2 Public Health England s role Public Health England s mission is to protect and improve the nation s health and to address health inequalities Our role in relation to Government is to promote evidence-based policy making We support local responses with a wide group of stakeholders 2 PUBLIC HEALTH ENGLAND S PRIORITIES FOR ALCOHOL

8 We know all this so why is it so difficult? It s legal It s part of our culture We enjoy it.and often condone excess use It provides jobs It provides revenue, with large vested interests 8 PUBLIC HEALTH ENGLAND S PRIORITIES FOR ALCOHOL

9 What is PHE going to do? We expect alcohol to be one of PHE s top priorities for next year We will continue to advocate the evidence base and challenge government We will help shape the national debate around alcohol and the harm it is causing We will help build a powerful coalition of organisations to address the challenge We will bring our voice and resource to this issue 9 PUBLIC HEALTH ENGLAND S PRIORITIES FOR ALCOHOL

10 Our objectives for alcohol To develop the evidence to support policy development nationally and locally To support and promote effective use of licensing legislation and local powers to create a safer drinking environment To encourage and support people who drink to do so within the lower risk levels To reduce the harmful impact of alcohol on individuals who already experience harm To support improvements in specialist treatment, in line with NICE guidance 10 PUBLIC HEALTH ENGLAND S PRIORITIES FOR ALCOHOL

12 What have we been doing? PHE activity to support delivery Hospital Admissions PHOF Indicator published following consultation Developing a Self-Diagnostic Tool for local areas to judge their response to alcohol harm Working with the Home Office and the Ministry of Justice to shape criminal Justice Service alcohol interventions Guidance on the most effective models of hospital-based services Staff employed to progress the development of guidance to support the Local Authority use of health information in local Licensing decisions Review of the alcohol content of the Change for Life campaign Working with NHS partners to support the implementation of Alcohol Health Check and Making Every Contact Count Working with a number of Government departments to support the roll out of IBA Service improvement materials that support development of NICE-compliant, complexity-based treatment services Developing a model A&E alcohol pathway for under 18 year olds Working across PHE and government departments to review integrated children and families pathways Working with the Department for Work and Pensions to establish integrated employment pathway as part of treatment delivery Developing a bank of examples of effective and promising practice, which will build over time and be shared nationally Alcohol Learning Centre Website maintained and accessible to promote sharing practice
