2 Dear friends, It is my pleasure once again to present Hacienda s Annual Report was another full year for Hacienda. Our programs in affordable housing, economic development, youth and family support and homeownership are stabilizing and changing the lives of Portland s vulnerable residents. I am proud of the impact we are having on our communities. This year, we selected a design-build team and general contractor for the Portland Mercado, and secured over $300,000 in additional grant funding for that project. We were honored to receive the 2013 Strides for Equity award from Oregon Opportunity Network, in recognition of our work on the Living Cully Eco-district with our partners Verde, NAYA, and Habitat for Humanity. We have served over 1200 homeowners with educational seminars, personalized counseling, and financial assistance. We helped entrepreneurs create 40 jobs and secure over $300,000 in business capital through loans and matched savings accounts. And we have built a futsal court in the midst of our low-income neighborhood where kids and their families can engage in healthy living by playing soccer year-round. These are the projects that keep us excitedly returning to the office each day. We also know that our services are sorely needed; Latinos continue to suffer from high poverty rates, poor health outcomes, and the achievement gap in our schools. Hacienda is working to implement a vision of a more inclusive Portland, where Latinos can achieve their full potential and live healthy, successful lives. Our strategy involves working directly with families, as in our Youth and Family and Homeownership Support departments, as well as neighborhood-level projects such as the Portland Mercado, the re-building of 133-unit Villa de Clara Vista, and centralizing our services in a new office on NE Killingsworth. We design our communities with this idea in mind, incorporating community centers, after-school programs, recreation space and a Multnomah County health clinic to help our families connect with the services they need to thrive marked a special year in the Asset Management department as we neared graduation from the 18-month Asset Hacienda s Resident Services Coordinator, Juan Muros, partners with the Portland Police Bureau to keep the Cully neighborhood and the families in our housing complexes comfortable, inspired and safe. Management and Portfolio Preservation program (AMPP), administered by the Housing Development Center. Through AMPP, Hacienda has improved the way we forecast the financial futures and maintenance needs of our properties. The new monitoring tools will help our Asset Management and Finance departments better support the organization s ongoing financial health. 4 Community Economic Development Programs Portland Mercado project Mirco Mercantes Food Business Incubator Small business coaching The Community Economic Development department s mission is to empower Latinos through wealth creation and leadership development. The department aspires to be the leader in developing and sustaining a strong, economically vibrant Latino community in Oregon. The centerpiece of this initiative is the Portland Mercado project, an initiative that will combine intensive business coaching and access to capital with a year-round Latino public marketplace in SE Portland. Construction is set to begin in Spring 2014, with a grand opening projected for early The Portland Mercado kitchen will also house the Micro Mercantes program, Hacienda s first social enterprise that helps aspiring entrepreneurs sell their traditional foods at area farmers markets and through catering opportunities. We look forward to welcoming local education providers to the kitchen as well, to serve area residents with cooking and nutrition classes. The Mercado has garnered a wealth of accolades for Hacienda, including an award from Sustainable Business Oregon for 2013 s outstanding Equity initiative. We were also thrilled to enter a new partnership with Kiva Zip, a crowd-funded loan platform that has helped our entrepreneurs raise over $25,000 in capital for their businesses. Hacienda has helped me begin to achieve my business goals. Thanks to CED staff, I was guided through the application process to receive my health permits, a farmers market booth, marketing materials and so much more. 5 ge Preparing our youth for success Investments in our youth are investments opportunities to children in the very in our community s future. Youth and Family Services My son Carlos and I are very grateful for the AC Portland, Soccer for Success program. The program has helped me with my son because he has a lot of interested in soccer and it has been surprising to see him so involved. 6 Housing Development Building the communities we want to see 2013 marked an exciting event for the Hacienda community: the opening of a covered futsal court in our neighborhood! Futsal is a miniature version of soccer, played on a small, hard court. The court gives our families a place where they can access safe recreation and an opportunity for youth to learn new skills. In addition to the completion of the Futsal Court, Hacienda completed external rehabs on 115 units of rental housing at our Villas de Mariposas and Clara Vista Townhomes projects. The year was also busy securing financing and engaging in preconstruction activities at four projects that will begin construction in the summer of The projects include the external rehab of Los Jardines, a complete renovation of 25 units of Villa de Clara Vista, which will now be known as Vista de Rosas (a name selected by the current tenants), the Portland Mercado and our new headquarters which will allow all of Hacienda s programs to join under one roof. Homeownership Support Program Attaining, and keeping, the American Dream 2013 was Hacienda s busiest year yet in the Homeownership Support Program. Our Housing Counseling team served over 1200 individuals through workshops, one-on-one counseling, lender mediation support, and direct financial assistance. 80% of our clients were living on low- to moderate-incomes, and over 60% were members of a community of color. Communities of color face a large Programs Pre-purchase Counseling Foreclosure Prevention Counseling Mortgage Payment Assistance Program Oregon Foreclosure Avoidance Program homeownership gap in Multnomah county; just 31% of Latinos, 32% of African Americans, and 25% of Native Americans in Portland own their homes, compared to 62% of white households. We are proud to work with our colleagues in the Minority Homeowner Assistance Collaborative to close this gap, and in 2013 we helped 37 families purchase their first home also marked the implementation of a new Oregon law that requires lenders to engage in mediation with homeowners facing foreclosure. Hacienda has been providing counselors to support homeowners through the mediation process, and they have already helped over 60 households obtain conferences with their lenders. We are happy to report that 467 out of 496 foreclosure prevention clients, or 94%, were able to prevent a foreclosure or bankruptcy. Client Spotlight Emerita is a single mother of two children living in Gresham. She came to Hacienda because she was having trouble affording her mortgage payment after she went through a divorce. The Homeownership support team reviewed her finances and loan documents and advised her to apply for a modification from her mortgage company. Hacienda regularly checked in with Chase while they reviewed the case to ensure Emerita got the service she deserved. In November, the team learned Emerita was approved for a permanent modification that reduced her interest rate by 4.5%, saving her $562 monthly! Emerita was thrilled to be able to keep her family in their home for the holidays.
