2 Alcohol Brief Interventions - Local Delivery Plan Standard 2015/16 For 2015/16 ABI delivery will be formally linked to the NHS Boards Local Delivery Plan (LDP) as a LDP standard. This was confirmed in the LDP Guidance for 2015/16, which was issued to NHS Boards in December 2014 and published on the Scottish Government website at the following link: h/quality-improvement- Performance/NHSScotland/LDPGuid15 16 The ABI LDP standard is as follows: NHS Boards and their Alcohol and Drug Partnership (ADP) partners will sustain and embed alcohol brief interventions in 3 priority settings (primary care, A&E, antenatal) and broaden delivery in wider settings. Scottish Government are currently considering National and Board level targets to demonstrate sustained and embedded delivery which takes account of updated population data. We will share these targets in February along with updated National Guidance. The long-term aim of the ABI programme has always been to sustain and embed ABI delivery into the day-today practice of NHSScotland. The emphasis for 2015/16 continues to be on embedding delivery and finding local, sustainable solutions to challenges. To support the focus on embedding an ABI Leads event focussing on ABI delivery in Primary Care was held in Edinburgh on 22 January The day included a mix of presentations and discussion, showcasing innovative approaches in different areas. Drug & Alcohol Treatment Waiting Times Local Delivery Plan Standard 2015/16 For 2015/16 drug and alcohol treatment waiting times performance will be formally linked to NHS Board Local Delivery Plans (LDP) as a LDP standard. 3 The drug and alcohol treatment LDP standard is as follows: NHS Boards and their Alcohol & Drug Partnership (ADP) partners will continue to ensure that 90% of clients wait no longer than 3 weeks from referral received to appropriate drug or alcohol treatment that supports their recovery. It is expected that services for people are recovery focused, good quality and can be accessed when and w they are needed. This standard continues to apply to specialist services in both community and prison settings. It is the responsibility of NHS Boards to ensure drug and alcohol services in prison(s) within their area comply with the standard. Latest quarterly drug and alcohol treatment waiting times figures (July - September 2014) were published on 16 th December on the ISD website: Topics/Drugs-and-Alcohol- Misuse/Publications/. We are delighted to note that national performance continues to improve: For the third successive quarter all Health Boards are currently meeting the HEAT standard. In July-September 2014, 96.9% of the 11,238 people who started their first drug or alcohol treatment had waited 3 weeks or less, compared to 96.8% in the previous quarter. For alcohol, 97.4% of people waited less than 3 weeks while for drugs the figure was 96.1%. Prison performance in relation to this HEAT Standard remains consistent: than 3 weeks while for drugs the figure was 96.1%. Prison performance in relation to this HEAT Standard remains consistent: In July - September 2014, of the 1,083 people who started their first drug or alcohol treatment in Scottish prisons, 95.2% had waited 3 weeks or less (based on returns from 13 of the 14 prisons). We understand this is a challenging Standard to maintain and greatly appreciate the efforts being made to sustain delivery. Waiting times data is also included as part of the ScotPHO drug and alcohol profiles which we hope is a useful tool for local baseline and goal setting and benchmarking: Please contact Hilary Scott, Team Leader: ADP National Support: Hilary.scott@scotland.gsi.gov.uk should you wish to discuss in more.
4 Alcohol and Drug Partnerships (ADP) Reports ADP Peer Learning Event 19 March 2015 Edinburgh We would like to thank all ADPs for sharing their Annual Reports. Scottish Government officials are currently reading all of your reports. Your ADP Reports are informing Ministers and Officials on national progress and giving an understanding of the national picture. Your Annual Reports are also helping to inform priorities for future national support. The Scottish Government will provide some feedback to ADPs on their reports in February. However, as last year, this won t be extensive as the ADP accountability route is through the Community Planning Partnership and the expectation is that they will provide the detailed feedback. Scottish Government is currently updating the ADP Planning and Reporting Guidance to reflect the evolving delivery landscape, which we hope to circulate in February. ADP three year Delivery Plans are due by 15 June 2015 and should cover the period April 2015 to March The next ADP Annual Report covering 1 April March 2014 should forwarded to Scottish Government by 15 September. Please contact Amanda Adams, Scottish Government, Alcohol Team, should you wish to discuss this in more detail: Amanda.adams@scotland.gsi.gov We are hosting an ADP Peer Learning event with a focus around ADP Performance Frameworks, ADP Delivery Plans and Annual Reports. This event will build on our learning from the event held last year on 10 June. T are 2 places available per ADP. The event is aimed at ADP coordinators/lead Officers/Information officers/those in your ADP who are responsible for compiling the performance element in ADP Plans and Reports. The event will be peer learning, and will include short presentations, with a focus on group discussions. It is likely that we will include presentations/discussion on: using evaluation and performance management to track and measure the delivery of your outcomes Health and Social Care Integration Integrated Resource Framework Progress with DAISy and Recovery Outcomes Tool The venue costs for this event are being met by the Scottish Government and is free to attend.

