1 Introduction The Care Inspectorate regulates care services in Scotland. Information in relation to all care services is available on our website at www.careinspectorate.com. Requirements and recommendations If we are concerned about some aspect of a service, or think it needs to do more to improve, we may make a recommendation or requirement. - A recommendation is a statement that sets out actions the care service provider should take to improve or develop the quality of the service but where failure to do so will not directly result in enforcement. Recommendations are based on the National Care Standards, relevant codes of practice and recognise good practice. - A requirement is a statement, which sets out what is required of a care service to comply with the Public Services Reform (Scotland) Act 2010 and Regulations or Orders made under the Act or a condition of registration. Where there are breaches of the regulations, Orders or conditions, a requirement must be made. Requirements are legally enforceable at the discretion of the Care Inspectorate. The Care Inspectorate is committed to improving the health and wellbeing of all children receiving a care service. We want to ensure they have the best start in life, are ready to succeed and live longer, healthier lives. We check services are meeting the principles of Getting it Right For Every Child (also known as GIRFEC). Set up by Scottish Government, GIRFEC is a national approach to working in a consistent way with all children and young people. It.is underpinned by the principles of prevention and early intervention. The approach helps services focus on what makes a positive difference for children and young people - and what they can do to improve. Getting it Right for Every Child is being woven into all policy, practice, strategy and legislation that affect children, young people and their families. There are eight wellbeing indicators at the heart of Getting it Right for Every Child. They are: safe; healthy; achieving; nurtured; active; respected; responsible; and included. They are often referred to as the SHANARRI indicators. We use these indicators at inspection, to assess how services are making a positive difference for children. page 3 of 13

Ms Haney is registered to provide care for a maximum of six children under the age of sixteen at any one time, of whom no more than three are not yet attending primary school and of whom no more than one is under 12 months. The numbers are inclusive of the childminder's own family. The service is registered to provide care from Ms Haney's home in Cambuslang, South Lanarkshire. Accommodation on the ground, first and second floor of the house are available to minded children. The enclosed rear garden can also be used for childminding purposes. One child was present on the day of inspection. What we did during our inspection We wrote this report following an announced (short notice) inspection carried out by us on 19 November 2015. We sent three care standards questionnaires to the service to distribute to relatives or carers of children who use the service. One questionnaire was returned to us before the inspection. We also received feedback by email from a parent/carer. During this inspection process, we gathered evidence from various sources, including the following; We spoke with: - childminder We looked at - children's information records - policies - risk assessments - medication records - accident/incident records - registration certificate - insurance certificate page 4 of 13

Views of people using the service One minded child was present during the inspection. They were found to be happy, relaxed and confident with the childminder. They were very settled in their environment, confident choosing activities and seemed happy within the service. The parents that returned care standards questionnaire indicated they were very happy with the service provided. They made positive comments on the support received, children progress since attending service and the relationships between their child and the childminder. Parent's comments are included within this report. As a result of this information we concluded that the child and parents were happy with the service they received. Self assessment Every year all care services complete a 'self assessment' telling us how their service is performing. We check to make sure this is accurate. We received a completed self-assessment document from the service provider. This contained information which identified strengths and areas for the future development of the service. This was completed to a satisfactory standard. What the service did well The childminder had created a warm, loving and safe environment for the minded child. She was responsive to their needs and supported them. She knew the child very well and was able to make sure that the service she provided suited them. Parents and carers were also supported and provided with information as to how their child was while at the childminders. What the service could do better The services paperwork should be reviewed so that it reflects best practice guidelines and contains the correct contact details. The childminder should continue to develop, monitor and adapt her service to meet the changing needs of the children. She should also continue to access training to keep her knowledge up to date with changing best practice guidelines. page 5 of 13

