Step 2 Develop and implement a strategic plan for community outreach and capacity building. Step 3 Launch evidence-based programs as the lead agency. Step 4 Manage, sustain and grow membership. Step 5 Promote coalition brand and message

9 Social Host Civil Liability Laws A state, county or city may impose an administrative fine upon an adult who knows or reasonably should know that underage drinking will occur on private property they own, lease or otherwise control. Enacted in 32 states and over 150 cities and counties have social host ordinances as of November California does not have a social host law. Effective public safety tool for law enforcement Have a deterrent effect, encouraging parents to prevent teenage drinking parties
