2 NCVS- KENTUCKY S ISSUES Population Size- 4,339,367 (2010 U.S. Census) 120 Counties, Each with a Distinct Identity Lack of Large Metropolitan Areas/ Rurality and Isolation of Many Citizens Demographic Characteristics- Race/Ethnicity, Education Level, Socioeconomic Status, Age, etc Isolation and Perception among Kentuckians that National Issues and Results do not Adequately Reflect their Experiences Desire for Local Applicability by State Policymakers

3 KENTUCKY S SOLUTION Utilize the Statistical Analysis Center and the expertise of the Data Advisory Team as well as local academic/research community (University of Louisville and Eastern Kentucky University) to design and implement a statewide victimization survey. Such an undertaking would have direct benefits including: informing legislation and policy development and identifying criminal victimization trends in a locally applicable manner. Periodic replication of the survey provides researchers, practitioners, and citizens with some ability to compare responses over time. A Kentucky-wide survey can also help to identify areas of continuing need, target resources, and/or compare results to available benchmarks (i.e. regionally, state vs. local performance, etc )

5 KENTUCKY S VICTIMIZATION SURVEYS The 1985 and 1986 surveys utilized a longitudinal design to focus on the experience of criminal victimization including victim responses, awareness and use of formal support services, as well as assessing the prevalence of personal, property, and violent victimization among Kentucky s residents. The 1999 survey assessed violent victimization and sexual assault among Kentucky s residents as well as respondent s satisfaction with the state s criminal justice system. The 2004 survey format more closely mirrored that of the NCVS, again including property crimes and violent offenses as well as the respondent s perceptions of the criminal justice system and his or her risk of victimization. The 2008 survey format was similar to the 2004 version, although the property crime section was expanded to include identity theft offenses. Respondents were also screened regarding their fear of terrorism and related crimes.

6 SURVEY DESIGNS Telephone Interviews using Random Digit Dialing, Random Stratified Design, N=557 Households Telephone Interviews using Random Digit Dialing, Random Stratified Design, N=444 Households (80% of original sample) For the Panel Study, results were weighted based upon whether someone in the household had been a victim of violent crime, property crime, both types of crime, or no crime Mailed Survey Instrument, Randomly Selected Participants from Department of Motor Vehicle Records, N=4,116 Individuals Telephone Survey using Random Digit Dialing, Random Stratified Design, N=1,991 Individuals Mailed Survey Instrument, Randomly Selected Participants from Voter Registration Records, N=1,617 Individuals

7 CURRENT STATUS Kentucky s Statistical Analysis Center (SAC) has begun preparations for a followup, mail administered survey in As in past iterations, a random, stratified sample of participants will be selected from among Commonwealth of Kentucky s Voter Registration rosters. Sample size will be limited by available funding, time, and personnel constraints; however, so results will not have sufficient power to provide accurate victimization data at the county level. A Data Advisory Team will provide feedback on the survey instrument, which will mirror available victimization surveys that have established the reliability and validity of their measures. Likewise, new questions will be pre-tested prior to administration. The upcoming results will be compared with prior responses to identify trends across time. The SAC will work with policymakers as well as members of the Justice Cabinet staff to identify what, if any, additional themes should be addressed in the 2014 version of the survey.
