fetal alcohol syndrome; prevention programs for reducing alcohol use during pregnancy; educating the public on fetal alcohol syndrome; creating intervention strategies; and conducting research.

2 National Organization on Fetal Alcohol Syndrome 1200 Eton Court NW Washington, District of Columbia Fax: (202) Phone: The National Organization on Fetal Alcohol Syndrome strives to prevent women from drinking alcohol during pregnancy and to support individuals currently living with defects caused by an alcohol-related pregnancy. NOFAS works to educate the public, practitioners and policymakers about the magnitude of FAS and the ways it can be prevented. NOFAS offers a wide range of programs tailored to diverse populations. Some of these programs include: alcohol screening and intervention in community health centers; public awareness campaigns; and working with policy makers. Circle of Hope 1200 Eton Court NW Washington, District of Columbia mitchell@nofas.org Phone: Fax: (202) The Circle of Hope (COH), founded in 2004, works in collaboration with the Birth Mother s Network at the FASD Center of Excellence. The two programs have attracted a large network of women who have consumed alcohol during their pregnancy and may have a child or children with Fetal Alcohol Spectrum Disorders. Many of these women are in recovery for substance abuse, however the network also includes women who are not struggling with substance abuse but did drink alcohol during their pregnancy. The women support and mentor one another through recovery and dealing with the challenges of FASD.

3 Collaborative Initiative on Fetal Alcohol Spectrum Disorders 6330 Alvarado Court, Suite 100 San Diego, CA Phone: Fax: The Collaborative Initiative on Fetal Alcohol Spectrum Disorders (CIFASD) has the purpose of developing effective interventions and treatment programs through multidisciplinary research. Behavioral and clinical investigators work at various universities and health centers across the United States. The goal of the CIFASD is to create a network of sites that can collaborate and coordinate research on FASD. The American Congress of Obstetricians and Gynecologists Drinking and Reproductive Health: Tool Kit for Clinicians by ACOG, 2006, 14 pages, Available at: Alcohol and_substance_ Abuse/Drinking_and_Reproductive_Health_Tool_Kit_for_Clinicians The Tool Kit includes screening and brief intervention tools to assist clinicians in assessing the risk of a patient s chance of drinking while pregnant. This tool kit is comprised of 7 handouts for the clinician as well as 7 handouts for the patient. Some of the handouts for the patient include: contracts to stop or reduce drinking; plans for alcohol and birth control; and educational pamphlets about FASD. The T-ACE, TWEAK, AUDIT-C, and CRAFFT screening instruments are included in the clinician component. The Tool Kit is useful for analyzing the high risk factors for pregnant women, and instructing clinicians in how to help reduce the amount of drinking for women who are sexually active but do not plan on becoming pregnant.

4 U.S. Preventive Services Task Force on Behavioral Counseling Interventions for Alcohol Misuse 540 Gaither Road Rockville, MD Contact: Robert Cosby Ph.D. Phone: Can be ed through website U.S. Preventive Services Task Force made recommendations on screening and behavioral counseling interventions in order to detect and reduce alcohol misuse in primary care. The Task Force recommends that clinicians screen women over the age of 18 for alcohol misuse. Those engaging in risky or hazardous drinking are recommended to a brief behavioral counseling intervention in order to reduce the risky behaviors. Reducing Alcohol-Exposed Pregnancies by National Task Force on Fetal Alcohol Syndrome, 2009, 26 pages, Available at: This report reviews the evidence on prevention strategies to reduce alcohol use and alcohol-exposed pregnancies, provides recommendations on promoting and improving these strategies, and offers future research directions in the field of FASD prevention. The report highlights using validated screening tools to assess risk of alcohol misuse and alcohol-exposed pregnancies. The prevention strategies of universal, selective, and indicated prevention are also discussed. This report is a collaborative effort of several groups including the National Task Force on Fetal Alcohol Syndrome, the Centers for Disease Control and the National Center on Birth Defects and Developmental Disabilities.

5 A Pregnant Woman s Self-Help Guide to Quit Smoking by Coalition for Evidence-Based Policy, 2012, 9 pages, Available at: Pregnant-Women.pdf In this program, clinicians offer a minute session in which they teach the women how to use a 7-10 day self-directed smoking cessation guide (A Pregnant Woman s Self-Help Guide to Quit Smoking). There is empirical evidence that using this guide in conjunction with regular clinician care results in women reducing or quitting smoking. Regular clinician care includes: discussions of the risk of smoking; educational pamphlets; and information on resources on assisted quitting. The study has been replicated six times in several states in different types of clinics. Recovery Coaches for Substance-Abusing Parents by Coalition for Evidence-Based Policy, 2012, 3 pages, Available at: Recovery Coaches were matched with parents who have temporarily lost custody of their children to the state and are suspected substance abusers. The Recovery Coach coordinated with the parent(s), child welfare caseworker, and substance-abuse treatment agencies in order to remove barriers to treatment, encourage the parent(s) to begin treatment, and provide outreach and support services throughout the duration of the child welfare case. Recovery Coaches were trained and supervised during the program. They also wanted to assist individuals or groups that were affected by fetal alcohol syndrome. The National Task Force created a list of recommendations.
