Situation update: 1.1 As of 05 November 2009, according to the Ukrainian Ministry of Health, the number of persons suffering from influenza and acute respiratory infections reached 633,877. In total, 28,836 persons have been hospitalized and 82 persons died in consequence of the epidemic situation. 1.2 The largest number of illnesses have been registered in Lviv, Ternopil, Ivano- Frankivsk, Chernivtsy, Rivne, Zakarpattya, Khmelnytskyi, Volyn and Vinnitsa Oblasts. In these Regions (Oblasts) 357,713 people were infected, 19,362 were hospitalized and 82 persons died. 2. Actions taken by the Government of Ukraine 2.1 The National Plan against pandemic influenza was initiated. The national authorities are taking necessary measures to prevent the H1N1 influenza from spreading. People have been recommended to stay at their homes and to refrain from travelling. Information about the ways of prevention and the features of the H1N1 influenza have been provided to the population by television, radio, and printed media. On 30 October, a quarantine regime has been imposed on 9 regions, which remains active at this point in time. NON - CLASSIFIED -1-

2 2.2 Operational Groups (24/7 duty) have been formed in the Ministries of Foreign Affairs, Health, and Emergencies in order to coordinate national activities and to facilitate the process of receiving international humanitarian assistance. 2.3 The Ukrainian Armed Forces have increased the level of readiness of their mobile military hospitals. 2.4 The Ministry of Emergency has increased the level of readiness of its mobile hospital and formed 536 special teams to assist the Ministry of Health in its disinfection efforts. 651 mobile generators are ready for use, and 479 vehicles have been assigned to medical personnel in order to provide assistance to those living in areas with limited access. 3. Actions taken by the EADRCC 3.1 The EADRCC maintain close contact with the Ukrainian authorities through the Ukrainian Delegation to NATO, and Ministry of Emergencies Ukraine, UN OCHA, WHO, MIC(EC). All the information are posted on the EADRCC webpage and on UN Virtual OSOCC webpage. 3.2 Transportation: Following possible transportation issues nations might be dealing with, the EADRCC has explored possibilities of coordinating/mobilizing transportation assets through the Movement Coordination Centre (MCCE) in Eindhoven/The Netherlands. When request for transportation support is issued the Center will be looking for the best possible solution to arrange airlifts from the donor country to Ukraine. This may include transport offered free of charge as a support to the operation. 3.3 According to the information provided by the EC Monitoring and Information Center (MIC), the MIC is preparing deployment of a co-ordination and assessment team to facilitate the delivery of the relief items on site and coordinate with the local authorities and WHO assessment team. 4. International assistance urgently required: 4.1 Ukraine authorities has updated urgently required assistance.
