1 Name of IRC: Sport and Recreation Industry Reference Committee Name of SSO: SkillsIQ Background SkillsIQ, under the direction of the Sport and Recreation IRC, has been commissioned by the Australian Industry and Skills Committee (AISC) to prepare a Case for Change that presents the strategic and evidentiary case for change to sports related nationally recognised training package products currently packaged within the SIS10 Sport, Fitness and Recreation Training Package. During the course of 2015 considerable scoping and industry engagement was undertaken by the former Industry Skills Council, Service Skills Australia, to define the extent and nature of development required to proactively respond to skills development needs in Australian sports. A key outcome was identifying opportunities to address the serious disconnect between nationally recognised sports qualifications and the long established, accepted and successful, Australian Sports Commission (ASC) coaching and officiating frameworks. This Case for Change sets out ongoing industry priorities for the future of the sports training package products. Training package products proposed for review This Case for Change proposes an extensive and thorough review of the current sports related training package products, including: 10 x Qualifications 169 x Units of Competency 14 x Skill Sets. See Appendix A for full list of training package products proposed for review. See Appendix B for a full list of job roles to which these qualifications currently align. Category of activities Update a training package, qualification, skill set, or unit of competency. Advice on new training products The number of units of competency cannot be absolute until further analysis and consultation is complete. However, it is not envisaged that the number of units of competency will increase. Estimated timeframes Central to this process is the ongoing involvement of industry, and national stakeholder engagement. It is estimated that development will take approximately 18 months. This work will be conducted under the guidance of the Sport and Recreation IRC. Research and Consultation At its 22 August 2016 meeting the Sport and Recreation IRC endorsed the proposed plan for Case for Change development. To facilitate the input of industry experts SkillsIQ, under the direction of the Sport and Recreation IRC, convened a Sport Technical Advisory Committee (TAC), bringing together a select number of individuals with the requisite background to provide guidance on skills needs and challenges in this area. TAC membership can be found at Appendix C. To inform this work and job role analysis, surveys were issued to 83 of 91 National Sporting Organisations, 6 National Coaching and Officiating Associations and Community Sport Australia. Stakeholder consultation took several forms as detailed in the below table. In total, 74 organisations responded to one or more of the surveys. A final survey was circulated for the purpose of validating and communicating Survey 1 and 2 results. 1

Through consultation activities it was communicated that there would be no impact on existing arrangements, rather enhanced pathways for learners and employers. Confirmation of consultation with states and territories This Case for Change has been circulated to each State and Territory Training Authority (STA). TAC membership and survey respondents provided representation across a number of states and territories. Case for Change The sporting sector plays a crucial role in Australia and the positive impact it has on the health of the population and, by extension, our economy, cannot be underestimated. As well as physical health, the industry promotes the mental health of individuals and the health of society overall by building social cohesion and inclusion, especially among those who are most likely to feel the most excluded. The key driver for change is the need to provide the Australian sporting industry with a skilled workforce, both paid and unpaid. The Sport, Fitness and Recreation Training Package plays a central role in ensuring access to qualifications that reflect current industry practice and skills demands. Widespread support was received for the facilitation of more connected pathways to attract and retain individuals in a range of sports job roles from the community to elite level. Based on feedback received, the IRC and TAC have deemed it essential that a thorough review of all sports qualifications is undertaken to act upon the opportunities identified above and ensure Australian sporting organisations have access to highly skilled individuals to fulfil both paid and unpaid roles. Training product issues Inconsistencies with existing industry accreditation schemes Currently the long established and successful industry National Coaching Accreditation Scheme (NCAS) and National Officiating Accreditation Scheme (NOAS), along with the national VET qualifications both offer training pathways for sport coaching and officiating however, the two systems have limited connections. This serious disconnect has caused market confusion and complexities and prevented the sports workforce, both volunteer and paid, from achieving its fullest potential. With industry identifying the best resources and practices available, support for the proposal to incorporate the ASC general principles NCAS and NOAS, from Introductory to Advanced levels, 2

3 within the respective nationally recognised vocational coaching and officiating qualifications was universally agreed. In-principle agreement from the ASC to incorporate the general principles of NCAS and NCOS from introductory to advanced levels within the respective nationally recognised vocational qualifications has been received. This acts as a significant opportunity for Australian sports to improve alignment and collaboration across the National Sporting Organisations, Australian Sports Commission and the Vocational Education and Training system. Further, this alignment would provide both time and cost efficiencies for the sector along with improved access to skills development opportunities. It is to be noted that existing NSO accreditation practices would not be impacted by this alignment. NSOs would continue to offer accreditation based on their needs and not be required to complete a VET pathway. Content Proposed changes build enhanced pathways as well as contributing to competitive and clean sports based on excellence, integrity and leadership 1.The following themes have been identified in relation to training package product content: streamlining of content where identified as appropriate incorporation of priority skills areas including child protection, diversity and inclusion, drugs in sport, harassment and discrimination, integrity in sport, mentoring, presenting and sports governance reviewing content to reflect the diversity of employer needs refining language to ensure clarity of industry expectations and support the quality implementation of training package products including content that supports the industry requirements for all athletes, coaches, administrators and practitioners to comply with anti-doping policies and procedures as a condition of their involvement in Australian and International sport acknowledgement of a broader workforce and its need to introduce children to sport and the broader fundamental movement skills and fun of sport and physical activities conducted in schools and other educational settings. Qualification Structure Survey responses indicated a need to revisit qualification structuring based on the skills deemed essential (core). Results identified a proposed structure of each qualification and there were confirmed by the TAC. Where appropriate, existing cross sectoral units of competency will be utilised within the qualification structure to limit the creation of duplicative training package products. Certificate III in Sports Trainer requires additional consultation to differentiate between the role of allied health professionals and tasks undertaken by a more advanced provider of first aid, injury management and injury prevention (sports trainer). Time since previous review Existing sports qualifications were last reviewed in 2012/2013 making it timely that a thorough review occur to ensure training package products reflect contemporary skills needs. Standards for Training Packages Existing training package products have not yet been transitioned to the Standards for Training Packages, this proposed review process would see all training package products developed to align with the Standards for Training Packages. 4 Access to a skilled workforce and qualifications that support the delivery of the skills and knowledge, as defined by industry. Further, industry and employers would significantly benefit from improved and streamlined training pathways that remove duplication and confusion that currently exists. Registered Training Organisations Any change to units of competency and qualifications creates flow-on impacts and costs for RTOs in relation to administrative systems, training resources and assessment materials. A positive impact for all RTOs will be improved clarity, particularly around assessment expectations. Included in this review will be the development of a Companion Volume Implementation Guide, providing delivery advice, to support the quality delivery of revises training package products. Learners Learners will benefit from improved clarity and updated training products that industry confirms reflect the current skills and knowledge required for work in the sector. This can only improve their readiness for work. Interdependencies with other Training Packages Cross sectoral training products proposed in this Case for Change will create portability of skills and broader options for qualification packaging. Impact of not implementing changes Industry has long been challenged by the disconnect between existing accreditation schemes and VET pathways. Further, industry has identified a number of opportunities for improving alignment between nationally recognised training package products and industry job roles and streamlining existing content. Delaying this review will only see a continuation of the complexities and challenges currently faced by industry and dated nationally recognised training package products that do not respond to current industry skills needs.
