1 Cumbria Constabulary HAY JOB PROFILE Job Title: Crime Scene Investigator Department: Forensics Reports To: Head of CSI Location: Various Force Wide This job profile has been written primarily for evaluation purposes and may not detail some less major duties allocated to the post holder, nor cover duties of a similar nature, commensurate with the grade, which may from time to time be reasonably required by the relevant manager. It is the responsibility of the individual employee to comply with the Cumbria Constabulary Health & Safety Policy and all other relevant Health & Safety legislation. 1. JOB PURPOSE To carry out Crime Scene Investigations at Scenes of Crime, road traffic accidents, or other incidents within the force area as directed, and aid criminal detection by the provision of scientific support and forensic intelligence through cost effective retrieval, initial analysis and interpretation of forensic, fingerprint and photographic evidence. 2. PRINCIPAL ACCOUNTABILITIES 2.1 Without supervision, the post holder will be responsible for the investigation of all scenes of crime as directed. Where numerous crime scenes exist or scenes are of an exceptionally technical or complex nature, supervision and guidance may be provided by a crime scene coordinator. 2.2 Using powers granted under PACE, undertake unsupervised non intimate examination of suspects, prisoners, and victims of crime, to identify, obtain and package the appropriate forensic trace evidence samples, including Fingerprints. 2.3 To attend the scenes of fire including vehicles, where arson is suspected, and in addition to routine Crime Scene Investigation, apply knowledge and professional experience in determining seats of fire and identify whether specific additional expertise is required. 2.4 Provide specialist advice and supervision, when required, to Police Surgeons and investigating officers regarding forensic examination of victims and persons suspected of crime, and other related analysis, including further liaison with forensic scientists on connected scientific matters. 2.5 Attend Crown Court, Magistrates Court, Coroners Court, Youth Court, and give verbal evidence as a Specialist witness. 2.6 Attend potentially hazardous scenes, which have been made safe, and carryout a crime scene investigation ensuring the identification and recovery of appropriate forensic evidence. 2 2.7 Prepare forensic intelligence relating to scenes attended, current links and Modus Operandi, etc, for delivery at meetings and briefings. 2.8 Attend Post Mortem examination of dead bodies at mortuaries, which could possibly include those contaminated by biohazards, infectious diseases, industrial, accident or terrorist incident, to assist the Pathologist by the taking and recording of: a. Photographs. b. Forensic Samples including hair, body fluids, and tissues. c. Clothing. d. Any other evidence as required. 2.9 Manage forensic intelligence and provide specialist input to force computer based records systems Photograph and fingerprint bodies in mortuaries, including those contaminated as a result of industrial CBRN accident or incident To understand the specialist knowledge required for the safe handling and conveyance of all forensic exhibits, including hazardous CBRN chemicals, explosives and firearms, to the appropriate examining laboratories Independent of those already stated, undertake specialist photography within the studio or any other location to record: a. Assaults. b. Recovered Property. c. Damage. d. Fingerprints. e. Footwear impressions and latent marks There is an expectation that CSIs will provide and fulfil the role of Crime Scene Manager at major crime scenes, advising the Senior Investigating Officer of all forensic and scenes of crime matters and formulate formal Forensic Strategies to direct and support the investigation. Cumbria Constabulary will periodically expect CSIs to attend and complete the Crime Scene Managers course subject to operational demand 2.14 Provide specialist training, lectures and advice on all respects of Scientific Support and Scene Preservation, to Area Police Officers, Probationary Police Officers, Special Constables, Police Staff, PCSO's, Custody Staff, Outside Agencies and Partners, including quality control inspection of any exhibits submitted by them for forensic or fingerprint analysis Manage unique integrity of photographs taken and be prepared to account for all digital images captured and then uploaded onto a central computer at the close of each working day. 3 2.16 To maintain a Police notebook, compile statements of evidence, forensic submissions, photographic supplements and footwear intelligence bulletins ensuring the correct continuity of evidence To set up chemical marker traps and to perform the subsequent screening of suspects and property To understand and comply with Best Practice in respect of all Scientific Support matters Maintenance, sighting, testing, installation and record management of alarms within area When trained, in the absence of the qualified area video operator, be prepared to assist with the processing of Video Evidence within the area Video Unit, including editing, enhancement and copying Provide a High Profile Police presence by travelling to, from, and