1 VANCOUVER ISLAND WEST Local Health Area Profile 215 Vancouver Island West () Local Health Area (LHA) is one of 14 LHAs in Island Health and is located in Island Health s North Island Health Service Delivery Area (HSDA). The LHA is approximately 5,619 square kilometers. It sits at the south-western tip of the North Island HSDA, and is bordered by three other LHAs: Alberni, Campbell River and Vancouver Island North. has very few highways, and many communities are more easily reached by boat than by car. Highway 28 extends as far as Gold River. is approximately an hour and a half from Campbell River, and three hours from Port Alice. There is no public transit available in. An accompanying Interpretation Guide has been created to assist with the interpretation of indicators. The Interpretation Guide should be read with the profiles. These profiles are not intended to be used for detailed planning or analysis. As they are updated on an annual basis, there may be more current data available. 2 As of 216, the Vancouver Island West LHA represented.3% (2,71 people) of Island Health s total population of 775,5. According to 211 Census, 31% of people living in Vancouver Island West identified themselves as Aboriginal compared to 6.6% in Island Health and 5.4% in. On average, the population of Vancouver Island West is similar to Island Health and older than, with an average age of 44.7 years. The 65+ population makes up around 22% of the population which is similar to Island Health (23%) and higher than (17%). The Vancouver Island West LHA population is expected to increase by 2.9% over the next 1 years; this is lower than the growth expected for Island Health (1.6%) and (12.6%). Over the next 1 years, the most growth is expected in the 75+ age groups, while the to 19 and 45 to 64 age groups are expected to decline. Over the next 2 years, the 75+ population of Vancouver Island West is expected to triple. See Population and Demographics summary on page 1 for more information. 3 Access to adequate income, affordable housing, healthy food, education, early childhood development, healthy work environment and recreational opportunities influence our health and well-being. Health inequities or avoidable inequalities are directly linked to these social determinants of health. People who are less well-off have poorer health and shorter life expectancies than those who are well-off. By working upstream to improve the conditions in which all people live, work and play, we can decrease these gaps and improve the health and wellbeing of our population. Income and Employment The median household income in the Vancouver Island West LHA is around $48,5 this is about $1, lower than Island Health and. Unemployment rates are also high, at 12.5% compared to 7.8% for the province. The proportion of low income persons is higher among children and youth, and among adults, compared to and Island Health; however, the proportion of low income seniors is lower. Education Compared to Island Health and, a lower proportion of the Vancouver Island West LHA adult population have completed post-secondary education; however, while historically lower, high school graduation rates have been increasing over the past five years and were higher than Island Health and in Social Support Social support networks and connected communities contribute to individual and population health. While specific measures of social supports are not available, measures such as lone parent families and seniors living alone may highlight regions where the available community supports and connectedness of particular populations should be considered. In the Vancouver Island West LHA, there is a lower percentage of lone parent families and a similar percentage of seniors living alone as compared to Island Health and. 4 Housing and Transportation One way to measure affordability of housing is to look at how much of a household s income is spent on shelter. For the Vancouver Island West LHA, a lower percent of home owners spend more than 3% of their income on shelter compared to Island Health and, while a higher percent of renters spend more than 3% of their income on shelter. There is a higher percentage of crowded and multiple family households in Vancouver Island West compared to Island Health, and there is a higher percentage of households in need of major repairs. Among those who are employed, the average time to work is 7.5 minutes, compared to 16 for Island Health and 2 for, and 32% of these individuals report using active modes of transportation (walking, cycling, public transit) to get to work. This includes supporting mothers during the pre- and post-natal period, supporting families during early development years and supporting children and youth to grow, learn and transition into adulthood. The Early Development Instrument is used to measure vulnerability in kindergarten children across five domains (social, physical, emotional, language, and communication). Due to small numbers, information for Vancouver Island West is not always available; however, in 211 and 215, a higher proportion of children were reported to be vulnerable on one or more domain as compared to Island Health and. See Social Determinants of Health summary on page 12 for more information. 4
5 Child hospitalization rates for respiratory disease have decreased over time and are now lower in the Vancouver Island West LHA compared to Island Health and ; hospitalization rates for dental surgery have also typically been higher, although they have been similar to Island Health and over the past few years. Child Hospitalizations per 1, Children aged to 14 years Dental Surgery Respiratory Disease Island Health Crime and Substance Use Island Health overall has lower crime rates (serious crime, motor vehicle theft and non-cannabis drug offences) as compared to. Due to small numbers, information on crime rates are not available for the Vancouver Island West LHA. Alcohol consumption per capita is similar to the Island Health and average. Rates of alcohol-related hospitalizations are similar, but were higher than Island Health and in 213. Illicit drug- and tobacco-related hospitalizations were both lower the Island Health and in 213; however, illicit drug-related hospitalizations have shown an upward trend in recent years, while tobacco-related hospitalizations have shown a downward trend. 6 The health status of the population includes measures such as life expectancy, infant mortality, prevalence of chronic disease, mortality and pre-mature mortality. Due to small numbers, life expectancy estimates are not available for Vancouver Island West LHA. At 8.3 per 1,, the birth rate for Vancouver Island West is similar to Island Health (8.4) and (9.6); however, there are proportionately more births to younger mothers (under 2 years of age) and proportionately less births to older mothers (35 years and over). The rate of low birth weight babies and pre-term births (those born at less than 37 weeks) are both higher than Island Health and. Infant mortality numbers are too small for accurate reporting for Vancouver Island West. See Health Status summary on page 13 for more information on these topics. 6
7 The all-cause age-standardized mortality rate for Vancouver Island West is significantly lower than Island Health and rates; however, the standardized ratio for person years of life lost a measure that adds more weight to deaths that occur at younger ages is significantly higher. There are more than expected deaths due to endocrine, nutritional & metabolic disease, including diabetes, digestive system disorders, chronic lung disease and motor vehicle accidents; however, as numbers are small these differences are not statistically significant. See Health Status summary on page 14 for mortality rates; a complete list of Standardized Mortality Ratios by cause can be found on page Mortality (Age Standardized Rate per 1,) Island Health Chronic disease lifetime prevalence rates are higher for cardiovascular disease, including ischemic heart disease and heart failure, in Vancouver Island West LHA as compared to Island Health, while the prevalence of Alzheimer s/dementia, chronic obstructive pulmonary disease and depression are lower. 8 Although higher in 216, the hospitalization rate (inpatient admissions) for the Vancouver Island West LHA is in generally similar to Island Health and, both overall and for the population aged 75 and over. By service are, Vancouver Island West has higher rates of acute care admissions for maternity, medical and surgery services, and lower rates of admissions for psychiatry. Inpatient Case Rate Acute Care Inpatient Cases (Age Standardized Rate per 1,) Hospital admission rates for Ambulatory Care Sensitive Conditions (ASCS) - conditions that can be treated in the community if services are available and wouldn t necessarily require hospitalization are higher in Vancouver Island West LHA. While hospitalization rates are similar, emergency/urgent care visit rates, both overall and for those 75 years and over, are three times higher in Vancouver Island West as compared to Island Health. 9 The majority of hospital visits for both emergency/urgent care visits made by Vancouver Island West population are to the Gold River Health Centre; for acute care visits, the majority are to Cambell River Hospital. The Home and Communicy Care information for the Vancouver Island West LHA is combined with the Campbell River LHA. There is a lower number of home care and home support clients per 1, people for the Campbell River/ LHA compared to Island Health; however, the rates are similar when looking at the population aged 75 and over. Home care visits per 1, people aged 75 and over went up in 216, while home support hours, similar to Island Health, have declined.
