1 NHSE Southern Region EIP Preparedness Programme Examples of Good Practice February 2016 In April 2015, the Oxford AHSN Early Intervention Network was tasked with implementing the NHSE South Region EIP Preparedness Programme. The network was well placed to undertake this work given its track record in improving services using evidence, clinical engagement and partnerships. The programme is founded on strong relationships between the programme team and its growing network of stakeholders across 16 mental health providers and 50 CCGs. The work of the programme is managed through two groups: EIP Preparedness Programme board meets every two months and provides leadership and oversight of activities and progress. The board is chaired by Fiona Edwards, CEO of Surrey and Borders NHS Foundation Trust. The EIP Clinical and Technical Group is an action focused forum which meets monthly via Webex. The group worked together to develop the EIP Matrix which has been used successfully to support collection of the baseline data, to identify gaps and areas of best practice. The programme team has visited all 31 EIP teams in the region and held 10 workshops to bring local experts together. providing insight on barriers and facilitators to implementation as seen at a local level. Overall, the EIP Preparedness programme has created a supportive space to share best practice across the region and a route for wider dissemination. 2 South West Cornwall Partnership Cornwall's has done some great work with their commissioners, here is a short video of their commissioners, EIP team and a person who previously access EIP talking about how they have been working together to enable them to have the highest percentage of people in education/employment in any EIP team in the South of England. There are six CCGs that commission EIP services through a Mental Health Commissioning Collaborative arrangement. The lead commissioner of this collaborative and the EIP provider, Surrey and Borders Partnership Trust, have worked closely together to ensure positive service outcomes. In preparedness for the access and wait standard going live the lead commissioner and provider took early action in coming together, identifying the funding increase awarded to EIP and agreeing the actions required to be compliant with the standard. We are pleased to report that our Service Development Improvement Plan was written and embedded in the Trust s 2015/16 contract and progress has been on course. The evidence base for EIP has always been valued in Surrey and as a consequence has been fully supported through the commissioning plans and the providers clinical strategy. We are particularly proud of: Joint meetings between our East and West services, ensuring that best practice and learning is shared across Surrey and variation is kept to a minimum Funding identified by commissioners and included within 15/16 contract in accordance with national allocation guidance and an uplift in 16/17 to meet extension of service age to all adults Transparency from the Trust in terms of direct service increase following increased investment monitored through a SDIP Strong commissioner/provider relationships resulting in open communication of any challenges which may arise Innovative thinking and bid prepared for funding to supplement services with online platforms Timely planning and access to training for professionals across both EIP services to ensure readiness for April

3 Within Surrey we continue to learn and are aware of our need to improve data capture using our new Trust implemented system. We are keen to share best practice and learning with other areas who may face or have overcome similar challenges. We have set up informal update sessions in between the more formal performance meetings in order to ensure we are keeping CCG informed and to make sure we get their input as we develop things. Neil is keen we develop co- production of services with SUs/carers which he has had experience with from tier 2 development. As things move so quickly with many aspects of preparing to deliver on this new standard it s been crucial having them closely involved in this process. We involve SUs and carers in helping us to improve our service this happens either through the Local Governance Groups in each of our main areas in Sussex (West, East and Brighton/Hove) or via other routes eg EYE project (Engaging Youth Early) which has produced some fantastic psychoeducation materials co- produced with young people in Sussex (EIP and non EIP). Which are attended by Liz Richards, BANES Managing Director, Bill Bruce Jones Clinical Director and the senior leadership team alongside the CSU.The commissioner is very supportive of Early Intervention and proactive in supporting the New Access & Waiting Time Standards. We are in agreement where we need to focus in the coming year. 3

4 Monthly EI managers meetings chaired by Anthony Lacny provide overarching supervision and management for the implementation of the new standards as well as 3 monthly EI network days which across the AWP services and quarterly South West Regional EI network days. The parity of Esteem money to date has been used to provide training for the team as well as increasing the workforce by an additional Band 6 post. From 1st April the therapies services will be supporting the provision of CBT for Psychosis in EI by an additional input from 2 accredited CBT therapists to deliver CBTp. This adds to the one fulltime practitioner already in the teams to provide effective services The At Risk Mental State Work is being provided by an additional Band 4 1 year secondment to work with 14/18 caseload and alongside 1 year Band 6 post. The Band 6 post will continue following completion of the secondment within the EI teams to support interventions. Liz Richards Managing Director, AWP B&NES lizrichards@nhs.net Central Wiltshire/AWP When the NHS Wiltshire CCG became aware of the targets for Early Intervention in Psychosis (EIP) Dr Georgina Ruddle, Wiltshire Commissioner for Mental Health, Learning Disabilities and Dementia, made contact with the Managing Director, Denise Claydon, Community Service Manager, David Leveridge and Wilstshire EIP Team Manager, Phil Harding. We started having regular discussions and meetings about service performance, proposal for work force development and how these could be enhanced to meet what we knew about the new targets for Early Intervention. Funding was made available that has been used, following a detailed, approved business case, to provide relevant training, staffing adjustments (most notably freeing up specialist staff to enable them to utilise their CBT, Occupational and Family Intervention skills), and service developments to enable the Wiltshire Team to be in a position to deliver the enhanced standards expected far sooner than many EIP Teams nationally. Dr Ruddle also undertook a service review to gain a deeper understanding of the service delivery, pathways and perspectives of those providing, accessing and working alongside the service as well as meeting with the team as a whole. She has encouraged an open line of communication with the Wiltshire EIP Team which the Team Manager has found extremely motivating and positive, responding to their queries, and utilising their comments and feedback. Dr Ruddle has stated that the team are very enthusiastic and themselves very approachable, and motivated to deliver an effective, efficient and safe service. Wiltshire LDU are also engaged collaboratively with the CCG in other areas of development i.e. the Perinatal and Infant Mental Health pathway ( which spans AWP services and many others). Overall, it has been a very positively challenging process with honest and hard working collaboration which should put Wiltshire EIP in a great position to deliver an excellent enhanced service to our young people in Wiltshire.