attendance at Crime Scenes in a Marked Police Vehicle with blue lights fitted. When approached for assistance by members of the public, be prepared to summon further Emergency Service support as required Undertake screening and swabbing of persons for firearms and explosives residue Maintain all equipment and vehicles in good order and clean condition and to immediately report any defects of deficiencies Attend appropriate training courses to enhance knowledge and to keep abreast of any new techniques which may apply to Scientific Support Such other duties commensurate with the grade as may from time to time be determined by the appropriate Senior Officer Apply specialist knowledge in order to aid the cost effective selection and recovery of evidential exhibits, giving consideration to evidential worth, suitability for treatment, use of consumables, and the cost of any subsequent analysis required. 3. DIMENSIONS CSIs are not responsible for managing any budgets however they will be expected to have an awareness of the financial constraints surrounding forensic submissions. CSIs will not line manage any staff 4. KEY FEATURES 4.1 Framework and Boundaries The Post holder must work within the following framework and boundaries. Cumbria Constabulary Police Staff Disciplinary Policy Code of Ethics Force Crime Strategy and Procedures Manual 1997 T&CG Process DV Policy 2005 NCPIA Important Working Relationships Internal Scientific Support Staff and Police Officers of all Ranks. Force Medical Officers Police Support Staff including AIU and CJU Communication Centres Liaison within Briefings (including, Major Incident, SIO, PM) Liaison within Daily Tasking and T & CG Meetings. External Liaison with members of the public Liaison with other elements of the Criminal Justice System. Fire Service Investigators Force Medical Officers, Home Office Pathologists, Pathologists and Mortuary Technicians. Scientists from FSS CPS Magistrates Court Crown Court VSS 4.3 Major Challenges The post holder has the responsibility for the Investigation and interpretation of Crime Scenes including the identification, collection, packaging, preservation, recording and continuity of evidence. Be prepared to effectively communicate with persons from all walks of life, often in very difficult circumstances and conduct oneself in a manner befitting the holder of the post. Carry out public relations work at the scene of a crime often in very difficult circumstances, by showing concern and compassion to the victim, giving advice on Crime Prevention and putting victims in touch with support schemes. The post holder should be prepared to attend scenes containing severely injured, deceased, mutilated, CBRN contaminated, or decomposed bodies. Page 4 of 8
5 The post holder when qualified may be required to carry out evidence gathering duties at scenes of violent disorder, riot and other protests etc., as directed and by means of photography or video, record and recover any evidence that may be available. The post holder when qualified may be required to carry out potentially hazardous evidence gathering, in respect of CBRN incidents, suspect letters or incidents as directed, and by means of photography or video, record and recover any evidence that may be available. Following a train crash, air crash or similar major disaster, the post holder when qualified may be required to work as part of a Body Recovery Team, in an aid to the recovery, recording and identification of human remains and other evidence. Following a major disaster the post holder when qualified may be required to work as part of a Temporary Mortuary Team, in order to recover evidence relating to the identification of human remains. The post holder will be required to undertake work at heights, on ladders, in enclosed spaces, with hazardous environments and lifting of heavy equipment and bodies. The post holder, when fulfilling the Crime Scene Managers role should be prepared to identify and communicate the need for extra CSI resources and communicate requirements to other CSIs and officers. 5. 7 CUMBRIA CONSTABULARY PERSON SPECIFICATION JOB: LOCATION: Crime Scene Investigator Force Wide Experience & Knowledge Skills & competencies required. E.g. Geographical knowledge of the area, familiarity with certain legislation. Essential Must be IT literate with Microsoft Word and Excel Previous experience in Scientific, Analytical, Photographic or Police environment. Desirable Knowledge of the following: a. STORM b. Red Sigma c. LOCARD d. SLEUTH Have knowledge of Section 18 of PACE as amended in the Police Reform Act 2002 and be prepared to undertake authorised searches as directed. Knowledge of photography. Have knowledge in dealing with all aspects of potentially hazardous scenes including suspect explosive devices. Ability to self prioritise and manage personal workload. Education & Training General education Specialist training Have passed the Initial Crime Scene Investigator Course (i.e. attained qualifications as a competent, Forensic Officer, Fingerprint Officer and Police Photographer) or for Volume Crime Scene Examiners be prepared to attend the VCSI conversion course. Possession of a recognised Crime Scene Investigators Diploma or CSI Foundation Degree. Page 7 of 8
