1 Alcohol and Drug Treatment System Reform Ministerial Communiqué Number 6 June 2014 Completion of Recommissioning of Adult Services Recommissioning of adult non-residential alcohol and drug services is now complete and I am pleased to announce the organisations that will deliver more than $41 million of redeveloped services across the state. The recommissioning process attracted many high quality submissions, and I know that clients will benefit as a result. Twenty-seven organisations or consortia, comprising 83 agencies in all, will deliver adult non-residential services across 16 catchment areas. Details of these providers are listed in the attached document and in a series of fact sheets available at the web address below. The recommissioning process will lead to a significant reconfiguration of service delivery responsibilities and relationships. While this will take some management, the new arrangements will ensure that support is delivered efficiently and effectively so that people get the best possible services from the significant investment in this sector. I congratulate all the successful applicants and thank those not selected for their efforts throughout the process. Delivering alcohol and drug treatment services involves many challenges and your dedication to making a difference to the lives of people impacted by alcohol and drug use is greatly valued. This change is the culmination of three years of collaborative effort between clients, the sector, stakeholders and the Government to design and achieve a coherent system that works better for the people who need to use it and I am pleased that clients will soon be seeing the benefits. New service delivery arrangements As a result of these reforms, we shift from a system that was fragmented and characterised by multiple and complex episodes of care, to a system that operates more cooperatively and is connected to other health and human service systems. The system will be more responsive because it will allow more proactive support for people to make positive changes in their lives. A suite of new alcohol and drug treatment services will be delivered through catchment based service delivery arrangements state wide. Intake and assessment services will be provided by nine agencies across 16 catchments. A single intake and assessment provider will deliver this function across six rural catchments. A further eight providers will share the function across the remaining catchments. The new intake and assessment model will make it easy for people with alcohol and drug treatment issues and referring agencies to access support in a timely and efficient way. People most in need will get priority access to treatment and others will be matched to the most suitable treatment for their needs. Care and Recovery, and services will be offered across all 16 catchments by a diverse provider group comprising community heal public health services. individual treatment plans developed for all clients.
2 based planning will be delivered by a range of providers that have demonstrated outstanding local knowledge and connections that will allow them to engage with the sector and community to strategically direct and implement these new services locally. As detailed in the service specifications, these functions will be supported by a new funding model and information collection requirements. We will be working with the sector over coming months to refine these models and develop more detailed guidelines and business rules to assist their initial implementation and ongoing development. Importantly, those in our community at particular risk, such as those at risk of homelessness, Aboriginal and GLBTI communities, will benefit from an enhanced focus and accountability on the part of all providers, together with a number of specialist services that will deliver on across multiple catchments or on a statewide basis. Services are listed in the attachment and, in addition, two services will be funded to support clients from all catchments. These are Reconnexion, targeting pharmaceutical drug misuse, in particular prescription tranquilisers and SHARC to support the AOD peer workforce through education and training. Supporting the transition and next steps Our priority now is to ensure that current clients, and their families are supported to transition to the new arrangements with minimal disruption to their treatment and care. The target commencement date for new funding and delivery arrangements is 1 September This extension from the previous target of 1 August recognises the significant transition task for some agencies. To support a smooth transition to the new service delivery arrangements the Victorian Government has allocated up to $2.3 million towards a transition support package that will directly support clients, service providers and workers until 1 September and beyond. The period of transition is crucial and I am confident that through good planning and goodwill, we all government, providers and clients alike will manage this with minimal disruption and with a focus on improving the client experience. A range of transition support initiatives, as outlined in my previous Communiqué (Number 5, March 2014), will commence immediately. Further details will be available shortly. I would like to thank all those organisations that have agreed to assist with these activities, including vital ongoing support from the Victorian Alcohol and Drug Association (VAADA). Transition planning with service providers will commence rapidly, with Department of Health regional staff arranging initial meetings over the next couple of weeks with providers in each catchment those to hand over delivery responsibilities, those continuing under new arrangements and new providers. There will also be a series of statewide forums to workshop new functions. Good communications will be critical to this process. Regular information bulletins will be issued by the Department as the work progresses and a series of fact sheets on various aspects of the changes will be progressively released commencing this week. Transformation of the alcohol and drug treatment sector will continue in time with the redevelopment of the youth and residential service system. There remains a significant program of change ahead and we will continue to seek a range of views on what we are proposing and how best to achieve it. As I announced recently, we are keen to reflect and learn from the recommissioning processes that we have been going through. To assist in this, I have asked the Community Sector Reform Council to look at the way in which both Alcohol and Drug treatment and Mental Health Community Support Services recommissioning have been designed and implemented, and to provide their input to me ahead of any further significant recommissioning.
