4 RRA Workplan RRA workplan derived: OIE 5th Strategic Plan; and in line with Pillars of CAADP (Comprehensive African Agricultural Development Program) of the AU

5 Members situation In 2013 some African countries experienced social-political and/or militar crisis: Socio_political Egypt, Guinea Military Continuing:Democratic Republic of Congo; the two Sudan (disputes) Improvement: Madagascar, Mali, Tunisia Result: Constrained Members participation in OIE programs

7 RRA Qualified human resources Regional Representative; Deputy Regional Representative relocated and acting from SRR Gaborone (temporarily); Counselor, and 5 executives (one accountant, two secretaries, one administrative assistant and a driver). (support staff - services and management shared with FAO/ECTAD)

8 Achievements in 2013: Highlights

9 Administration and coordination OIE/Mali Agreement for hosting the RR-AF revised & renewed; ECOWAS notified OIE RR-AF - take over the RAHC (Bamako); RRA continued to act as GF-TADs /Africa Secretariat; RRA implemented PPR pilot project in Burkina and Ghana, with support of OIE HQ and CIRAD; Bilateral meetings / audiences during the 81st General Session (Mali, Niger, USDA-APHIS regional Manager) Development of the RRA Quarterly work plan (in French & English); Regional web site maintenance/update - SRR Gaborone

23 Support to Members Sensitization for regular payment of member contribution Sensitization for adoption of the PVS pathway as a tool to attain good governance of Veterinary Services Sensitization for notification of epidemiological event, including zoonosis (anthrax, rabies, ) Round table support missions (Guinea)

24 Logistics While thanking the HQ support in improving administrative working conditions We reinforce the need for a 4X4 vehicle -difficult access to the RR-AF office/ raining season access almost impossible.

25 CONCLUSIONS AND SUGGESTIONS Increasing number of African Members notifying sanitary events to the OIE WAHIS need to improve reporting time Need for strenghtened mechanisms for different national stakeholders role of Vet Statutory Boards Certain improvement on Members regular contributions RR-AF have improved implementation of OIE financial and administrative management Need for logistical improvement of the RRA (4X4 vehicle)

28 SUGGESTIONS Follow up/continuing: Follow up implementation of GF-TADs/Africa 5 year plan; Follow up the progress of Liberia pending OIE membership application; Sensitization OIE Delegates to notify/follow up reports to OIE events on domestic, wildlife and aquatic animals (Rabies), observe timing for reporting; Sensitization of Delegates for adherence to the PVS pathway/ and follow up missions; Sensitization of Delegates and High Authorities for timely payment of regular contributions to the OIE; Support to the coming FMD Global Conference in Africa (Rwanda).
