No changes were made. Approval of Prior Meeting Minutes The April 16, 2015 meeting minutes were reviewed and approved with no changes. Announcements Heidi Richardson: This will be her last SC Meeting. Debra Larson will be representing Adult Protective Services at future meetings. Heidi acknowledged the SC for the work they do and expressed that she will miss participating. Co-Chair 6:08 Co-Chair 6:10 SC members acknowledged Heidi Richardson for her many years of service and thoughtful contributions and participation on the SC. Michaele Beebe: As a follow up from her announcement from last meeting regarding SB614, the bill is currently in appropriations. Those who wish to send the Appropriations Committee a letter of support for the bill may do so through their website at Members/Public 6:12 Uma Zykofsky: The Board of Supervisors (BOS) proclaimed May as Mental Health Month and Supervisors wore green ties/scarves to show their support. Various mental health stakeholders joined Uma in accepting the resolution on behalf of the community. 2 health awareness this month, as the volume of calls asking for green ribbons has increased and various organizations have requested mental health awareness presentations to their staff. Jane Ann LeBlanc: DBHS hosted a variety of activities this month in honor of May is Mental Health Month. The Stop Stigma Sacramento Speakers Bureau held an event to share their personal stories of hope and recovery with their friends and family. It was a very powerful event with a lot of positive feedback. On May 9, 2015 the Stigma Free 2015 youth event was held at the Clunie Community Center in McKinley Park. It was well attended, offering engaging activities, interesting speakers, and conversations around what mental health and recovery means to people. The Division of Behavioral Health Services (DBHS) partnered with many stakeholders and partners to make these events successful. Frank Topping: HomeBase, a non-profit, public policy law firm that works with communities to develop effective and humane responses to homelessness, will be holding their Northern/Central Valley Homeless Roundtable on Thursday, May 28, 2015 at the West Sacramento Community Center. Visit their website to learn more details: Stephanie Ramos: The Consumer Speaks Conference will be held on Friday, June 26, 2015 from 10:00 AM to 4:00 PM at the Holiday Inn Sacramento-Capitol Plaza. There will be some great speakers, including the Executive Director of the Copeland Center for Wellness & Recovery. Pangcha Vang: Journey of Hope: Real Life Stories of Living with Mental Health Challenges Portrayed Through Art is a community event displaying collaborative art pieces created by artists and consumer story writers sharing their journey to recovery. The event will take place at the Elk Grove American Renaissance Institute of Arts (ARIA) on July 12, MHSA Updates SC and Respite Partnership Collaborative (RPC) membership applications are available at the meetings and can also be found online at Boards-Committees/Mental-Health-Services-Act- Committee/BC-MHSA-Steering-Committee.aspx and respectively. 3 California Mental Health Services Authority (CalMHSA) Presentation Stephanie Ramos, Jodi Nerel, and Mark Vigario identified conflicts of interest and recused themselves from discussion and voting. Ann Collentine gave a PowerPoint presentation providing updates on the PEI Statewide Projects. The presentation included highlights from an evaluation report by RAND Corporation, a research organization whose work helps inform public policy. The presentation also highlighted the impact the PEI Statewide Projects have had in Sacramento County (see Attachments A & B). Jane Ann LeBlanc reminded the SC that the PEI Statewide Projects were funded through the local counties pooled one-time MHSA PEI funding for the specific purpose of the three projects: Suicide Prevention; Student Mental Health Initiative; and Stigma and Discrimination Reduction. Sustainability of the PEI Statewide Projects is being discussed across the State. Ann Collentine, Program Director, CalMHSA The SC supported a 5% commitment of local PEI funding in FY (current fiscal year) and was asked to consider a commitment for FY (see Attachment C). 6:22 Frank Topping moved to vote on Sacramento County s contribution to the PEI Statewide Projects at this SC Meeting (rather than continuing to June). Chad Lewis seconded. Member Discussion: A SC member expressed that she feels comfortable with voting on the issue this evening, as it has been a topic of discussion in previous meetings and she feels steeped in the issue. Public Comment: None. Motion passed. Leslie Napper moved that Sacramento County commit 4% of the identified local MHSA PEI funding towards sustaining the PEI Statewide Projects for FY Frank Topping seconded. 