Prenatal Wellness Program Katie Arnst was introduced and welcomed. Ms. Arnst gave brief presentation on the Maternal Child Health Unit s Perinatal Wellness Program. 1 st focus will be on education and reducing stigma; meeting with Sign Up for Training Information Information Share Katie Arnst Administrative Specialist, Maternal Child Page 1 of 5

2 those who provide pregnancy, post partum depression, and perinatal mood/anxiety disorder services [via clinics, home visiting programs] 2 nd Focus will be to screen women in the target population with the Edinburgh Postnatal Depression Scale (EPDS) in order to identify women with symptoms of Perinatal Mood and Anxiety Disorders. Those identified with symptoms, by a score of ten or above on the Edinburgh and those who score anything besides a zero on the suicide ideation question are eligible for referral to the PWP. The PWP will assign a nurse case manager to referred clients. The nurse case manager will link clients to mental health professionals, free of cost. Point of Interest: Both licensed and unlicensed staff are able to administer the EPDS. Referrals may be made from any provider office, organization, or agency within the county, provided that copies of all EPDS are sent to the program, regardless of score. Protocols for referral are forthcoming. Health Division Program will begin with large training [set for about 300 people], and will follow up with smaller trainings for community groups, and providers to include the Office of Education. The 1 st large program training takes place March 17 and 18 th with Post Support International; speakers are Dr. Pec Indman and Dr. Caroline Cribari. The last day of training will be on pharmacologic treatment of mood disorders, discussed by Dr. Cribari. Internal training for staff began 2 wks ago in preparation for this program to be implemented. Those interested in receiving additional information on upcoming training are welcome to sign up. Information will be forwarded. Those referred to program will be contacted for assessment within 24 hrs of referral. Clinician contracts for service provision are also currently in the process of being setup. Presentation concluded with miscellaneous questions and answers, including Post Partum Support International stats shared by KDH. b. Coroner s Report Coroner s office shared summary of stats on suicides in Tulare County. Information Share Coroner s office V. DISCUSSION Budget Items discussed: Prop 63 MHSA funding, which the SPTF will utilize as part of the Motion made, seconded, and approved for Task Force Noah Whitaker Page 2 of 5

3 Prevention & Early Intervention (PEI) plan under MHSA. The core of prevention/early intervention focus was shared verbally. Committee can reference pgs 7 and 8 of MHSA Guidelines for more detailed information. Priorities, Programs, Activities, Partitioning of Funds FY 09/10 Budget forecast information was provided to outline programs and services the SPTF will be implementing for prevention awareness. May and September 2010 will focus on presenting the SPTF s largest pushes for prevention. Each of these months will present multiple and various community outreach events, public service announcements, and trainings. Activities of sub committees: - Development of voucher system across county, in various areas; services would reach those who are uninsured or don t meet criteria for services. Researching evidence based practice to attach to this service if possible; training meaning of standardizing protocols for services needed. - National Suicide Prevention week activity funds are needed ASAP; Noah shared briefly activities and vendors for the week. Focus is Expression for Hope. It was estimated that funding in amount of $45,000.00, would be needed for the Chalk Art event planned for the Outlet Mall in Tulare. Working to ensure all participants are local artists, speakers, etc. - Request for approval by Task Force designee to utilize funds needed for May and September prevention week activities. - Request for approval by Task Force designee to utilize funds needed in an amount up to $50, to be utilized for the Chalk Art Event in Tulare. Open Discussion Paul Hurley, Visalia Times Delta shared: VTD is working with 210 Connect, a local faith based community organization group owned by the First Presbyterian Church, for an upcoming community event. 210 Connect group, located at 210 W. Center St., will hold meetings the 2 nd Monday of each month from 7pm 830, where public forum with discuss and share items/issues of interest to and within the community. The topic for upcoming 2/8/2010 meeting is Suicide Prevention, at which informational materials from the TC SPTF will be shared. 210 Connect is also looking to implement in the near future, an on line chat forum on suicide prevention. in participating in 210 Connect events are welcome to contact Mr. Hurley at 559/ or via at: phurley@visalia.gannett.com. Noah Whitaker commented that he would be interested in attending and/or participating in events on behalf of the SPTF. Mr. Hurley further shared that he is part of a gang prevention task force. Annual Suicide Prevention Convention is in April The 2009 conference was attended by Carla Sawyer, who briefly shared her experience in attending. Committee approval needed for 3 attendees at an estimated cost of $10, Carla Sawyer and Noah Whitaker requested to attend; leaving 1 slot available for another attendee request. can contact Noah Whitaker, Cheryl Lennon Armas, or Dr. Haught. Attendees will be approved by Committee Chair. VII.