Please contact Amanda Adams, Scottish Government, Alcohol Team, should you require any further details at this stage: An outcome framework for problem drug use NHS Health Scotland has recently published an outcomes framework for problem drug use which can be accessed via the following link: nts/24442.aspx NHS Health Scotland led the development of the framework in collaboration with Scottish Government, Alcohol & Drug Partnerships (ADPs), national voluntary organisations and evaluation specialists. Aligned to the national policy, The Road to Recovery, the Framework comprises a strategic logic model and four nested models, one each for Prevention, Recovery, Families and Enforcement. In illustrating the pathways to achieving improved health and social outcomes for those affected by problem drug use, the framework outlines the desired direction of travel with available evidence of effective interventions and policy and practice notes relevant to Scotland. The existing seven core outcomes and indicators agreed at community planning level between Scottish Government, COSLA and ADPs have been embedded in the outcomes framework. Consistent with a knowledge-into-action approach it is intended that the outcomes framework supports and facilitates the generation, management, and utilisation of knowledge by decisionmakers in order to inform policy with evidence. The framework is not a definitive or prescriptive account of problem drug use, but is offered as a planning resource for ADPs that can be adapted and reviewed according to local circumstance and needs assessment. It is hoped that w evidence may be lacking this can foster innovation and evaluation in order to contribute to the evidence base, share learning and advance knowledge of appropriate effective interventions. For further information contact Elinor Dickie, Public Health Adviser, Evidence for Action: elinor.dickie@nhs.net Drug and Alcohol Information System (DAISy) ISD Scotland, commissioned by the Scottish Government, is progressing with the development of an integrated national outcomes information system for drugs and alcohol. The Drug and Alcohol Information System (DAISy), once operational, will collect data on people engaging with specialist drug and alcohol treatment and support services and their outcomes achieve.
6 DAISy will replace the existing functions of the Drug and Alcohol Treatment Waiting Times Database (DATWTD) and Scottish Drugs Misuse Database (SDMD), offering a more user-friendly system which reduces the need for duplicate data entry. The final dataset for DAISy was published in December and can be accessed via the following link: ance/. This dataset was developed in consultation with national commissioned organisations (including Scottish Drugs Forum and the Scottish Recovery Consortium), Alcohol and Drug Partnerships (ADPs), services and service users. For more information please contact Lindsay Mathie, DAISy Project Manager: lindsay.mathie@nhs.net East Dunbartonshire Recovery Café East Dunbartonshire Recovery Café is delighted to have been shortlisted for a Safer Communities 2015 Award. The Café was among 70 submissions and was chosen as one of only 8 to go forward to the award finals in March, in the Strengthening Community Engagement and Resilience category. The awards are run by the Scottish Community Safety Network (SCSN) which brings together people who are involved in community safety in Scotland. Over 70 local people who are on a journey of recovery, come together at the café held in Kirkintilloch Baptist Church Hall, on the first Saturday of every month to socialise, share a meal and enjoy some entertainment. The café provides a trusted forum for people who might otherwise feel isolated and a welcoming environment w they can offer each other support through a shared, lived experience. It also enables individuals to give-back which can be an important aspect of recovery and the event is now entirely organised by the participants. Participants can be recovering from drug or alcohol addiction, live with a mental health issue or have been affected by life events. Families and carers also go along to the café which has been running now for 20 months. The café was initially set up and is funded through the East Dunbartonshire Alcohol and Drug Partnership and is the direct result of service-user consultation which showed that people in recovery struggle with relapse out with traditional service hours. The café aims to provide prevention and early intervention. Councillor Michael O'Donnell, Convener of East Dunbartonshire's Social Work Committee, said: "I m delighted that East Dunbartonshire Recovery Café has been recognised in this way. From its beginnings in May 2012, we now have a Management Committee and powerful testimonials from individuals who highly value the Café and its ethos. During the current financial climate, when individuals may struggle for
7 opportunities to socialize, it offers an opportunity for good food, entertainment, peer support and signposting to services utilising effective peer introductions. It gently challenges stigma within the local community, and is highly regarded and supported within the local community." Shortlisted projects are also automatically entered into the Safer Communities Scotland s People s Choice award which gives the public an opportunity to vote for their favourite shortlisted project. The winning project will received a 2000 prize. People can vote for East Dunbartonshire s Recovery Café by visiting the Safer Communities web site at g/scsn/safer-communities-awards html. Voting is open until midnight on Friday 20 February. Councillor O Donnell is encouraging local people to vote for the café. It would be great if local people would get behind this very worthwhile project and give it their vote. The recognition of winning an award can help raise awareness, helping more people in need and potentially levering in financial