2 The grades we awarded We grade the quality of care and support, the quality of the environment and the quality of management and leadership. If the childminder employs an assistant, we also grade the quality of staffing. In each case, we award a grade on a scale from 1 to 6, where 1 is unsatisfactory and 6 is excellent. Quality of care and support Quality of environment Quality of staffing Quality of management and leadership 5 - Very Good 5 - Very Good not assessed 4 - Good 3 Quality of care and support Findings from the inspection At this inspection, we found that the service to be providing a good quality of care and support. We looked at how the childminder gathered information about minded children and how this was used to plan children's care. We also considered how the childminder encouraged and promoted healthy living choices. We examined the records held against the list of records childminder's are required to keep for the children using the service. We found the service had all of the required records and information in place such as medication consent and accident/incident reports. The childminder advised how she had involved parents and children in what was going on in the service each day. Questionnaires she distributed to parents covered questions about herself and how she supports the children in her care. These were very positive. Development plans are in place for each child and cover all areas for support and next steps. The childminder advised that she completes these in conjunction with parents every six months or earlier if required. She also developed wellbeing questionnaires for older children which captures all aspects of children's health and support needs. page 6 of 13

The minded child was very settled with the childminder. Ms Haney was supportive aswell as promote independence with the child. The child was very responsive and included her in the activities. He was also able to let the childminder know what they wanted to do. This highlighted the positive relationship between them both. She was very knowledgeable of the child in her care and how to encourage their development. She advised that she worked closely with parents to support children. Parents commented "I'm kept up to date as Lisa and I have an informal chat most days when I pick my son up. She also shows me things he has made and I feel very comfortable asking her about anything I'm concerned with. I can see that he quietly clearly has a close relationship with his and often speaks of her. Before then I would notice when we had spoken about how to tackle certain issues, it was clear she was reinforcing my approach." and "Lisa cares for our son extremely well and assists us in raising a happy, healthy and confident child". We concluded that children and parents were offered very good care and support by the childminder. Grade The quality of care and support is graded 5 - Very Good Requirements Number of requirements - 0 Recommendations Number of recommendations - 0 4 Quality of environment Findings from the inspection At this inspection we considered how the designated childminding areas were maintained to ensure children were safe and protected for harm and how well the childminding areas were used. All aspects considered were met. page 7 of 13

We gathered evidence through viewing the childminding areas and equipment, examining relevant records and observing how the children used the environment and equipment. The childminders home was seen to be clean and tidy with a wide range of resources suitable for the child who was present. She had a dedicated playroom that was set out for children of all ages. The resources on the day were easily accessible and appropriate for the child attending. The childminder advised of her daily risk assessment and cleaning procedures. Safety measures that were in place were appropriate for the child in her care. The childminders home could be adapted for various activities. She had access to a secure outdoor area but advised she isn't using it at present due to drainage issues. The childminder made good use of the local community. We found she had a clear understanding of her roles and responsibilities in relation to protecting children. A parent commented that the environment was "Always a varied level of activities". We concluded that children were being cared for from within an environment that was well maintained, had appropriate safety measures in place and was well resourced. The childminder ensured that systems were in place to keep children safe and respected their privacy. 5 Quality of staffing We only assess this where the childminder employs an assistant. 6 Quality of management and leadership Findings from the inspection At this inspection, we considered how the childminder evaluated the service, made improvements and kept informed of best practice and legislation. All aspects considered were met. We gathered evidence through viewing relevant records and discussions on training and development opportunities. We found the childminder had kept informed of changes in legislation and updated best practice guidance through the SCMA and Care Inspectorate newsletters. She had attended First Aid and GIRFEC training since her last inspection. She advised that she was committed to ensuring that she is providing the best possible care and support for minded children. The childminder was reflective about her practice and feels that this benefits her service. She advised that she wants to update her skills and knowledge. She was well aware of the impact of her role on positive outcomes for children. We also discussed how the Building the Ambition document will affect how services are provided for children and different ways to gather meaningful information from parents Parents commented "I am happy at work on the day Maureen collects them as I know they are being well looked after". We concluded that the childminder demonstrated commitment to providing a service which promoted children's health, safety and wellbeing and supporting them to reach positive outcomes. The provider must comply with the conditions of registration This is in order to comply with: Section 64(1)(b) of the Public Services Reform (Scotland) Act 2010. Previous recommendations 1. Ms Haney was encouraged to develop written risk assessments demonstrating the measures she takes to keep children safe while in her care. National Care Standards Early Education and Childcare: Standard 2 - A Safe Environment This recommendation was made on 15 August 2013 Risk Assessment was in place for all areas of the service. 8 Complaints There have been no complaints upheld since the last inspection.