4 materials being disseminated. What does that mean? Ann Collentine: Materials are being developed in conjunction with members of the communities we are reaching out to and we are utilizing what are considered best practices for cultural adaptations. More specific information around the development of culturally appropriate materials can be brought back to a future meeting, if the SC desires. Where can more information about the RAND study be obtained? Ann Collentine: Publications from RAND s Evaluation of California s Statewide Mental Health Prevention and Early Intervention Initiatives project can be obtained on their website. html A SC member expressed appreciation for the work CalMHSA has done and feels Sacramento should continue to support the PEI Statewide Projects. Given that program startups are at a premium and cost more than sustainability, a SC member suggested contributing at the 4% level. A SC member expressed concern that the older adult and the homeless populations are not being targeted for outreach though the PEI Statewide Projects. A SC member expressed support for contributing 5%, as he feels the technology and Social Media that the project has invested in has a broad reach and this will continue to grow to the next generation. A SC member who is a master trainer of Applied Suicide Intervention Skills Training (ASSIST), a training funded by the PEI Statewide Projects, expressed that she wholly supports continuing ASSIST. She has received positive feedback from people who have completed the training and they are using what they ve learned to save lives in the community. Would contributing to the PEI Statewide Projects take away funding from Respite Programs sustainability? No, there would still be enough dollars to sustain the Respite Programs that align with PEI programming. A SC member representing Law Enforcement expressed support for contributing at the current level. He feels anything that can be done on the front end for prevention is a wise investment. 5 Public Comment: None. Motion passed. Sacramento County Uma Zykofsky shared that she attended the RAND presentation given at the State Capitol on Monday (5/18/15) in an effort to identify and separate the impacts of local efforts from Statewide efforts. For example, Sacramento County s Mental Illness: it s not always what you think project has displayed media such as billboards, and ads on busses and gas toppers all over Sacramento; a person visiting Sacramento could see a billboard and then see other mental health awareness ads in their home County, and those two events may result in the person seeking needed services. Although it is difficult to determine if the evaluation outcomes are a sole result of the Statewide effort, or if the results were amplified by the effects of local efforts, it is clear that synergy is happening. Being the California State Capital, Sacramento s efforts are influential and do make an impact. That being said, it is difficult to do everything ourselves. Having standard outreach materials to use across the State creates continuity in the message being conveyed, and participating in these types of Statewide projects creates economies of scale. It is also important to maintain funding for our local PEI programs, so there should be a balance. Sacramento County would be able to maintain this balance with a contribution anywhere between 3-5% this fiscal year. CSS Expansion Community Planning Process Phase C Design Jane Ann LeBlanc gave a PowerPoint presentation around the CSS Expansion Community Planning Process Phase C Design (see Attachment D). Jane Ann reminded the SC that Phase C was identified to address Other System Priorities that were not addressed in Phases A and B. The presentation included Phase C focus areas brought forth at prior SC/Workgroup meetings: Katie A treatment needs; Collaborative Courts treatment services; and Existing MHSA program expansion (programs not included in Phases A and B). There is $1.6m remaining in Phase C. Jane Ann LeBlanc, MHSA Program Manager 7:20 Uma Zykofsky spoke about the Katie A. population and Sacramento County s responsibility to serve them. She also spoke about the various collaborative courts in Sacramento County and the idea of creating mental health treatment programs that are supportive of the work being done in the collaborative courts. 6 The Honorable Stacy Boulware Eurie, Presiding Judge of the Juvenile Court, spoke about a subset of the Katie A. population, Commercially and Sexually Exploited Children (CSEC), and the need for services specific to their issues. SC members were asked to discuss and consider: 1) Designating the existing Katie A. Steering Committee as the workgroup to make a program recommendation for up to $800k (plus Medi-Cal) in MHSA CSS funding to address the mental health treatment needs of the Katie A. population. Additional stakeholders could be added to the Katie A. Steering Committee for this process. 2) Designating up to $800k (plus Medi-Cal) in MHSA CSS Expansion funding to increase capacity/ implement new service strategies that further address system challenges in the TCORE and Wellness and Recovery Center programs. In order to carry this out, DBHS will analyze system data in the context of identified system challenges, working with these providers to identify how they can address the challenges through expanded funding and negotiate expansion allocations. Gordon Richardson moved that for Phase C, the MHSA SC delegate responsibility for creating proposals for serving the Katie A. population to the Katie A. SC; and responsibility to DBHS for working with TCORE, the Wellness and Recovery Centers to address timeliness and capacity issues. Mark Vigario seconded. Member Discussion: A SC member agreed that the collaborative courts do great work and asked what happens to the cost savings that is created when early intervention services are implemented across the systems. Stacy Boulware Eurie: Similar to investing in programs and campaigns to raise awareness and to prevent suicide, we know there is a cost/benefit analysis, but we can t put a cost on the negative. When we talk about increasing capacity to collaborative courts, how does one quantify