1 The Milwaukee Idea Healthy Choices Initiative Research and Evaluation Division Outcomes April 22, 2002 Program Inputs Activities Outputs Outcomes Project COMBINE Recruit and screen patients from Milwaukee area for free treatment Conduct clinical trial of several pharmaceuticals and behavioral interventions Establish referral connections between clinical site and main providers in Milwaukee area Provide treatment for patients regardless of insurance coverage or income Contribute to nationally known clinical trial Graduate students hired to help them in their chosen professions Ancillary studies funded Inform providers in Milwaukee area of new treatments in alcohol field Provide latest treatments in alcohol addiction to qualified participants Aurora Greater awareness in community of UWM s research role in the field of alcohol treatment. Earlier and more effective treatment for alcoholism Possible less disruption of personal and family lives from alcohol dependence Possible greater health improvements through lessened alcohol abuse for patients Alcohol & HIV Risk Recruit and screen patients from Milwaukee area for study Conduct brief interventions for alcohol and drug use among the severely mentally ill for HIV prevention Establish working relationships with various community shelters and agencies Assist the mentally ill in making informed health choices Social support provided from other participants Provide therapy free of charge to high at-risk and other patients Help agency track mentally ill patients for follow-up visits Provide HIV Intervention counseling to under-served populations Medical College of Wisconsin Increased cross-disciplinary collaborative relationships within UWM Increased health choices for Milwaukee at-risk populations
2 Milwaukee County AODA/TANF Assess Milwaukee County treatment for TANF participants with AODA issues Analyze intake and services issues in various provider agencies Screening and outcome measures developed Evaluation tools developed to be completed by TANF participants Multiple graduate students hired Graduate students received advanced training in their chosen professions before entering workforce Assist provider agencies in working together to provide better services Ancillary studies funded Milwaukee County and State of Wisconsin Bureaus Assist provider agencies in better training and evaluation methods Assist in providing better AODA services to low-income women and families Assist families and individuals to cope with effects of alcohol and other drug abuse Create community (cross-system) collaboration to support effective, integrated AODA treatment and recovery services Brief HIV Risk Reduction Counseling. Screen patients at risk for HIV and other sexually transmitted infections Provide brief interventions to at risk populations Perform outcome and costeffectivenss analyses of program Develop original research and evaluations for Milwaukee area Medical College of Wisconsin Possible lessened transmission of HIV and other STDs Increased awareness of UWM and its research role in community and among providers Alcohol Health Services Delivery. Analyze service delivery of AODA treatment as affected by managed care Develop original research in field of managed care Ongoing collaborative relationship with Marquette University Ongoing collaborative relationship with providers in the Milwaukee area\ COMBINE Economic Study. Study treatment costs of pharmacotherapy and psychotherapy treatments for alcoholism and their combinations Provide opportunities for graduate students and new researchers to work on original research Mutiple publications to arise from study Strengthen ongoing relationship with Sinai Samaritan and Aurora Healthcare Provide original treatment data to providers to assist in treatment decisions Promote treatment for alcoholism by proving cost benefits Nalmefene Project Screen patients for clinical drug trial in the treatment of alcohol problems Provide clinical trial for new treatment for alcoholism Develop new working relationship with pharmaceutical firm Provide opportunities for graduate students and new researcher to work on original research Provide new treatment for alcoholism to Milwaukee county patients
3 Project REFER Provide specialized training to therapists and clinicians Research in providing brief interventions in the treatment of severe alcohol problems Provide training manuals and sessions to national and regional groups of therapists and alcohol researchers Assist provider agencies in working together to provide better services BiPolar Disorder Study Screen patients for clinical drug trial in the field of mental illness Develop new treatments for the mentally ill Develop original research protocols Provide treatment for mentally ill patients who otherwise might not receive care Provide training in new field to clinicians and graduate students Publications to be developed Afford UWM opportunity for research in new field Develop stronger working relationships with other funding agencies Provide treatment regardless to patients regardless of income Provide new treatment options