2 Buzzed Driving is Drunk Driving November 28, 2015 December 15, 2015 The Buzzed Driving is Drunk Driving Campaign began November 28th, and runs through December 15th. The campaign s focus is to inform all Americans about the dangers of driving after drinking even after drinking just a little and remind them to always plan ahead and designate a sober driver or another way to get home safely after the festivities end. Help keep the holidays happy and safe by helping us spread the word that Buzzed Driving Is Drunk Driving. For campaign materials, visit preholidayseason. 3 NHTSA Administrator Speaks at Second Global High-Level Conference on Road Safety November 18-19, 2015 Brasilia, Brazil NHTSA Administrator Mark Rosekind represented the United States at the Second Global High-Level Conference on Road Safety in Brasilia, Brazil. The conference was hosted by the Government of Brazil and was supported by the World Health Organization. About 1500 delegates, including ministers of health, transport and interior from almost every country in the world along with senior officials from United Nations agencies, civil society representatives and business leaders, convened to share knowledge about and discuss best practices for improving road safety. Specifically, participants reviewed the Decade of Action for Road Safety , defined next steps for achieving the Decade of Action and discussed future actions needed beyond 2020 to implement development goals related to road safety. The conference culminated with country representatives signing the newly drafted Brasilia Declaration on Road Safety, emphasizing their continued support for global road safety initiatives. Administrator Rosekind served as an expert on the Driving under the influence of alcohol and other drugs panel. In highlighting the concerns around drug impaired driving, he cited the National Roadside Survey of Alcohol and Drug Use asserting that there has been a 50% increase in drivers with marijuana in their system from 2007 to Road safety is not taken into account when discussing the legalization of marijuana use, said Rosekind. He mentioned the challenges in quantifying the drug impaired driving issue including the large variety of drugs available NHTSA Administrator Mark Rosekind speaking at the Second Global High-Level and individual differences in how the drugs Conference on Road Safety. Regarding alcohol impaired driving, Administrator Rosekind stated that even with a decrease in alcohol-impaired driving, about a third of US motor vehicle fatalities in 2013 involved a drunk driver, emphasizing the need for continued support on this problem. Administrator Rosekind also spoke about the United State s progress in achieving goals outlined in the Decade of Action for Global Road Safety and the Sustainable Development Goals, summarized here. 4 New from NHTSA National Center for Statistics and Analysis 2014 National Automotive Sampling System Crashworthiness Data System (NASS CDS) The NASS CDS provides an automated, comprehensive national traffic crash database with 2,896 cases available for access at the FTP site. This year we offer expanded datasets for Tires, Air Bags, Seats, and Child Seats, as well as a translation dataset so users can match Case Numbers to Case IDs (for use on the XL case viewer site). Two manuals are also now available: NHTSA/ NCSA 2014 NASS/CDS Coding & Editing Manual (DOT HS ) and 2014 NASS/CDS Analytical User s Manual (DOT HS ). Data collection occurs at 24 geographic sites called Primary Sampling Units (PSUs). This data is weighted to represent all police-reported motor vehicle crashes occurring in the United States during the year involving passenger cars, light trucks and vans that were towed due to damage. These manuals are the primary documentation supporting the automated 2014 file FARS/NASS GES Coding and Validation Manual (DOT HS ) This coding and validation manual provides detailed definitions for each data element and attribute for a given year. This manual also provides a set of written instructions on how to transfer the information from a police accident/crash report (PAR) to the FARS or GES data. NASS GES Analytical User s Manual (DOT HS ) This multi-year analytical user s manual provides documentation on the evolution of coding practices in the National Automotive Sampling System (NASS) Genera Estimates System (GES) from The manual includes descriptions of the data elements within NASS GES and other useful information that will enable users to navigate the data system. FARS Analytical User s Manual (DOT HS ) This multi-year analytical user s manual provides documentation on the evolution of coding practices in the Fatality Analysis Reporting System (FARS) from its inception in 1975 through The manual includes descriptions of the data elements within FARS and other useful information that will help users navigate the data system.
5 New from NHTSA NCSA Publications 2014 Crash Data Key Findings (DOT HS ) In 2014, 32, 675 people were killed in motor vehicle crashes on U.S. roadways. An additional 2.3 million people were injured in crashes in While showing slight fluctuation in recent years, fatalities and injuries have been in a general declined. Fatalities have decreased 25 percent from 2005 to 2014 and the number of people injured has decreased 13 percent from 2005 to Lives Saved in 2014 by Restraint Use and Minimum Drinking Age Laws (DOT HS ) In 2014, the use of seat belts in passenger vehicles saved an estimated 12,802 lives (occupants 5 and older), and an estimated 2,396 lives (occupants 13 and older) were saved by frontal airbags. An estimated 252 child occupants 4 and younger were saved by the use of child restraints, and 1,669 lives were saved by the use of motorcycle helmets. An additional 2,814 lives would have been saved in 2014 if all unrestrained passenger vehicle occupants 5 and older involved in fatal crashes had worn their seatbelts. If all motorcyclists had been helmeted, then an additional 660 lives would have been saved. An estimated 485 lives were saved due to minimumdrinking-age laws.
6 New from NHTSA NHTSA/NCSA s 2013 Traffic Safety Fact Sheet State Traffic Data (DOT HS ) Traffic fatalities decreased by 3 percent from 2012 to 2013 in the United States. The fatality rate per 100 million vehicle miles traveled (VMT) was 1.09 for the United States in 2013 but ranged from a high of 1.90 to a low of Since 1975, which was the first year that Fatality Analysis Reporting System (FARS) data was collected, the rate of traffic fatalities per 100 million VMT in the United States has decreased 67 percent (3.35 to 1.09). Early Estimate of Motor Vehicle Traffic Fatalities for the First Half (Jan-Jun) of 2015 (DOT HS ) A statistical projection of traffic fatalities for the first half of 2015 shows that an estimated 16,225 people died in motor vehicle traffic crashes. This represents an increase of about 8.1 percent as compared to the 15,014 fatalities that were reported to have occurred in the first half of Preliminary data reported by the Federal Highway Administration (FHWA) shows that vehicle miles traveled (VMT) in the first 6 months of 2015 increased by about 51.9 billion miles, or about a 3.5 percent increase.
7 NHTSA Holds Briefing on Two Impaired Driver Assessment Tools On October 14, 2015, NHTSA hosted a briefing on two new impaired driving assessment tools, the Computerized Assessment and Referral System (CARS) and the Impaired Driving Assessment (IDA). Experts from the Division on Addiction at Harvard affiliated Cambridge Health Alliance and the American Probation and Parole Association presented their risk-assessment tools and discussed factors that can predict the risk of impaired driving offenders reoffending. Judge Phyllis McMillian from the State of Michigan Sixth Circuit Court gave her perspective on the effect these tools could have on the criminal justice system and how it handles impaired-driving cases.
