Among Broward County high school students 16,684 (or 24%) had their first drink of alcohol by the age of 13 or younger (2010 FYSAS) 23,705 (or 34.1%) Broward County high school students and 7,751 (or 14.8%) Broward County middle school students report current alcohol use (2010 FYSAS) o 57,251 Broward County residents age 12 to 20 years of age, had at least one drink of alcohol in the past 30 days (Estimates from the NSDUH sub-state data for ) The annual cost of underage drinking related motor vehicle crashes in Broward County is $43,979,000 (2009, University of Miami) o Problem There were 1,513 alcoholrelated crashes, 1,074 alcohol-related injuries, and 58 alcohol-related fatalities in Broward County in 2009 (FL HSMV Report) Root Causes "But, why?" Parents have favorable attitudes 55% of Broward adults do not think that people have a great risk of harming themselves when they have 5 or more drinks of alcohol (binge drinking) once or twice a week (2010 BRFSS). Minors have favorable attitudes 37,053 (or 30.4%) Broward County students report that it is not wrong for someone their age to drink alcohol regularly (FYSAS, 2010) Alcohol is easily available Among Broward County high school students who drink alcohol: 16.1% of males report their usual source was to buy alcohol in a store; 5% of females reported that their usual source was to buy alcohol in a restaurant, bar, or club (2010 FYSAS). Local Condition "But, why here?" Parents/Adults permitting underage alcohol consumption Local testimonials (Police Chief) More than 2/3rds of Broward County high school students who drink alcohol reported their usual drinking location within the past 30 days was their own home (23%) or another person s home (45%) (2010 FYSAS) Parents/Adults are unaware of the effects of alcohol on minors, and on themselves Adults are drinking heavily in Broward County (prevalence data) Adults are modeling drinking behaviors by drinking in front of their kids (Focus Groups) Minors are unaware of the health and legal consequences of alcohol consumption 65,452 (or 53.7%) middle & high school students in Broward County do not consider the daily use of alcohol as harmful (FYSAS 2010) Social Acceptance 14,748 (or 12.1%) middle & high school students in Broward County believe they would be seen as cool if they drank alcohol regularly (FYSAS, 2010) Local alcohol merchants are providing alcohol to minors There is 30% non-compliance rate with sale of alcohol to minors among Broward County merchants (ABT, March and June 2009). GIS maps show spots of high density of alcohol retail outlets. Social Access Among Broward County high school students who drink alcohol, 11.3% reported that their usual source was for someone else to buy alcohol for them and 47% reported that someone else gave it to them ( FYSAS)

4 Problem Children and youth are experiencing serious consequences caused by increasing rates of marijuana use that is also placing them at dramatically higher probability of drug addiction and mental health problems. Marijuana is the only major substance of abuse whose use is increasing among Broward County youth in recent years. Between 2006 and 2010, the percent of current marijuana use rose 34 % for local high school students and increased 72 % among middle school students. In 2010, 15.3% of Broward County high school students and 4.3% of Broward County middle school students reported current marijuana use. ( FYSAS) Among Broward County high school males, 10.9% had first used marijuana by the age of 13 or younger as had 4.9% of Broward County high school females. (2010 FYSAS) There were 792 primary addiction treatment admissions for marijuana among youth under 18 in Broward County during 2010 representing 89% of all local youthful primary treatment admissions. (FL DCF) Root Causes "But, why?" Parent s/adult s Favorable Attitudes For the first time in 41 years, 50% of Americans think marijuana should be legal, up from 12% in 1970 and 31% in Among those aged 18 to 29, 62% favor legalizing marijuana as do 56% of those aged (The Gallup Poll 10/2011) Youth s Favorable Attitudes 69% of Broward County middle and high school students do not consider trying marijuana a few times by someone their own age as harmful. (2010 FYSAS) Marijuana is Readily Available The sources of marijuana in Broward County are from both domestic production and imported Caribbean, Central, and South American varieties from multiple drug trafficking organizations. (South Florida HIDTA 2010 Threat Assessment) Emerging Issues Task Force Logic Model Local Conditions "But, why here? Adult Perception of Marijuana Risk 24% of Broward County adults believe that smoking marijuana regularly presents only a slight risk or no risk of harm at all. (2010 BRFSS) In another survey, 56% of Broward County residents reported they do not believe that smoking marijuana once a month presents a great risk of harm. (NSDUH Sub-state Data) Marijuana Use by Adults 5% (or 1 in 20) of Broward County youth and adults report having used marijuana in the past 30 days. (NSDUH Sub-state Data) Youth Perception of Marijuana Risk 45% of Broward County middle and high school students do not consider the regular use of marijuana, by someone their own age, as harmful. (2010 FYSAS) Youth Social Acceptance An increasing number of Broward County youth believe they would be seen as cool if they smoked marijuana. ( FYSAS) 20% of Broward County middle and high school students report that it is not wrong for someone their age to use marijuana regularly. (2010 FYSAS) Marijuana is in the Schools 51% of Broward County middle and high school students who have smoked marijuana in the past 30 days report that they have been drunk or high at school. As compared to those who have not smoked marijuana in the past 30 days, 5% report that they have been drunk or high at school. (2008 FYSAS) Criminal Sales 39% of Broward County middle and high school males who have smoked marijuana in the past 30 days reported hey have sold illegal drugs. (2008 FYSAS) There were 1,112 juvenile arrests for marijuana offenses in Broward County during FY (FL DJJ)

