The adjusted rate per 1, population reached a high point in 22 (46.5). In 27, the adjusted rate (377.1) decreased 1.8% from 26. Specifically, meth/amphetamines decreased 37.4%, cocaine/crack decreased 6.4%, and marijuana/derivative decreased 1.3%. The manufacturing/distributing of other narcotics/opiates increased 4.6%. Reported possession/use violations decreased.6% from 26 to 27. Possession/use violations for meth/amphetamines decreased 18.5% and cocaine/crack decreased 14.8%. The possession/use violations for marijuana/derivative increased 3.9%. 94

Arrest rates decreased from 22 to 26, but increased 1.3% from 26 to 27. White persons accounted for 97% of the meth/amphetamine arrests, 78% of the marijuana arrests, and 67% of the crack arrests. African American persons accounted for 69% of the cocaine arrests. A 3.3% increase was seen in suspected alcohol use from 26 to 27, but a 5.% decreased in suspected drug use. Offender use of alcohol or drugs while involved in an Aggravated Assault incident increased 9.5%, but decreased 1% for a murder offense. Drug/Narcotic Violations and Drug Equipment Violations were the only offenses where drugs were reported more than alcohol. Counterfeiting/Forgery reported the same number for both categories. Other than the Drug Violation categories, Simple Assault had the highest number of offenders listed as using drugs or alcohol. 99