and other support. This would enable us to grow the project and support even more people on their recovery journey. East Dunbartonshire ISD - Alcohol Update Recovery afé ISD s annual Alcohol-related hospital statistics report was released in November adding new information for 2013/14. Previous annual reports have focused on continuous inpatient stays (CIS) for alcohol-related conditions (referred to as discharges ). This year s report sees some major improvements and does not only report on discharges (which are now referred to as hospital stays ), but also includes much more detail on numbers of individual patients treated, and for the first time includes information on new patients. New patients are defined as not having been hospitalised for an alcohol condition in the previous 10 years, so give an indication of hospitalisation incidence. Another improvement is the addition of much longer time trends, with many figures going back to 1981/82. The Excel file has been made more interactive and allows users to choose stays, patients or new patients, age groups, NHS Board or Council Area, individual condition, etc. The purpose is to provide additional indicators that give a fuller picture of health service use. The Alcohol Profiles have also been recently updated with up-to-date information from routine data sources and surveys added. This will increasingly become a continuous process and our aim is, in due course, to update indicators as soon as the underlying data has been published elsew. The Profiles form a key part of an extensively redesigned, comprehensive data resource for the alcohol and drugs misuse field made available via the Scottish Public Health Observatory (ScotPHO) website. The
8 Alcohol section on the website contains links to many more data sources that ADPs can potentially use to evidence any progress made. Your view on our new resources would be very welcome. In the next edition of this newsletter we will cover the latest new releases relating to Drug Misuse. For more Information contact: Annemarie van Heelsum (ISD) or Self Directed Support At the commissioning workshops held in November 2014 with ADPs questions around Self-Directed Support (SDS) were raised and Scottish Government undertook to follow this up. As you know SDS is the early stages. The Social Care (Self-directed Support) (Scotland) Act (2013) came into effect April 2014 and helps to underpin new flexible models of support, expanding opportunities for all adults, children and their families who use social care and support. We are continuing discussion with Policy colleagues and will be in touch with updates through future bulletins and directly with ADPs as appropriate. Meantime, we would be interested to hear of any focused work on SDS with people who have problem alcohol and/or drug use or their carers, and what model is being used. It would also be useful to know how you are planning to include drug and alcohol users, e.g. using vouchers or direct payment. 9 44/ pdf to view the Easy Read version Scottish Families Affected by Alcohol and Drugs (SFAAD) Grampian Family Support Forum Grampian Family Support Forum (GFSF), a voluntary organisation, is active in offering family support and representing the voices of families affected by substance misuse. The Grampian area also hosts a strong recovery community; however t is little interaction between the two groups. In an effort to strengthen relationships between both communities the event Recovery- a Family Affair was held on the 24 th of January The event showcased recovery and family support in a variety of ways including live testimonials, conversation cafés, recovery presentations and a marketplace of information stalls. The overarching aim of the event was to bring family members and people in recovery together for a day of workshops, discussions and opportunities to learn from each other. The event was supported by the Grampian Alcohol and Drugs Partnerships, the Aberdeenshire Drug, Alcohol and BBV Community Forums, Scottish Families Affected by Alcohol and Drugs and the Scottish Recovery Consortium. Wayne Gault from Aberdeenshire ADP was in attendance throughout the day. Sheila McKay, Chair of the Forum says: Substance misuse affects us all, particularly the family members who have a loved one caught up in addiction. It is important that those family members have support available to them and can connect with others in the same situation. The event was structured with formal presentations and a conversation café in the morning whilst the afternoon saw a variety of different activities, which included contributions to open meetings from Fellowships, Naloxone training, a recovery slide show from Aberdeen in Recovery and opportunities to participate in mindfulness workshops and nail art tasters. Of the 140 people attending 48 were family members, many of whom had never been to a public event before, and 49 were individuals in recovery. The remaining attendees were professionals and services relevant to the recovery community. Initial feedback was very positive, with many suggesting it should be a regular event. Scottish Families has supported the GFSF since it was formed and our CEO Christine Duncan was delighted to attend the successful event focused on a family-inclusive recovery community.
10 UK Faculty for Homeless and Inclusion Health s Annual Symposium The UK Faculty for Homeless and Inclusion Health s annual symposium on health, homelessness and multiple exclusion takes place in London on Wednesday 4th and Thursday 5th March The symposium is developed by Pathway (the homeless health charity) and the Faculty for Homeless and Inclusion Health with support from the Health Foundation. NHS Health Scotland will live streaming the plenary session from the London event to 200 St Vincent Street, Glasgow and integrating local roundtable discussions with colleagues from health and third sector organisations.