5 Prescription Medication Abuse - Logic Model 12/20/2011 Problem Medication abuse is considered an epidemic of serious consequences in Broward County. 59,685 Broward County adults (aged 18 and above) reported the nonmedical use of pain relievers in the past year (2010 BRFSS) There were 6,674 emergency department visits involving the nonmedical use of pharmaceuticals (Fort Lauderdale Division of DAWN, in 2009) There were 470 deaths in Broward County in which 525 Rx drugs were identified as a cause of death and 441 additional prescription medications were found present at the time of death (2010 FL MEC) Root Cause "But, Why? Medical Access Florida had the highest per capita rate of Opioid Pain Relievers sold in the United States in 2010 at 12.6 kilograms in morphine equivalents per 10, 000 population at compared to the national rate of 7.1 (CDC, 2011) Social Access 40% of Florida adults (aged 18 and above) who reported the past year NMU of prescription pain relievers got them for free from family or friends and 12% bought them from family or friends (2010 BRFSS) Low Perception of Harm 59 % of patients receiving treatment for prescription drug abuse in a Florida study reported a great risk of harm if people abuse prescription opioids as compared to 82% if they abused heroin and 75% if they abuse cocaine (Source: Scott Pritchard, A Cross Sectional Study of Prescription Drug Abusers in Florida Treatment Programs, 2011) Local Condition/"But, why here?" Medications dispensed directly by physicians Rx s obtained from Family & Friends Rx s obtained by purchase from Drug Dealer Lack of education Advertising of any medication Doctor Shopping 14% of patients receiving treatment for prescription drug abuse in a FL study reported they had prescriptions from more than one doctor while the majority reported they got them from a family member or friend. However 43% of those family members or friends had obtained prescriptions from more than one doctor (Pritchard, 2011) In Broward County led all counties in the nation with the highest number of oxycodone dose units directly dispensed by a medical practitioner (more than 20 million) (US-DEA, ARCOS) Need for Addiction Treatment An estimated 13,345 Broward County youth and adults needed but didn t receive treatment for the non-medical use of pharmaceuticals in the past year (NSU - CSPSA and 2010 NSDUH) 65% of patients receiving treatment for prescription drug abuse in a FL study reported they got them for free from family or friends and 58% bought them from family or friends (Pritchard 2011) Among Floridians who reported the nonmedical use of pain relievers in the past year, 2.8% stated they had purchased them from a stranger or drug dealer (2010 BRFSS) 48% of patients receiving treatment for prescription drug abuse in a Florida study reported they had purchased prescriptions from a drug dealer in the 12 months prior to entering treatment (Pritchard 2011) There is a lack of Continuing Medical Education about nonmedical use of pharmaceuticals for physicians and other health care professionals in Broward County (Broward County Medical Association) There is a lack of a curriculum about the appropriate use of medications in Broward County schools (Key informant) While most of the advertising for over-the-counter and prescription drugs is not for the most abused medications, the wide-scale commercial promotion of pharmaceuticals sends the message that medicines are safe and completely ignore the issue of Nonmedical Misuse. (United Way of Broward County Commission on Substance Abuse s Task Prescription Drug Abuse Task Force, 2011) 5