to patients in the Milwaukee are for devasting illness Increase community health Medisorb Study Study long term safety of medication in opiod or alcohol dependent patients To assess treatment retention of patients after receipt of treatment Provide treatment to subset of adult population of Milwaukee area Develop new fields of research for UWM Provide research opportunities for graduate students and clinicians Develop stronger working relationships with other funding sources Develop new publications based original research Increase health of Milwaukee community Develop original research protocols Project CHARM Evaluate the efficacy of a HIV Risk Reduction intervention that combines treatment for alchol use disorders and HIV Counseling and testing Examines theory based variables that may mediate intervention outcomes Provides treatment in urban sexually transmitted disease clinics Train counselors in specific techniques Provide research opportunities for graduate students and clinicians Develop stronger working relationships with medical based funders Free treatment for inner-city communities Greater identification of at-risk clients for HIV and other STDs Greater collaboration with Medical College of Wisconsin and Center for AIDS Intervention Research Establish new treatments for STDs
4 Shared Family Care Project Healthcare for the Homless Preserve intact but at-risk family units by placing entire families in outof-home care Mentor child welfare familieis on appropriate child rearing and caretaking strategies and techniques Provide birth parents with educational and job training opportunities Train Shared Family Care Host Families in problem-solving, conflict resolution, fiscal management, and other skills Identify prospective system partners, e.g., homeless shelters, AODA treatment providers, etc. Design and develop procedures for intake/screening, and referrals for intervention/treatment Develop protocol for case management services Develop a cost effective substance abuse service specifically for the homeless Provide coordinated care with multiple agencies to address all issues leading to homelessness Conduct ethnically and culturally sensitive outreach efforts Reduced length of stay in foster care and quicker reunification of families Birth families will be less likely to have a repeat encounter with the child welfare system Recruitment and retention of SFCP families Decreased alcohol and substance use among homeless Facilitate referral of eligible homeless adults to programs Provide appropriate and coordinated aftercare planning to participants Dedicated case management to improve follow through on treatment referrals Reduced child welfare cases Increased parenting and other skills among adults of SFCP clients Increased community stability Increased exposure for UWM within Milwaukee community for multiple issues Increased child safety If program fulfills its goals, it will be replicated at other child welfare service sites Reduced morbidity and mortality within the homeless population Improved quality of life for segments of the community Reduced intoxication among homeless population
5 Comprehensive Screening Process for W2 Cocaine Families Project Develop system of screening by Financial Employment Planners (FEPs) and referral where necessary Develop screening instrument and interview protocol to screen for substance abuse, domestic violence, learning disabilities, traumatic brain injury and mental health Identify resources either within agencies or external for comprehensive assessment Identify and develop network of intervention/treatment resources Design field test instruments for understandability, reliability and validity Provide consultation with W-2 agencies for administration of screening instruments and writing of a training manual Evaluation of client/family outcomes Evaluation of system outcomes at United Community Center, the first residential treatment program for Latinas in WI. All evaluations will conducted in Spanish where appropriate Client services evaluation Interviews with program participants Work with UW-Oshkosh and DWS in training of W-2 staff to administer screening protocol Consultation for statewide implementation of screening protocol Better identify barriers to employment for W-2 clients Better train staff who work with W-2 clients Increased participation of Latinas in drug treatment Increased family services to Latinas and single parent families Evaluation of best practice models for specific ethnic and gender groups Better match W-2 clients with work training and employment Increase employment for W-2 clients Increased collaboration between State, UW-Oshkosh and UWM Increased opportunities for substance abuse research and data management among select populations W-2 participants with hidden conditions less likely to be sanctioned for noncompliance with job training and employment requirements Increased collaboration with Spanish speaking agencies within Milwaukee community Increased efficiency of AODA measurement tools on the state level Creation of best practice materials to be used on a national basis
