3 Why CBMS? To wage a successful fight against poverty, it is important to know the nature and extent of poverty. It is imperative to know who the poor are, where they are, and why they are poor.
4 Available Data on Poverty Irregular (ex. Functional literacy) Infrequent (ex. Poverty incidence every three years) Unmatched data so no comprehensive profile at a given point in time Too aggregated for the needs of LGUs

6 Localizing the MDGs Millennium Development Goals Halve extreme poverty by 2015 Ensure that all boys and girls complete a full course of primary schooling Eliminate gender disparity in primary and secondary education preferably by 2005, and at all levels by 2015 Reduce by two thirds the mortality rate among children under five Reduce by three quarters the women dying in child birth (maternal mortality) Reduce by half the proportion of people without sustainable access to safe drinking water Achieve significant improvement in lives of at least 100 million slum dwellers, by 2020
7 Objectives of CBMS To promote evidence-based decisionmaking To empower communities by providing them the information and processes to participate actively in planning and program implementation To improve local governance To facilitate targeting To improve resource allocation
8 History of CBMS CBMS work was one of the tools developed in the early 1990s under the MIMAP-Philippines Project to provide policymakers and program implementors with a good information base for tracking the impacts of macroeconomic reforms and various policy shocks Initially designed to be established in sentinel sites; then designed to be LGU-based in Pilot tested in Bulacan in 1995 Implemented provincewide in 1999
9 Adoption of core indicators Core indicators adopted during the Seventh En Banc Meeting of the National Anti- Poverty Commission through En Banc Resolution No. 7 Basis for the Memorandum circular issued by the Department of Interior and Local Government on April 29, Contained the policy guidelines for the adoption of the core poverty indicators in planning