6 Multicultural Hispanic/Latino Task Force Logic Model - Underage Drinking - 12/21/2011 Problem Early use of alcohol among Hispanic / Latino children and youth is leading to both immediate and lifelong consequences -There were 177 Emergency Department Reports involving alcohol use by underage Hispanic drinkers (Ft. Lauderdale Division of the DAWN, in Of those 177 visits, 101 involved Only Alcohol and 76 involved alcohol in Combination with 117 other drugs. -Among Broward County Hispanic high school students: 31.4% had their first drink of alcohol by the age of 13 or younger.* 48.6% report current alcohol use.* 27.2% report current alcohol binge drinking.* - Among sexually active Broward County Hispanic high school students, 25.1% drank alcohol or used marijuana or other drugs before the last time they had sexual intercourse.* *2009 YRBS **2010 FBRSS ***Focus Groups with Hispanic Parents, 2011 Root Cause "But, why?" Parental/Adult Attitudes -Among Broward County Hispanic adults, 25.1% report having engaged in heavy or binge drinking.** -Hispanic parents are not being strict enough nor are they providing positive roles for their children. (Hispanic Youth Focus Group, Aspira 10/11) Youth Attitudes Many teenagers in our generation need to be under the influence to have fun. Many youth drink and go to parties at night and do not realize the responsibility that comes along with drinking (Hispanic Youth Focus Group, Aspira 10/2011) Easy Access Youth obtain their alcohol at home, at parties, or at stores with a fake ID (easy available on the Internet), or without a fake ID through strangers, older friends, a family member or a friend that works at a store*** Local Condition "But, why here?" Parents do not know the health and legal implications of alcohol consumption (for themselves and or for their children) -Parents are sponsoring parties with alcohol for youth (Chief of Police, November 2011) -Parents lack the ability to set limits, and to communicate the prevention message to their kids.*** Media Marketing -There is too much TV programming showing alcohol consumption as source of happiness.*** Youth unaware of health/legal implications of underage drinking -Among Broward County Hispanic high school students, 7.9% reported having had at least one drink on school property during the last 30 days.* -Fitting in and peer pressure is a key area for youth assimilation / acculturation process (Key Informant) -When asked how acceptable is underage drinking, youth responded: definitely accepted; a lot of people think it s cool; in some countries it s ok (Hispanic Youth Focus Group, Memorial 8/2011) Minors can obtain alcohol from family and friends -Among Broward County Hispanic high school students who drink alcohol, 37.2% reported that they usually obtained it by someone giving it to them.* Minors can obtain alcohol from neighborhood grocery stores -Retailers are selling alcoholic beverages (alcohol/alcopops) to underage youth. (ABT) 6

Lauderdale Division of the DAWN, in Among Broward County Hispanic high school students, 8.1% report their first use of marijuana by the age of 13 or younger (YRBS, 2009). -Among Broward County Hispanic high school students, 29.9% report current use of marijuana (YRBS, 2009). -Among sexually active Broward County Hispanic high school, 25.1% drank alcohol or used marijuana or other drugs before the last time they had sexual intercourse (YRBS, 2009). Root Cause "But, why?" Parental/Adult Attitudes 56% of Broward County youth and adults (aged 12 and above) do not believe that smoking marijuana once a month presents a great risk of harm. (2010 NSDUH, substate data) Youth Attitudes Youth think is cool. Marijuana won t kill you. (Key informant) Easy Access The sources of marijuana in Broward County are from both domestic production and imported Caribbean, Central, and South American varieties from multiple drug trafficking organizations. Adult Perception of Marijuana Risk -Many parents are in denial: my child is not using drugs (Key informant) -Adults are unaware of the risks of marijuana use and do not know what to say to their kids about it. (Key informant) Youth unaware of health/legal implications of marijuana use -Among Broward County Hispanic high school students, 10.2% reported they had used marijuana one or more times on school property during the last 30 days.* -According to Florida Department of Juvenile Justice, there were 164 marijuana offenses for Hispanic males and 15 for Hispanic females in Broward County between July 2010 and June Minors are getting marijuana from friends -Children and Youth are obtaining marijuana from friends at school and neighborhood (Hispanic Focus Groups, 2011) 7

9 S-PAT for Children and Youth: Research shows that the more that we can delay the onset of use of alcohol and drugs by our children and youth, the less likely they will have a problem in adulthood. This S-PAT will focus its work and activities to empower children and youth to make informed decisions. S-PAT for Adults: Research shows that parents and caregivers are the number one influence in their children s choices. This S-PAT will focus its work and activities to empower parents and adults with the tools to assist with raising children free of alcohol and other drug involvement. S-PAT for Communities: Alcohol and other drugs use/abuse has devastating impact on our neighborhoods and communities. This S-PAT will provide tools that empower communities to be change agents.

10 SC for Media: Media is a critical partner. This Committee will be in charge of all media relations and activities, including the Speaker s Bureau. SC for Surveillance: This Committee will provide emerging and drug trend data and information to the S-PATs and the entire community, maintaining the latest emerging data and information required to set priorities and direct services and resources where they are needed the most. This group will provide analysis of the data selected to be tracked on the Logic Models, keeping the three S-PATs updated.
