1 Similarities between Variables of the GeRL and the CBMS-GRB Tools: Background: The GeRL KA BA? (or Gender Responsive LGU Ka Ba) tool 1 is a self assessment tool that was developed by the National Commission on the Role of Filipino Women in cooperation with the Local Government Academy (LGA). This instrument is designed to draw information on the current efforts and practices of the LGUs at the city and municipal level. One of the main aims of this tool is for it to serve as a basis for the LGUs in determining the status of their GAD mainstreaming in their localities and in developing their GAD Plans. It is a three part questionnaire composed of the following: Basic information on the LGU, LGU Basic Services and other information. The CBMS-GRB questionnaires were developed primarily for the Pilot Project on Developing a Gender-Responsive CBMS or Community-based Monitoring System that will aid Local Government units in making gender-responsive and evidence based planning and budgeting activities. This project is being piloted in two sites in Negros Occidental (Escalante City and E. B. Magalona) in cooperation with DWAN Foundation and Dr. Aniceto Orbeta of the Philippine Institute for Development Studies. These questionnaires are essentially enhanced CBMS questionnaires that were re-developed based on the inputs of experts in gender as well as the sentiments of the partner LGUs of Escalante City and Magalona. There are three questionnaires all in all: the CBMS Household Profile questionnaire (which is administered to all households in the municipality or city), the CBMS Barangay Profile Questionnaire (administered to the barangay captain and or barangay secretary) and the rider questionnaire (which includes other gender-relevant information that need not be collected regularly and is being administered to select barangays). The following table shows the relationship and similarities of the variables in the GeRL Tool and the CBMS-GRB data collection instruments. 1 As of June 28, 2005.

The Barangay Profile Questionnaire can generate information on: Total population, by sex Number of households The CBMS-GRB HPQ : Death in household by age and by cause of death Women deaths due to pregnancy related causes Child Deaths (aged 0-5 years old) Types of programs by sex and by type of program Household members that received health assistance programs by sex and by type of program (with special indicator for Philhealth) Additionally, the CBMS- GRB HPQ can REMARKS/ IMPORTANT NOTES This information can be generated once data is consolidated at the municipality/ city level. CBMS-GRB can generate information on this down to the barangay level of disaggregation All these variables (with the exemption of # of cases of teenage pregnancy) can be generated once data is consolidated at the municipality/ city level. Crimes listed in the CBMS-GRB HPQ includes several VAW crimes aside from the usual index crimes in the original CBMS HPQ
