Keep the Change: Behavioral Persistence in Home Energy Report Programs Kira Ashby Senior Program Manager, Behavior Consortium for Energy Efficiency Behavior, Energy and Climate Change Conference Sacramento, CA October 17, 2017
Agenda 1 2 Background Consortium for Energy Efficiency What is persistence? Why is persistence important? Previous CEE persistence work 2016 CEE Persistence Overview Purpose Methods and Caveats Results 3 Next Steps Areas for Future Research Unanswered Questions 2
Consortium for Energy Efficiency Membership based Non-profit 3
What is persistence? Three Main Categories of Persistence Ongoing During program intervention Post-Intervention After intervention activities have ended Maintenance After the initial program period but while reduced interaction continues 4
Why does persistence matter? Ability to reach more customers Measure life calculations $$$ Cost-effectiveness (+/-) Credibility Ability to claim savings Resource planning 5
2013 Persistence Overview Disciplines: EE, public health, psychology/sociology, transportation safety, sustainability (e.g. recycling) Purpose: provide overview of persistence research inform EE efforts How to long does behavior change last? How to maximize persistence? Initial findings on fostering persistence Social norms Social support, face time Feedback Diverse program activities Self-efficacy (via goals + self-monitoring) 6
2016 CEE Behavioral Persistence Overview 7
Purpose Provide update on state of EE persistence knowledge Shed light on rates of savings decay Range of observed persistence rates Lend credibility to claiming savings from persistent behavioral efforts Encourage persistence tracking, despite challenges 8
Methods Persistence reports and findings primarily provided by CEE member staff Findings reported through behavioral program data collection effort and phone calls Voluntary data collection one member opted not to be included in this presentation Limitations & Caveats Primarily CEE member results (+1 exception) Focus on Home Energy Reports Results cannot be generalized No program has seen 100% persistence indefinitely 9
Behavior Program Summaries Details include: sector, energy savings achieved, goals, evaluation design, metrics, social science insights used, savings claimable, and MUCH more 10
Results: Decay Rates Range: 2% to 30% decay ComEd: 4% decay (96% persistence) for 1 st year (2 years of program) ComEd: 2% decay (98% persistence) for 1 st year (4 years of program) Puget Sound Energy: statistically sig. savings 4 yrs. post-program Nicor: 46% decay during first year Eversource: 21% 34% decay during first year PPL: 22% 30% decay, depending on wave 11
Ongoing Challenges Small behavior changes over large audience Seasonality of savings Which behaviors are persisting? 12
Areas for Future Research What impact might these factors have on persistence? Length of initial program rollout Initial savings rate from program Customers baseline usage level Fuel Type 13
Unanswered Questions and Next Steps What EE program elements may maximize persistence? What behavioral tools/techniques are most effective at achieving persistence in EE? How to design behavior programs/evaluations to capture persistence going forward? How long should a program run before stopping treatment? What happens to persistence after the first year? 14