the safety and stability that either an adult or a youth has by receiving needed services, not recidivating, and stopping intergenerational dynamics? Uma Zykofsky: It is true, every person going through a mental health court and successfully completing do not go to jail, and therefore the reinvestment is in the life that they live. 7 Is $800k enough money for the collaborative courts? Stacy Boulware Eurie: For just the delinquency side, we re looking at no less than $700k-$800k per year. So in terms of all the collaborative courts, it s not enough, but we will make the best use of the funds we receive. The treatment services we currently have to support the identified youth has so far been through grants through service providers. As we look at sustainability, unless there is appropriate County investment, we can only hope the services continue. Uma Zykofsky: The reason we bring up the Katie A. population is that some of the youth who are touched by the CSEC Court are de facto Katie A. population and need to be in the treatment system. We are proposing that the Katie A. SC look at what program(s) can be built with the funds we can offer. Treatment component enhancements/expansion is needed to make collaborative courts successful (eg. Mental Health Court services provided through TCORE and FSP programs). A SC member who identified themselves as having been sexually abused in the past expressed that they feel that early intervention and treatment for sexually abused children is important, and supports dedicating some funding for it. A SC member asked for clarification around what was meant when it was mentioned earlier that there are structures already in place for Katie A. and the collaborative courts, including CSEC. Was it meant that there are funding structures in place? Uma Zykofsky: No, I wasn t speaking of funding structures. Since the inception of the Katie A. Settlement, a steering committee was created to work on developing programming and be a central place for communication and connection. They intimately know the population and the needs, so I was suggesting that we use that Katie A. Steering Committee as a workgroup of this committee and have them bring back a proposal for a treatment program for that population. With regard to the aforementioned idea of focusing on treatment, a SC member suggested dedicating $1m of the Phase C funding for APSS and TCORE, $500k for each of the Wellness and Recovery Centers, and $600k for some of the other things you were suggesting. A SC member who works as a children s mental health provider expressed that MHSA funding is one of the most flexible forms of funding in terms of the types of treatment that can be delivered. When it comes to children in the child welfare system, including the sexually exploited Questions? us at: MHSA@SacCounty.net or call (916) 875-MHSA 7

8 children, mental health treatment is very limited in the amount and types of services that can be provided, and often times the child needs more than what can be provided. This funding would allow services above and beyond the child welfare system entitlements. He supports using half of the available funds ($800k) for this Katie A. subgroup. A SC member expressed support for both recommendations. He would like to learn more about the design and success rates of the TCORE and the Wellness and Recovery Center programs. He also expressed that he is looking forward to the time when the MHSA SC can start discussing PEI program expansion Jane Ann LeBlanc indicated she will meet with him to educate him more about the programs. The Program Director of the Wellness and Recovery Center invited him to visit the site to learn more, as well. It is logical to use the Katie A. SC as an ad hoc workgroup to vet out program ideas for that population; will the ideas come back to the MHSA SC? Yes, the Katie A. SC recommendation would come back to the MHSA SC. Uma Zykofsky suggested that some MHSA SC members join the Katie A. SC in developing proposals. A SC member expressed support in the recommendations presented. The courts needs are immense this is how the need for prison space is reduced. A SC member expressed that the community need for adult mental health services is great and it is more difficult to gain funding for programs serving adults rather than children, and supports expanding the recommended adult programs. Action was tabled to the June SC meeting. General Public Comment Member of the Public Expressed she is glad the SC is tabling action regarding Phase C CSS funding. She would like to call attention to recently published data in the Journal of the American Medical Association showing that African American children are committing suicide at twice rate of any other ethnicity, according to a study from 1993 to She urges the SC to use the time between now and next meeting to do research around this and to consider other populations before making funding decisions. 9 Sylvia Young, Program Director at Turning Point Abiding Hope Respite Program Asked if the MHSA SC will be voting on funding for respites in the coming meetings. The SC voted on this in April and the Division will be sending communication in the coming days to the grantees around sustainability feasibility and necessary program shifts to align with funding requirements. Karen George, Teacher Recommended having representation from Education, Homeless Providers and the community based organizations that work with exploited children on the Katie A. SC workgroup.
